Description (DE): Der INTERREG-Programmraum Brandenburg – Polen (Wojewodschaft Lubuskie) mit den darin befindlichen Euroregionen Spree-Neiße-Bober/Sprewa-Nysa-Bóbr und Pro Europa Viadrina sind gekennzeichnet von einer dynamisch ansteigenden Verflechtung. So lernen, wohnen und arbeiten Menschen in zunehmendem Maße im jeweiligen Nachbarland, nutzen die dortigen Dienstleistungsangebote oder besuchen Freunde und Verwandte.
Bestehende Sprachbarrieren und das Fehlen gebündelter Informations- und Beratungsangebote bilden jedoch enorme gemeinsame Herausforderungen. Daher setzt das Kooperationsprogramm INTERREG VI A Brandenburg-Polen 2021-2027 (siehe S. 21) bei seinen Handlungsempfehlungen zur grenzüberschreitenden Zusammenarbeit u.a. darauf „grenzüberschreitende Informationsflüsse durch institutionelle Strukturen“ zu unterstützen.
Die Corona-Pandemie mit ihren massiven Auswirkungen auf den kleinen Grenzverkehr hat den Bedarf an umfassenden mehrsprachigen Informationsangeboten verdeutlicht und den Handlungsdruck zur Bereitstellung von Informationen erhöht.
Es fehlt im polnisch-deutschen Grenzraum ein Angebot, das wie in anderen deutschen Grenzräumen gezielte Informationsvermittlung, Beratung und Verweisberatung durch Grenzinformationspunkte anbietet und damit Nachteile und Schäden im Zusammenhang mit grenzüberschreitenden Tätigkeiten verringert.
Hauptziel des Projekts ist die Bildung eines operativen Netzwerkes zum Aufbau und Betrieb von Grenzinformationspunkten (GIP) an der polnisch-deutschen Grenze. Die GIPs bieten zu Fragen im Zusammenhang mit grenzüberschreitenden Aktivitäten Informationen, persönliche Beratung und Verweisberatung an. Als Stellen in unterschiedlicher Trägerschaft agieren sie in einem koordinierten Netzwerk unter einem gemeinsamen Markennamen. Sie entwickeln und betreiben gemeinsam ein zentrales digitales Portal für den polnisch-deutschen Grenzraum, das Informationen zweisprachig vermittelt, Ratsuchende auf bestehende themenspezifische Beratungsangebote durch Behörden und Organisationen und die Möglichkeit einer individuellen Beratung durch die GIP hinweist. Während der Beratungen ermitteln die GIP als „Frontoffice“ Sachverhalte und Beratungsbedarfe im persönlichen Gespräch, das je nach Bedarf und Möglichkeit per Email, telefonisch oder in persönlicher Anwesenheit umgesetzt wird. Bei komplexeren Sachverhalten verweisen die GIP an themenspezifische Beratungsangebote der zuständigen Stellen („Backoffice“) weiter, wobei die GIP auf Wunsch unterstützend begleiten. Mit dieser Struktur werden die themenspezifischen Beratungsangebote zugleich gezielt eingebunden, unterstützt und entlastet. Durch das „Front und Backoffice“ System werden deutsche und polnische Netzwerkpartner aktiv involviert und die Wirksamkeit ihrer Angebote gestärkt.
Mit dem Instrument GIP werden die Projektpartner (PP) und assoziierten Partner (aP) dazu beitragen, grenzüberschreitende Tätigkeiten rechtskonform, ordentlich und fair zu ermöglichen. Durch die gebündelte Zusammenarbeit werden zusätzliche Entwicklungspotenziale für den Programmraum Brandenburg (BB) – Polen (PP) generiert. Durch den Einbezug der aP aus den benachbarten Programmräumen Mecklenburg-Vorpommern/BB – PL sowie Sachsen – Polen werden Impulse für den Aufbau von GIP in diesen Räumen gegeben.
Durch die Bündelung von Informationen in einer digitalen Plattform und der Einrichtung von zwei Grenzinfopunkten, die Beratungen zu allen Grenzthemen anbieten, wird eine positive Veränderung der bisherigen Situation erwartet, da Ratsuchende besseren Zugang zu Informationen und bestehenden Beratungsangeboten zu allen Fragen grenzüberschreitender Tätigkeiten erhalten, auf bestehende themenspezifische Beratungsangebote hingewiesen bzw. nach einer Beratung durch GIP gezielt an diese verwiesen werden.
Bestehende themenspezifische Beratungsangebote durch Institutionen werden durch GIP unterstützt und entlastet. Mit dem GIP-Angebot wird die Qualität und Effizienz der Informationen in grenzüberschreitenden Konstellationen erhöht. Verringert wird das Risiko unnötiger sozialer, finanzieller und wirtschaftlicher Kosten aufgrund uninformierter Entscheidungen. Zudem handelt es sich um einen Modellversuch, der erstmalig zum Tragen kommt und somit ein Alleinstellungsmerkmal im Programmraum Brandenburg-Polen darstellt.
Das Projekt wird auf Basis grenzüberschreitender Zusammenarbeit realisiert und trägt dazu bei, das im Kooperationsprogramm definierte gemeinsame Handlungsziel der Steigerung von Informationsflüssen von den INTERREG-Programmpartnern umzusetzen. Dazu haben sich insgesamt zehn Projektpartner (darunter fünf assoziierte Partner) erstmalig zusammengefunden.
Das Projekt soll am 01.01.2024 beginnen und am 31.12.2026 enden.
Read more Description (PL): Obszar objęty programem INTERREG Brandenburgia-Polska (Województwo Lubuskie) wraz z Euroregionami Sprewa-Nysa-Bóbr i Pro Europa Viadrina charakteryzuje się dynamicznie rosnącą liczbą wzajemnych powiązań. Ludzie coraz częściej studiują, mieszkają i pracują w danym kraju sąsiada, korzystają z oferowanych tam usług lub odwiedzają przyjaciół i krewnych.
Jednak istniejące bariery językowe i brak powiązanych usług informacyjnych i doradczych stanowią ogromne wspólne wyzwania. Z tego powodu program współpracy INTERREG VI A Brandenburgia-Polska 2021-2027 (patrz str. 21) w swoich zaleceniach dotyczących działań w zakresie współpracy transgranicznej koncentruje się między innymi na wspieraniu "transgranicznego przepływu informacji za pośrednictwem struktur instytucjonalnych".
Pandemia koronawirusa z jej ogromnym wpływem na lokalny ruch graniczny uwypukliła potrzebę kompleksowych wielojęzycznych ofert informacyjnych i zwiększyła presję na działania informacyjne.
Na polsko-niemieckim obszarze przygranicznym brakuje usług, które, podobnie jak na innych niemieckich obszarach przygranicznych, oferowałyby ukierunkowane dostarczanie informacji, doradztwo fachowe i doradztwo odsyłające do innych instytucji za pośrednictwem granicznych punktów informacyjnych, a tym samym zmniejszałyby niedogodności i szkody związane z działalnością transgraniczną.
Głównym celem projektu jest ustanowienie sieci operacyjnej w celu utworzenia i prowadzenia Granicznych Punktów Informacyjnych (GPI) na granicy polsko-niemieckiej. Graniczne Punkty Informacji oferują informacje, osobiste doradztwo i porady w kwestiach związanych z działalnością transgraniczną. Jako podmioty o różnych patronatach, działają one w skoordynowanej sieci pod wspólną marką. Wspólnie opracowują i obsługują centralny portal cyfrowy dla polsko-niemieckiego obszaru przygranicznego, który zapewnia informacje w dwóch językach, wskazuje osobom poszukującym porady istniejące usługi doradcze dostosowane do tematu oferowane przez urzędy i inne organizacje oraz możliwość uzyskania indywidualnej porady od GPI. Podczas sesji doradczych GPI działają jako "front office" w celu ustalenia faktów i potrzeb doradczych w osobistej rozmowie, która odbywa się za pośrednictwem poczty elektronicznej, telefonu lub osobiście, w zależności od potrzeb i możliwości.W przypadku bardziej złożonych kwestii, GPI kierują obywateli do usług doradztwa tematycznego oferowanych przez odpowiedzialne biura ("back office"), a GPI zapewniają wsparcie w razie potrzeby. Dzięki tej strukturze usługi doradztwa tematycznego są jednocześnie specjalnie zintegrowane, wspierane i odciążane. Dzięki systemowi "front i back office" niemieccy i polscy partnerzy sieciowi są aktywnie zaangażowani, a skuteczność ich ofert jest wzmocniona.
Dzięki instrumentowi GPI partnerzy projektu (PP) i partnerzy stowarzyszeni (PS) przyczynią się do umożliwienia działalności transgranicznej w sposób zgodny z prawem, uporządkowany i uczciwy. Połączona współpraca wygeneruje dodatkowy potencjał rozwojowy dla obszaru objętego programem Brandenburgia (BB) - Polska (PP). Dzięki włączeniu PS z sąsiednich obszarów programowych Meklemburgia-Pomorze Przednie/BB - Polska i Saksonia - Polska, powstaną impulsy do rozwoju GPI na tych obszarach.
Oczekuje się, że połączenie informacji na platformie cyfrowej i utworzenie dwóch granicznych punktów informacyjnych oferujących doradztwo we wszystkich kwestiach związanych z granicami przyniesie pozytywną zmianę w obecnej sytuacji, ponieważ osoby poszukujące porady będą miały lepszy dostęp do informacji i istniejących usług doradczych we wszystkich kwestiach związanych z działalnością transgraniczną, zostaną skierowane do istniejących tematycznych usług doradczych lub zostaną do nich specjalnie skierowane po otrzymaniu porady za pośrednictwem GPI. Istniejące usługi doradztwa tematycznego oferowane przez instytucje są wspierane i odciążane przez GPI. Oferta GPI zwiększa jakość i skuteczność informacji w konstelacjach transgranicznych. Ryzyko niepotrzebnych kosztów społecznych, finansowych i ekonomicznych wynikających z pochopnych decyzji, w przypadku braku rzetelnych informacji, jest zmniejszone. Ponadto jest to projekt pilotażowy, który jest wdrażany po raz pierwszy, a tym samym stanowi unikalny projekt w obszarze programu Brandenburgia-Polska.
Projekt jest realizowany w oparciu o współpracę transgraniczną i przyczynia się do realizacji wspólnego celu działania określonego w programie współpracy, jakim jest zwiększenie przepływu informacji od partnerów programu INTERREG. Łącznie dziesięciu partnerów projektu (w tym pięciu partnerów stowarzyszonych) spotkało się po raz pierwszy.
Rozpoczęcie projektu zaplanowano na 01.01.2024 r., a zakończenie na 31.12.2026 r.
Read more Description (EN): The INTERREG programme area Brandenburg - Poland (Wojewodschaft Lubuskie) with its Euroregions Spree-Neiße-Bober/Sprewa-Nysa-Bóbr and Pro Europa Viadrina are characterised by a dynamically increasing interconnectedness. People are increasingly studying, living and working in the respective neighbouring country, using the services offered there or visiting friends and relatives.
However, existing language barriers and the lack of bundled information and counselling services pose enormous common challenges. For this reason, the INTERREG VI A Brandenburg-Poland 2021-2027 cooperation programme (see p. 21), in its recommendations for action on cross-border cooperation, focuses, among other things, on supporting "cross-border information flows through institutional structures".
The Corona pandemic with its massive impact on local border traffic has highlighted the need for comprehensive multilingual information offers and increased the pressure to act to provide information.
There is a lack of services in the Polish-German border area which, as in other German border areas, offer targeted information provision, advice and referral counselling through border information points and thus reduce disadvantages and damage in connection with cross-border activities.
The main objective of the project is the creation of an operational network for the establishment and operation of border information points (GIPs) on the Polish-German border. The GIPs provide information, personal counselling and referral advice on issues related to cross-border activities.
As agencies with different sponsorships, they operate in a coordinated network under a common brand name. They jointly develop and operate a central digital portal for the Polish-German border region, which provides information in two languages, points advice seekers to existing topic-specific counselling services offered by authorities and organisations and the possibility of individual counselling by the GIP. During the counselling sessions, the GIPs act as a "front office" to ascertain facts and counselling needs in a personal conversation, which is carried out by email, by telephone or in person, depending on need and possibility. In the case of more complex issues, the GIPs refer the client to topic-specific counselling services offered by the competent agencies ("back office"), with the GIPs providing support if requested.
With this structure, the topic-specific counselling services are at the same time specifically integrated, supported and relieved. Through the "front and back office" system, German and Polish network partners are actively involved and the effectiveness of their offers is strengthened.
With the GIP instrument, the project partners (PP) and associated partners (aP) will contribute to enabling cross-border activities in a legally compliant, orderly and fair manner. The bundled cooperation will generate additional development potential for the programme area Brandenburg (BB) - Poland (PP). By including the aP from the neighbouring programme areas Mecklenburg-Western Pomerania/BB - PL and Saxony - Poland, impulses are given for the development of GIP in these areas.
The bundling of information in a digital platform and the establishment of two border info points offering counselling on all border issues is expected to bring about a positive change in the current situation, as those seeking advice will have better access to information and existing counselling services on all issues of cross-border activities, will be referred to existing topic-specific counselling services or will be specifically referred to them after receiving counselling through GIP. Existing topic-specific counselling services offered by institutions are supported and relieved by GIP. The GIP offer increases the quality and efficiency of information in cross-border constellations. The risk of unnecessary social, financial and economic costs due to uninformed decisions is reduced. In addition, this is a pilot project that is being implemented for the first time and thus represents a unique selling point in the Brandenburg-Poland programme area.
The project is realised on the basis of cross-border cooperation and contributes to the implementation of the common action goal defined in the cooperation programme of increasing information flows from the INTERREG programme partners. A total of ten project partners (including five associated partners) have come together for the first time.
The project is scheduled to start on 01.01.2024 and end on 31.12.
2026.
Read more Actual Achievements (DE): Im ersten Projektjahr konnten durch intensive Vorbereitung, zahlreiche Abstimmungen sowie erste Schulungen und Netzwerktreffen wesentliche Grundlagen für das GIP-Projekt geschaffen werden. In mehreren Online- und Präsenztreffen stimmten sich die Projektpartner inhaltlich und organisatorisch ab. Die Entwicklung eines gemeinsamen Organigramms, die Einrichtung von Unterarbeitsgruppen, die Planung und Vergabe von Schulungsmaßnahmen sowie die Gründung eines Beirats markieren zentrale Meilensteine. Besonders hervorzuheben ist die erfolgreiche Teilnahme am Oder-Partnerschaftstreffen in Berlin, bei dem das Projekt öffentlich vorgestellt wurde und auf großes Interesse stieß. Der im Juni organisierte Deutsch-Polnische Infotag in Guben unterstrich die Relevanz grenzüberschreitender Beratungsstrukturen für Bürgerinnen. Die begonnene Schulung der zukünftigen GIP-Mitarbeiterinnen stärkt zudem das Fundament für die künftige Netzwerkarbeit. Der partnerschaftliche Austausch – sowohl bilateral als auch im Verbund – fördert ein gemeinsames Verständnis und schafft Synergien, die zur erfolgreichen Umsetzung des Projekts beitragen.
Im Berichtszeitraum 10/2024–03/2025 haben alle vier Partner wichtige Schritte umgesetzt. Der PP1 (Euroregion SNB, DE) organisierte u. a. am 19.02.2025 den Regionalworkshop in Guben mit deutschen Institutionen und unterstützte am 17.03.2025 den Workshop in Gubin mit polnischen Institutionen. Der PP2 (Stowarzyszenie Gmin SNB, PL) beteiligte sich an Schulungen, etwa am 14.10.2024 zum deutschen Arbeitsrecht, nahm an den UAG-Sitzungen teil und wirkte aktiv bei der Studienreise nach Kleve vom 25.–27.11.2024 mit. Dort fanden vier thematische Trainings statt. Am 17.03.2025 richtete der PP2 den zweiten polnischen Regionalworkshop in Gubin aus. Der PP3 (ER Viadrina DE) übernahm die Federführung für die UAG „Internetplattform“ mit Sitzungen am 01.10., 10.12.2024 und 14.01.2025 und führte Recherchen zum Infoportal durch. Der PP4 beteiligte sich aktiv an den UAG-Sitzungen zum Netzwerk, zur Internetplattform und zu den Schulungen, er nahm an der Studienreise nach Kleve (25.–27.11.2024) sowie am Regionalworkshop in Gubin (17.03.2025) teil und entwickelte die visuelle Identität des Projekts.
Im Berichtszeitraum wurden zahlreiche Maßnahmen umgesetzt und eng mit den Aktivitäten der Projektpartner abgestimmt. Am 11.04.2025 fand ein erster gemeinsamer Online-Termin statt, in dem PP5 die weiteren Schritte der Projektumsetzung vorstellte und organisatorische Fragen geklärt wurden.
Im dritten Projektzeitraum nahmen die Partner regelmäßig an Treffen teil, um die Testphase der GIP vorzubereiten.

Der PP2 führte Beratungen im Rahmen des GIPs durch und erfüllte Informations- und Öffentlichkeitsaufgaben, darunter Veröffentlichungen auf der eigenen Website, persönliche Gespräche sowie Beiträge bei regionalen und euroregionalen Veranstaltungen.
Am 22.05.2025 fand die 1. GIP-Beiratssitzung statt. Behandelt wurden u. a. die Unterstützung durch Verwaltungen, eine neue EU-Verordnung, die Arbeitsweise des Beirats sowie Praxisbedarfe. Ein weiterer Schwerpunkt war die Teilnahme am 4. Treffen der UAG Internetplattform am 28.04.2025 in Gorzów Wlkp., bei dem technische und organisatorische Fragen zur geplanten Plattform behandelt wurden.
Zwei Sitzungen der UAG-Netzwerke bildeten einen weiteren Arbeitsbereich. Am 03.06.2025 organisierte der LP das 3. Online-Treffen und am 26.09.2025 wurde das 4. Treffen der UAG-Netzwerke durchgeführt. Dabei wurden Netzwerkaktivitäten abgestimmt und regionale Partnerkontakte vorgestellt.
Im Bereich Schulungen und Evaluation beteiligte sich der LP am 12.06.2025 am 3. Online-Treffen der UAG-Schulung und Evaluation und am 01.07.2025 an einer Schulung von PP5 in Słubice.
Von zentraler Bedeutung war der Deutsch-Polnische Infotag am 18.06.2025, der den direkten Austausch mit Bürgerinnen und Bürgern ermöglichte und die Sichtbarkeit des Projekts deutlich erhöhte. Zusätzlich wurden an dem Tag symbolisch die beiden GIP-Büros in der ER SNB festlich eröffnet. Bereits ab diesem Zeitpunkt konnte ein spürbarer Anstieg persönlicher Anfragen festgestellt werden, sowohl während als auch außerhalb der offiziellen Öffnungszeiten des GIP-Büros.
Die Eröffnung des GIP-Büros bei PP4 erfolgte Ende Juli 2025, bei PP3 im September 2025. Damit hat die Testphase vor dem Ende des 3. Berichtszeitraumes bei allen Partnern (PP1 bis PP4) begonnen.
Ergänzend fanden am 13.06.2025 in Gorzów Wlkp. und am 19.06.2025 in Frankfurt (Oder) 2 regionale Workshops statt. Dadurch wurde das Teilprodukt D.1.2.1 erreicht.
Am 25.06.2025 nahm der LP online an der Buchvorstellung „Grenzüberschreitende Daseinsvorsorge“ und Vorstellung des GIP-Projektes durch Herrn Norbert Cyrus teil.
Weitere bilaterale Treffen erfolgten am 07.07.2025 mit Peter Hansen und am 04.08.2025 mit Dr. Eric Hielscher, um Netzwerke zu vertiefen und Herausforderungen zu besprechen. Am 25.09.2025 war der LP beim Jubiläum des Welcome Centers in Cottbus vertreten, um GIP-Strukturen vorzustellen und Schnittstellen mit bestehenden Beratungsangeboten zu beleuchten.
Read more Actual Achievements (PL): W pierwszym roku realizacji projektu GPI udało się stworzyć solidne podstawy poprzez intensywne przygotowania, liczne konsultacje i pierwsze szkolenia. W ramach spotkań online i bezpośrednich partnerzy projektu uzgodnili kluczowe elementy organizacyjne i tematyczne. Do najważniejszych osiągnięć należą: opracowanie organigramu projektu, powołanie podgrup roboczych, zaplanowanie i zlecenie szkoleń oraz utworzenie rady doradczej. Ważnym momentem była prezentacja projektu podczas Szczytu Partnerstwa Odra w Berlinie, która spotkała się z dużym zainteresowaniem. Zorganizowany w czerwcu Polsko-Niemiecki Dzień Informacyjny w Gubinie podkreślił znaczenie struktur doradczych dla mieszkańców regionu przygranicznego. Rozpoczęte szkolenia przyszłych pracowników GPI wzmacniają fundament dla dalszej pracy sieciowej. Współpraca partnerska – zarówno dwustronna, jak i w ramach całego konsorcjum – sprzyja wspólnemu zrozumieniu celów projektu i tworzy synergie, które wspierają jego skuteczną realizację.
W okresie sprawozdawczym 10/2024–03/2025 wszyscy czterej partnerzy zrealizowali istotne działania. PP1 (Euroregion SNB, DE) zorganizował m.in. 19.02.2025 regionalny warsztat w Guben z udziałem niemieckich instytucji oraz wsparł 17.03.2025 warsztat w Gubinie z udziałem instytucji polskich. PP2 (Stowarzyszenie Gmin SNB, PL) uczestniczył w szkoleniach, m.in. 14.10.2024 dotyczącym niemieckiego prawa pracy, brał udział w posiedzeniach PGR oraz aktywnie uczestniczył w wizycie studyjnej w Kleve w dniach 25–27.11.2024, podczas której odbyły się cztery tematyczne szkolenia. 17.03.2025 PP2 zorganizował drugi polski warsztat regionalny w Gubinie. PP3 (ER Viadrina, DE) objął przewodnictwo w PGR „Platforma internetowa”, której posiedzenia odbyły się 01.10., 10.12.2024 oraz 14.01.2025, a także prowadził badania i analizy dotyczące portalu informacyjnego. PP4 aktywnie uczestniczył w posiedzeniach PGR dotyczących sieci, platformy internetowej i szkoleń, wziął udział w wizycie studyjnej w Kleve (25–27.11.2024) oraz w warsztacie regionalnym w Gubinie (17.03.2025), a ponadto opracował wizualną identyfikację projektu.
W okresie sprawozdawczym wdrożono liczne działania, które były ściśle koordynowane z aktywnościami partnerów projektu. W dniu 11.04.2025 r. odbyło się pierwsze wspólne spotkanie online, podczas którego PP5 przedstawił kolejne etapy realizacji projektu oraz omówiono kwestie organizacyjne.
W trzecim okresie realizacji projektu partnerzy regularnie uczestniczyli w spotkaniach mających na celu przygotowanie fazy testowej GPI. Zrealizowano m.in. następujące działania:

PP2 realizował doradztwo w ramach GPI oraz działania informacyjne i promocyjne, obejmujące publikacje na własnej stronie internetowej, konsultacje indywidualne oraz udział w wydarzeniach regionalnych i euroregionalnych.
Pierwsze posiedzenie Rady Doradczej GPI odbyło się w dniu 22.05.2025 r. Omówiono m.in. wsparcie ze strony administracji publicznej, nowe rozporządzenie UE, zasady funkcjonowania Rady Doradczej oraz potrzeby praktyczne. Istotnym elementem była również współpraca w ramach PGR Platforma internetowa, w szczególności udział w 4. spotkaniu tej grupy w dniu 28.04.2025 r. w Gorzowie Wlkp., podczas którego omawiano kwestie techniczne i organizacyjne związane z planowaną platformą.
Kolejnym obszarem prac były spotkania PGR Sieci. W dniu 03.06.2025 r. PW zorganizował 3. spotkanie online, natomiast 26.09.2025 r. odbyło się 4. spotkanie tej grupy roboczej. Podczas spotkań uzgadniano działania sieciowe oraz prezentowano regionalne kontakty partnerskie.
W obszarze szkoleń i ewaluacji PW uczestniczył w dniu 12.06.2025 r. w 3. spotkaniu PGR Szkolenia i ewaluacja oraz w dniu 01.07.2025 r. w szkoleniu prowadzonym przez PP5 w Słubicach.
Kluczowym wydarzeniem był Polsko-Niemiecki Dzień Informacyjny w dniu 18.06.2025 r., który umożliwił bezpośredni kontakt z mieszkankami i mieszkańcami oraz znacząco zwiększył rozpoznawalność projektu. Tego dnia odbyło się również uroczyste, symboliczne otwarcie dwóch biur GPI w Euroregionie SNB. Od tego momentu odnotowano wyraźny wzrost liczby zapytań osobistych, zarówno w godzinach pracy biur, jak i poza nimi.
Biuro GPI u PP4 zostało otwarte pod koniec lipca 2025 r., natomiast u PP3 we wrześniu 2025 r. Tym samym faza testowa GPI rozpoczęła się u wszystkich partnerów (PP1–PP4) przed zakończeniem trzeciego okresu sprawozdawczego.
Uzupełniająco w dniu 13.06.2025 r. w Gorzowie Wlkp. oraz 19.06.2025 r. we Frankfurcie nad Odrą zorganizowano dwa warsztaty regionalne, dzięki czemu osiągnięto produkt pośredni D.1.2.1.
W dniu 25.06.2025 r. PW uczestniczył online w prezentacji książki „Transgraniczna realizacja usług użyteczności publicznej” oraz w prezentacji projektu GPI prowadzonej przez Norberta Cyrusa.
Dodatkowo odbyły się spotkania bilateralne: w dniu 07.07.2025 r. z Peterem Hansenem oraz w dniu 04.08.2025 r. z dr. Ericiem Hielscherem, których celem było pogłębienie współpracy sieciowej oraz omówienie bieżących wyzwań. W dniu 25.09.2025 r. PW uczestniczył w jubileuszu Welcome Center w Cottbus, prezentując struktury GPI oraz analizując możliwości współpracy z istniejącymi ofertami doradczymi.
Read more Actual Achievements (EN): In its first year, the GIP project has laid a solid foundation through intensive preparation, coordination, and initial trainings. Multiple online and in-person meetings enabled the project partners to align on key organizational and thematic elements. Key milestones include the development of a project organigram, the establishment of sub-working groups, planning and awarding of training measures, and the formation of an advisory board. A major highlight was the project’s presentation at the Oder Partnership Summit in Berlin, which attracted public interest and visibility. The German-Polish Info Day in Guben demonstrated the importance of cross-border advisory structures for citizens. The training of future GIP staff has begun and will enhance networking capabilities. The collaborative spirit between all partners – both bilaterally and as a consortium – has fostered mutual understanding and created valuable synergies for successful project implementation.
During the reporting period 10/2024–03/2025, all four partners implemented important steps. PP1 (Euroregion SNB, DE) organized, among others, the regional workshop in Guben with German institutions on 19.02.2025 and the workshop in Gubin with Polish partners on 17.03.2025. PP2 (Stowarzyszenie Gmin SNB, PL) took part in trainings, such as the session on German labor law on 14.10.2024, participated in UAG meetings, and was actively involved in the study visit to Kleve from 25–27.11.2024, which included four thematic trainings. On 17.03.2025, PP2 co-organized the second Polish regional workshop in Gubin. PP3 (ER Viadrina, DE) assumed the lead for the UAG “Internet Platform,” holding meetings on 01.10., 10.12.2024 and 14.01.2025, and carried out research for the info portal. PP4 (Stow. Viadrina, PL) actively contributed to UAG meetings on networking, the internet platform and trainings, took part in the study visit to Kleve (25–27.11.2024) as well as in the regional workshop in Gubin (17.03.2025), and developed the project’s visual identity.
During the reporting period, numerous measures were implemented and closely coordinated with the activities of the project partners. On 11 April 2025, a first joint online meeting took place in which PP5 presented the next steps of project implementation and organizational issues were clarified.
In the third project period, the partners regularly participated in meetings to prepare the GIP test phase.

PP2 carried out consultations within the framework of the GIP and fulfilled information and public relations tasks, including publications on its own website, personal consultations, and contributions at regional and euroregional events.
The first meeting of the GIP Advisory Board took place on 22 May 2025. Topics discussed included support from public administrations, a new EU regulation, the working methods of the Advisory Board, and practical needs. Another key focus was participation in the 4th meeting of the Internet Platform Working Group on 28 April 2025 in Gorzów Wlkp., where technical and organizational issues related to the planned platform were addressed.
Two meetings of the Networks Working Group formed another core area of work. On 3 June 2025, the LP organized the 3rd online meeting, and on 26 September 2025, the 4th meeting of the Networks Working Group was held. Network activities were coordinated and regional partner contacts were presented.
In the area of training and evaluation, the LP participated in the 3rd online meeting of the Training and Evaluation Working Group on 12 June 2025 and in a training session led by PP5 in Słubice on 1 July 2025.
Of central importance was the Polish-German Information Day on 18 June 2025, which enabled direct exchange with citizens and significantly increased the visibility of the project. In addition, the two GIP offices in the Euroregion SNB were ceremonially opened on this day. From that point onward, a noticeable increase in personal inquiries was observed, both during and outside the official opening hours of the GIP offices.
The GIP office at PP4 was opened at the end of July 2025, and at PP3 in September 2025. Thus, the test phase had begun at all partners (PP1 to PP4) before the end of the third reporting period.
In addition, two regional workshops were held on 13 June 2025 in Gorzów Wlkp. and on 19 June 2025 in Frankfurt (Oder). As a result, sub-output D.1.2.1 was achieved.
On 25 June 2025, the LP participated online in the book presentation “Cross-Border Public Services of General Interest” and in the presentation of the GIP project by Mr. Norbert Cyrus.
Further bilateral meetings took place on 7 July 2025 with Peter Hansen and on 4 August 2025 with Dr. Eric Hielscher to deepen networks and discuss challenges. On 25 September 2025, the LP attended the anniversary of the Welcome Center in Cottbus to present GIP structures and to explore interfaces with existing advisory services.
