Description (EN):

The aim of the project is to increase the climate resilience of the European city Görlitz-Zgorzelec through the planned measures, to improve the security of water supply and to ensure the sustainable use of the cross-border groundwater system. The project will consist of a total of four technical work packages: WP1) establishing a common network to monitor the cross-border groundwater system; WP2) Development of a central system for the efficient exchange of data and information and a common computer model for the digital mapping of the cross-border groundwater system; WP3) Risk-based assessment of possible impacts of climate change on water supply and, based on this, derivation of proposals for adaptation measures in the management of the transboundary. Groundwater system and AP4) Development of a guideline for the implementation of the work results in water management practice. The adapted measures and the developed toolbox are implemented in cooperation with all relevant stakeholders and by training the staff of the relevant institutions. The main expected project results include: 1) Development and implementation of new technical solutions for joint investigation and monitoring of cross-border issues. groundwater system; 2) Development and implementation of new technical solutions for the common market. Exchange of information and digital mapping of cross-border activities. groundwater system; 3) Execution of scientific. studies to assess the risks of adverse impacts of changing climate conditions on water supply; 4) Joint development of strategies and action plans for adaptation to climate change and long-term security of water supply and 5) Joint implementation of workshops, trainings and information events to raise society's awareness of the topic and strengthen cooperation between the partners involved and the sustainable implementation of the project results in practice.

Description (PL):

Celem projektu jest zwiększenie odporności klimatycznej Europejskiego Miasta Görlitz-Zgorzelec poprzez planowane działania projektowe, poprawę bezpieczeństwa dostaw wody i zapewnienie zrównoważonego wykorzystania transgranicznego systemu wód podziemnych. Projekt będzie składał się z czterech zadań: 1) Utworzenie wspólnej sieci monitoringu transgranicznego systemu wód podziemnych; 2) Opracowanie scentralizowanego systemu efektywnej wymiany danych i informacji oraz wspólnego modelu komputerowego do cyfrowego odwzorowania transgranicznego systemu wód podziemnych; 3) Oparta na analizie ryzyka ocena potencjalnego wpływu zmian klimatu na zaopatrzenie w wodę i na tej podstawie wprowadzenie propozycji działań adaptacyjnych w zarządzaniu transgranicznym systemem wód podziemnych; 4) Opracowanie wytycznych do wdrażania wyników prac w ramach praktyki gospodarowania wodami. Zaadaptowane rozwiązania i opracowany zestaw narzędzi zostaną wdrożone we współpracy ze wszystkimi zainteresowanymi stronami oraz poprzez szkolenie personelu odpowiednich instytucji. Główne oczekiwane rezultaty projektu obejmują: 1) Opracowanie i wdrożenie nowych rozwiązań techn. w zakresie wspólnego badania i monitorowania transgr. systemu wód podziemnych; 2) Opracowanie i wdrożenie nowych rozwiązań technicznych w zakresie wymiany informacji i cyfrowego odwzorowania transgr. systemu wód podziemnych; 3) Przeprowadzenie badań naukowych w celu oceny ryzyka negatywnego wpływu zmieniających się warunków klimatycznych na zaopatrzenie w wodę; 4) Wspólne opracowanie strategii i planów działania na rzecz adaptacji do zmian klimatu i zabezpieczenia dostaw wody w perspektywie długoterminowej; oraz 5) Wspólna organizacja warsztatów, szkoleń i wydarzeń informacyjnych w celu podniesienia świadomości społecznej w tej kwestii, wzmocnienia współpracy między zaangażowanymi partnerami i zapewnienia trwałego wdrożenia wyników projektu w praktyce.

Ziel des Projekts ist es, durch die geplanten Maßnahmen die Klimaresilienz der Europastadt Görlitz-Zgorzelec zu erhöhen, die Sicherheit der Wasserversorgung zu verbessern u. die nachhaltige Nutzung des grenzübergreifenden Grundwassersystems zu gewährleisten. Das Projekt soll aus insgesamt vier technischen Arbeitspaketen bestehen: AP1) Aufbau eines gemeinsamen Netzwerks zur Überwachung des grenzübergreifenden Grundwassersystems; AP2) Entwicklung eines zentralen Systems zum effizienten Daten- und Informationsaustausch u. eines gemeinsamen Computermodells zur digitalen Abbildung des grenzübergreifenden Grundwassersystems; AP3) Risikobasierte Bewertung möglicher Auswirkungen des Klimawandels auf die Wasserversorgung u. darauf aufbauend Ableitung von Vorschlägen für Anpassungsmaßnahmen im Management des grenzübergr. Grundwassersystems und AP4) Entwicklung eines Leitfadens zur Umsetzung der Arbeitsergebnisse in die wasserwirtschaftliche Praxis. Die angepassten Maßnahmen u. die entwickelte Toolbox werden in Zusammenarbeit mit allen relevanten Stakeholdern u. durch Schulung des Personals der relevanten Institutionen umgesetzt. Die wichtigsten erwarteten Projektergebnisse umfassen: 1) Entwicklung u. Implementierung von neuen technischen Lösungen zur gemeinsamen Untersuchung u. Überwachung des grenzübergr. Grundwassersystems; 2) Entwicklung u. Implementierung von neuen technischen Lösungen für den gemeins. Informationsaustausch u. die digitale Abbildung des grenzübergr. Grundwassersystems; 3) Durchführung von wissenschaftl. Studien zur Bewertung der Risiken negativer Auswirkungen von veränderten Klimabedingungen auf die Wasserversorgung; 4) Gemeinsame Erarbeitung von Strategien u. Aktionsplänen zur Anpassung an den Klimawandel u. zur langfristigen Sicherung der Wasserversorgung u. 5) Gemeinsame Durchführung von Workshops, Schulungen u. Informationsveranstaltungen zur Sensibilisierung der Gesellschaft für das Thema u. der Stärkung der Zusammenarbeit zwischen den beteiligten Partnern u. der nachhaltigen Umsetzung der Projektergebnisse in die Praxis.
