Description (EN):

The EURO-NEISSE ticket (ENT), which has been in existence in the border area for 20 years, makes it easy to travel by rail and road using all regional and urban public transport means – with just one ticket. Unfortunately, there are a number of legal and administrative obstacles that hinder the use of the offer and thus the achievement of a fair share of public transport in the transport market. A major obstacle is the lack of an online sale. The current model assumes an on-site sale (paper ticket that each operator sells at a price adapted to the purchasing power of the country) and a very simple billing model (the selling operator retains the sales proceeds). The project envisages the establishment of a cross-border billing model between operators so that electronic sales can begin. From the passenger's point of view, the offer should correspond to the transport needs in the border region and the travel conditions should be broadly similar. The project will update the ticket range and standardize the conditions of carriage. A major problem is the different access to timetables. On the Polish side, there is no authority - the responsibility for providing information lies with the individual transport companies. The project envisages the development of methods for the integration and standardization of this data. A last important barrier in the project area is the current lack of electrification of the railway line on the border section Zgorzelec - Görlitz, so that the trains from Wrocław end shortly before the border and the change in Zgorzelec must take place outdoors, instead of in the station hall in Görlitz. The technical part of the problem will soon be solved and the overhead contact line will be completed. However, the project requires solving the administrative and logistical problems associated with driving on electric trains across the border.

Das seit 20 Jahren im Grenzraum bestehende EURO-NEISSE-Ticket (ENT) ermöglicht ein bequemes Reisen mit allen regionalen und städtischen ÖPNV-Mitteln auf Schiene und Straße – mit nur einem Ticket. Leider gibt es eine Reihe von rechtlichen und administrativen Hindernissen, die die Nutzung des Angebots und damit die Erreichung eines angemessenen Anteils des ÖPNV am Verkehrsmarkt behindern. Ein wesentliches Hindernis ist das Fehlen eines Online-Verkaufs. Das jetzige Modell geht von einem Vorort-Verkauf (Papierticket, das jeder Betreiber zu einem an die Kaufkraft des Landes angepassten Preis verkauft) und einem sehr einfachen Abrechnungsmodell (der verkaufende Betreiber behält den Verkaufserlös) aus. Das Projekt sieht den Aufbau eines grenzüberschreitenden Abrechnungsmodells zwischen den Betreibern vor, damit der elektronische Verkauf beginnen kann. Aus Sicht der Fahrgäste sollte das Angebot den Verkehrsbedürfnissen in der Grenzregion entsprechen und die Reisebedingungen sollten sich weitgehend ähneln. Das Projekt wird das Ticketsortiment aktualisieren und die Beförderungsbedingungen vereinheitlichen. Ein großes Problem ist der unterschiedliche Zugang zu Fahrplänen. Auf polnischer Seite gibt es keinen Aufgabenträger - die Verantwortung für die Bereitstellung von Informationen liegt bei den einzelnen Verkehrsunternehmen. Das Projekt sieht die Entwicklung von Methoden zur Integration und Standardisierung dieser Daten vor. Eine letzte wichtige Barriere im Projektgebiet ist die derzeit fehlende Elektrifizierung der Bahnstrecke auf dem Grenzabschnitt Zgorzelec - Görlitz, so dass die Züge aus Wrocław kurz vor der Grenze enden und das Umsteigen in Zgorzelec im Freien stattfinden muss, anstatt in der Bahnhofshalle in Görlitz. Der technische Teil des Problems wird bald gelöst und die Oberleitung fertig gestellt sein. Das Projekt erfordert jedoch die Lösung der administrativen und logistischen Probleme, die mit der Befahrung von elektrisch betriebenen Zügen über die Grenze verbunden sind. Funkcjonujący w obszarze granicznym od 20 lat EURO-NYSA-Ticket (ENT) umożliwia komfortowe podróżowanie całym regionalnym i miejskim transportem zbiorowym — szynowym i drogowym – na podstawie tylko jednego biletu. Niestety, występuje szereg barier prawnych i administracyjnych, które utrudniają korzystanie z oferty, a przez to uzyskanie właściwego udziału komunikacji zbiorowej w rynku przewozowym. Podstawową barierą jest brak możliwości kupna biletu w Internecie. Funkcjonujący model zakłada sprzedaż lokalną (papierowy bilet, dostępny u każdego z przewoźników, w cenie dostosowanej do siły nabywczej w danym kraju) i bardzo prosty model rozliczeń (podmiot sprzedający pozostawia sobie przychód ze sprzedaży). W ramach projektu zakłada się zbudowanie transgranicznego modelu rozliczeń między przewoźnikami, umożliwiającego rozpoczęcie sprzedaży elektronicznej. Z punktu widzenia pasażera oferta powinna odpowiadać potrzebom transportowym na pograniczu, a warunki podróży — być jak najbardziej zbliżone. W ramach projektu zakłada się aktualizację gamy dostępnych biletów oraz ujednolicenie warunków przewozu. Dużym problemem jest zróżnicowany dostęp do rozkładów jazdy. Po polskiej stronie nie funkcjonuje jeden organizator przewozów — za informację odpowiadają poszczególni przewoźnicy. W ramach projektu zakłada się wypracowanie metod scalania i standaryzacji tych danych. Ostatnią ważną barierą w obszarze projektu jest dziś brak elektryfikacji linii kolejowej na odcinku granicznym, w związku z czym pociągi z Wrocławia kończą bieg tuż przed mostem, a przesiadki muszą odbywać się pod gołym niebem w Zgorzelcu zamiast w hali dworcowej w Görlitz. Techniczna część problemu zostanie niebawem rozwiązana, sieć trakcyjna zostanie uzupełniona. W ramach projektu zakłada się natomiast rozwiązanie problemów administracyjnych i logistycznych, związanych z przejazdem pociągów elektrycznych przez granicę.
