Description (EN):

The energy transition is being driven by renewable electricity, with wind and solar at the forefront. However, their further expansion faces system limitations, making complementary energy sources essential for the next phase. Tidal and river (hydrokinetic) energy, unaffected by the weather conditions, are ideally suited for this role. These technologies are reaching commercial maturity, and countries like Canada and the UK are already creating favourable market conditions for integration into their energy systems. Despite its world class potential, Northwest Europe (NWE) has yet to fully tap into this opportunity. Investments are needed to unlock this potential, both in resource development and in overcoming political, economic, and regulatory challenges. The objective of SHINES is to enable this wide uptake in the region by replicating and scaling up tidal and river energy Solutions whose readiness and value have been successfully demonstrated in the past. To achieve this, the project will deliver: - 3 innovative tidal and river energy Solutions: jointly developed Pilot Actions (x3) will implement the demonstrations of tidal and river technologies in pre-permitted locations in FR and NL, where technical and environmental performance will be confirmed. Applications of power system integration and corresponding business cases will be validated in order to allow the replicability and scalability of the Solutions across NWE by local authorities and/or energy companies/cooperatives. - 1 comprehensive Strategy to unlock tidal and river energy potential in NWE: the Strategy will focus on 16 high-potential areas, resulting in an Atlas of resources and outlining steps to overcome barriers. This will lead to an Action Plan (AP) implemented at the 10 most promising sites across FR, IE, DE, NL and CH. The AP will look at replicating or scaling up the Solutions in each site and will provide site assessments, feasibility studies, project sizing, and integration into local energy systems, alongside supply chain plans for local industries. - Engaging 100 organizations in the development of tidal and river energy: SHINES will establish Communities of Practice (CoPs) around the +10 sites, bringing together stakeholders such as local businesses, local authorities, environmental groups, and sea/river users. The role of these CoPs will be to foster local acceptance and project co-construction. The diverse composition of the partnership, its extensive coverage of the NWE area, and the balance between public and private partners demonstrate the complementary expertise within the sector, setting the stage for high-quality transnational cooperation.

Actual Achievements (EN):

1 - Preliminary work – Project set up Preparatory work has started right after the project was awarded on December 11, 2024. This work has begun by fulfilling the technical requirements included in the project approval letter. OPEN-C has liaised between the Project Officer and the Partners to make sure the criteria were understood, agreed and met. The completion has led to the signature of the Subsidy Contract between OPEN-C and JS. A dedicated project bank account has been opened and used to receive preparation costs and transfer them to the partners in accordance with the Partnership Agreement. A Project SharePoint has been set up with access to partners and project documentation properly stored. Project partners have actively participated in the 3 seminars organized by the Interreg programme: Approved project seminar (Lille, March 10-11), Communication webinar (online, April 8), Reporting webinar (April 29). Project partners have set up their own internal project organisation: internal project charters, introduction of the project at executive, management, operational, tasks assignments, Jems set-up, etc. 2- Project implementation -1 in-person Kick-Off Meeting has been organised (Lille, March 11). It has brought together all project partners (mostly attended in person and a few remotely) and was a good opportunity for each partner to meet after 14 online meetings organized at project development stage. Each partner gave a presentation of its organization and role in the project. Each WP lead reminded the objectives and deliverables of their respective WP. The LP covered management and communication topics, this later with the support of the project coms manager. - 4 online Consortium meetings were organized (Feb 5, Feb 24, May 12, June 23) - 2 WP Leaders meetings were organised (April 11, June 12). - 2 WP2 meetings were organised under the leadership of BAW (May 6, June 19) While the meetings prior to the KoM and the official project launch were mostly dedicated to administrative and preparatory work, the other meetings have addressed management and communication considerations as well as updates on the WP progress and deliverables tracker. 3- Communication The communication tools have been set up: logo, PPT templates, Project website, Partners’ webpage, Poster. A press release was issued on March 12, resulting in the publication of 25 press articles. 5 social media posts have been released during the period. The joint Communication strategy has been prepared and is delivered in this report (as part of WP3). Project Partners have attended SEANERGY event in Paris, France (June 17&18), an international event on marine renewable energies. The project has been promoted through a pitch delivered by LP1 OPEN-C, PP3 SQ and PP4 INY. Project partners have printed and displayed the project posters, and the partners websites have been updated with the project boiler plate. Project website is now up and running and will be fed in on a regular basis. 4- Deliverables The following deliverables are issues for this period: D.1.1.2 Ameland Test Site Report (Environmental & technical feature) D.3.3.1 Joint Communication Strategy 5- Financial Claims LP1, PP2, PP3, PP4 and PP12 are submitting a financial claim. The other partners have reported offline separately to the Lead Partner. They will claim expenses at Period 2.

Interreg North-West Europe - REsiRiver : Resilient River Project (ResiRiver) is focusing on the creation of resilient river systems through mainstreaming and upscaling of Nature-based Solutions (NbS). ResiRiver proposes multiple benefits that NbS can deliver to society, such as recreation, shipping, biodiversity, in addition to flood and drought prevention, and the potential for river energy projects could similarly be enhanced by the widespread uptake of these measures. (EN) | The Action Plans developed in SHINES (WP2) will consider the recommendations of ResiRiver to ensure that any follow-on river energy projects proposed can be developed in a way that will support efforts improve conservation and sustainable development of waterways in the region. Both projects will address a similar network of stakeholders, allowing for collaboration in engagement and outreach activities, while collaboration through data-sharing will also be possible. (EN), Interreg Sudoe - Ecclipse: The aim of Ecclipse project (2019-2023) was to evaluate the impact of climate change on the activities of ports located in South West Europe. The case studies are the port of Valencia, Aveiro and Bordeaux representative of different port configurations. First the main relevant variables (wind, air temperature, humidity, salinity) in regard to the port operation were selected Then the evolutions of the relevant variable up to 2100 were analysed and a risk analysis were performed. For the port of Bordeaux located in the tidal Garonne River, the influences of the maritime (mean sea level rise, storm surges) and river (flowrate) forcings were analysed on the evolution of the velocities, salinity and water levels. A reduction of the flowrate during the summer-spring period can be expected with an increase of the saline intrusion. The impact on the flow pattern appears limited. (EN) | The proposed methodology could serve to feed SHINES (WP2) to evaluate the evolution of the resource in a defined horizon (2050- 2100). (EN), Interreg France Channel England - TIGER Tidal stream industry energizer: TIGER has developed cross-border partnerships between organizations in the UK and France, working on technology development, supply chain optimisation, and costs reduction in tidal energy deployment. These efforts are crucial in demonstrating the viability of tidal energy as a significant contributor to the EU's renewable energy mix. (EN) | SHINES will build on the findings of TIGER and expand it to the NWE with further investigation: TIGER has established an extensive library that SHINES should utilize for site assessments (WP2) and incorporate into the SHINES Resource Centre (WP2). The successful meet-the-buyer events organized by TIGER will be continued under SHINES (WP3). TIGER has supported the testing and operation of tidal devices in real-sea conditions at OPEN-C test sites (Paimpol-Brehat). This knowledge and experience will be crucial to for the success of SHINES deployments (WP1). Besides, SHINES will also expand the beneficiaries as the selected technologies in SHINES have not benefitted from TIGER project grants. (EN), Interreg North-West Europe - FORESEA: FORESEA project has enabled to advance many ocean energy technologies, including the SeaQurrent TidalKite technology, by offering prototype testing opportunities in real-sea-conditions. (EN) | Deploying and retrieving marine energy devices safely is complex, particularly under adverse weather conditions, which complicates sea operations and imposes stringent requirements on handling equipment. Frequent (re-)deployments are necessary to resolve technical challenges and ensure device functionality. This knowledge will be important for it will comes to the devices deployments and operations (WP1).
Additionally, significant effort has been dedicated to securing political support for ocean energy, with the FORESEA project playing a key role in building confidence and demonstrating the sector's progress. SHINES will build on this foundation, taking the next step forward in advancing the field (WP3).
(EN), Interreg Europe EVOLVE: EVOLVE analysed the grid system benefits of wave and tidal energy, such as balancing wind and solar power when renewables make up a large share of the grid, with a focus on the UK, Ireland, and Portugal.
EVOLVE also had a strong policy impact, contributing to the case for the tidal energy ringfence in the UK’s Contracts for Difference, which has resulted in multiple auction rounds for tidal energy projects, with over 100MW of capacity awarded to date.
(EN) | This is relevant to SHINES, as the project will build on EVOLVE's findings to demonstrate the value of predictable tidal energy in the NWE region (WP1, WP2).
SHINES also aims to contribute to the adoption of tidal and rive energy systems in NWE following other initiaives taken in Europe. (EN), Interreg North-West Europe - AFLOWT: AFLOWT has supported the development of test sites for demonstrating floating wind technologies. (EN) |
SHINES will incorporate feedback from the AFLOWT project. SHINES will implement the Pilot Actions on pre-consented test sites in order to mitigate the risks associated with the necessary delay to get permits to operate a river or marine energy site. (EN), The EUSPA project BLUE-X, launched in end of 2023, is an innovative Copernicus-based solution for optimising and accelerating decision making for blue renewable energy projects in all phases, from planning to construction, operation and commissioning. The heart of this solution is a cloud-based IT network of relevant Earth observation and MetOcean data streams that are combined in decision support tools for each phase. As a result, the planning and construction phase can be significantly optimised, thereby reducing costs, and required time to full operation. Inyanga Tech is involved in this project with 2 roles: specialist of marine operations with specific needs for the installation and decommissioning phases, and end-user with the HydroWing technology. (EN) | SHINES will be able to use the tool developed by the Blue-X project to feed the tidal energy potential and the pre-feasibility site studies (A.2.1 and A.2.2). (EN), The Interreg 2 Seas ENCORE project kicked off in early 2020 and its goal was to advance four offshore renewable energy solutions in terms of technological innovations and commercial uptake. The project was closed on the 30th March 2023. For the first time, international standards developed under the International Electro-technical Committee (IEC) have been applied in a structured way to reduce risks and validate the performance of four pilot projects. In parallel, the companies developing the innovations prepared for capital raising. All learnings from the project were captured to create a route-to-market strategy and to create online learning courses targeted at young professionals entering the sector. (EN) | SHINES will be able to capitalize on the outputs of the ENCORE project. The technology developers will benefit from the major work done on the standardization done with the IEC. SHINES will also be able to use the route to market strategy developed by ENCORE for the market analysis (A.2.3) and strategic planning, policy support and regulatory framework (A.3.3). For Inyanga, who was involved in the ENCORE project, SHINES is a very logical continuation as it will help accelerating the development of the technology and help opening the market. (EN)
