Description (EN): Project SPF culture and tourism 2021-2027 will be submitted in accordance with the Call by August 15, 2023 and will be fully implemented since
1. September 2023 and finnish by December 31
2028. SPF supports implementation of key Goals set up in the Interreg Program Austria - Czech Republic 2021 -
2027. The main goal will be implementation of measures in the field of culture and tourism in the form of small projects. This is for the first time in history of the SPF that the activities for cultura and tourism will be specifically implemented. The projects will directed to increasing quality of life for local people as well as all relevant target groups in the border area.
Our goal is and will be upgrade of potencial for culture and tourism within the economic and social development in the border area. In the past the SPF became the phenomena, highly appreciated in the region and represented unique instrument for long-lasting cooperation development. The Administrator intends by its activities focussed to upgrade of cultural events ( in all aspects, for example in music, literature, museum activities etc.) as well as supports trends in smart development of tourism, that is specific for the Austrian- Czech border (the common history, ecological development of winery and wine production, preservation of quality in pedestrian, water and cyclo tourism). The Project will focus on creating conditions for attracting more and more new subjects, that can be included into the implementation of cross-border activities. Small projects will be focussed on being usefull for main target groups, as well as having positive for citizens living on cross - border area. In this regard the Administrator will use all actual media and social networks as well as traditional seminars and workshops for the Apllicants to inform on cross-border cooperation. The Administrator plans also the publication covering interesting projects and know-how about good practice during the second half of the implementation period of the Project. The specialised Fond on culture and tourism will assist in fullfilling the goals in tourism (through traditional forms as well as by innovation in using modern technologies) and in culture (via its living format and in its traditional forms). Use of small investments, primarily in the field of tourism, but also in cultural projects will be a new element in the Fond. The development of cross border region has to reflect the interests of both applicants (those from Austria and Czech Republic) and therefore it is inevitable to balance the contribution/involvements from both sides. Innovation of the Fund will be a specific on-line administrative system in which the individual applications will be submitted and implemented by the Administrator. Another innovation is so called simplified reporting of expences through SCO and Draft budget. At the final evaluation the Administrator will check project milestones instead of individual invoices.

2028. Der KPF unterstützt die Erfüllung der festgelegten Kernziele laut dem Programmdokument Interreg Österreich-Tschechien 2021-
2027. Das Hauptziel ist die Umsetzung von Maßnahmen im Bereich Kultur und Tourismus im Kleinprojekt-Format. Es ist das erste Mal, dass Aktivitäten für Tourismus und Kultur gezielt im Rahmen eines eigenen KPF umgesetzt werden. Diese Projekte sollen auf die Verbesserung der Lebensqualität der Bevölkerung und sämtlicher relevanten Zielgruppen auf dem grenznahen Gebiet ausgerichtet werden.
Das gegenwärtige und künftige Ziel ist es, die Potenziale von Kultur und Tourismus für die wirtschaftliche und soziale Entwicklung der grenznahen Gebiete besser zu nutzen. Der KPF hat sich in der vergangenen Zeit zu einem Phänomen mit hoher Resonanz in der Region entwickelt und stellt ein einzigartiges Instrument für die langfristige Entwicklung der Zusammenarbeit dar. Der Verwalter des KPF beabsichtigt, die Aktivitäten des Fonds auf die Verbesserung der Bedingungen für kulturelle Aktivitäten (in allen Aspekten, z. B. Musik, Literatur, Museumswesen usw.) zu fokussieren und den Entwicklungstrend zum Smart-Tourismus, spezifisch für die tschechisch-österreichische Grenzregion (gemeinsame Geschichte, Entwicklung des Weinbaus und der Kellerwirtschaft, Erhaltung von Traditionen im Bereich Wander-, Wasser- und Fahrradtourismus) zu unterstützen. Ein Projektziel ist auch die Schaffung von Bedingungen für die Einbindung möglichst vieler neuer Einrichtungen, die sich an der Umsetzung der grenzüberschreitenden Aktivitäten beteiligen würden. Die Projekte werden so ausgerichtet, dass sie nicht nur für die Hauptzielgruppen, sondern auch für die Bevölkerung beiderseits der Grenze von Nutzen sein werden. Über die Möglichkeiten der Umsetzung der grenzüberschreitenden Zusammenarbeit wird die Öffentlichkeit durch Medien und soziale Netzwerke informiert. Darüber hinaus werden Informationsseminare für Antragsteller organisiert, und der Verwalter beabsichtigt außerdem, Informationen über interessante Projekte und Good-Practice-Erfahrungen während der zweiten Hälfte der KPF-Verwaltungsperiode zu veröffentlichen. Dieser Spezialfonds für Kultur und Tourismus will zur Verwirklichung dieser Ziele sowohl im Tourismus (in dessen traditionellen Form als auch in einem innovativen Format unter Verwendung moderner Technologien) als auch in der Kultur (in ihrem lebendigen Format und in klassisch-konservativen Formen) beitragen. Ein Novum in diesem Fonds ist die Möglichkeit, kleinere Investitionen insbesondere im Bereich Tourismus, aber auch für Projekte im Kulturbereich zu nutzen. Die Entwicklung der grenzüberschreitenden Regionen muss die Interessen der Antragsteller beiderseits der Grenze widerspiegeln, weshalb eine ausgewogene Einbindung österreichischer und tschechischer Antragsteller erforderlich ist. Eine Innovation in diesem Fonds ist auch ein spezifisches Online-Verwaltungssystem, in dem Anträge von Antragstellern eingereicht, registriert und von dem Verwalter verwaltet werden. Eine weitere Innovation sind auch die vereinfachten Kostenoptionen (VKO) in Form von Pauschalsätzen und dem sogenannten Budgetentwurf (Draft Budget). Bei der abschließenden Bewertung prüft der Verwalter keine einzelnen Rechnungen, sondern die Erfüllung der jeweiligen Projektmeilensteine.

2028. FMP podporuje naplnění klíčových cílů stanovených v programovém dokumentu Interreg Rakousko-Česko 2021-
2027. Hlavním cílem bude realizace opatření v oblasti kultury a cestovního ruchu pro formát malých projektů. Je to poprvé, co v rámci samostatného FMP, budou specificky realizované aktivity pro turistiku a kulturu. Projekty budou směřovat k zlepšování kvality života obyvatelů a všech relevantních cílových skupin v pohraničí.
Cílem je a bude zlepšit využití potenciálu kultury a cestovního ruchu pro hospodářský a sociální rozvoj česko-rakouského pohraničí. FMP se za uplynulé období stal fenoménem, který má vysokou odezvu v regionu a představuje unikátní instrument pro dlouhodobý rozvoj spolupráce. Správce FMP hodlá zaměřit aktivity fondu na vylepšení podmínek kulturních aktivit (ve všech aspektech, např. hudba, literatura, muzejnictví apod.) a podpořit trend na chytrý rozvoj cestovního ruchu, specifický pro česko-rakouskou hranici (společná historie, rozvíjení vinařství a vinohradnictví, zachování tradic v oblasti pěší, vodní a cyklo turistiky). Cílem projektu bude i vytvoření podmínek pro zapojení co největšího počtu nových subjektů, které se budou podílet do realizace přeshraničních aktivit. Projekty budou orientovány tak, aby byly přínosné nejen pro hlavní cílové skupiny, ale aby z nich profitovalo obyvatelstvo na obou stranách hranice. O možnostech realizace přeshraniční spolupráce bude veřejnost informované prostřednictvím sdělovacích prostředků a sociální sítě. Taktéž budou zorganizovány informační semináře pro žadatele a taktéž administrátor hodlá publikovat informace o zajímavých projektech a zkušenosti dobré praxe v průběhu druhé poloviny fungování fondu. Specializovaný fond pro kulturu a cestovní ruch přispěje k naplnění těchto cílů, jak v cestovním ruchu (v tradičním provedení, jakož i v inovativním formátu využívajícím moderní technologie) tak v kultuře ( v jejím živém formátu i v klasických konzervativních formách). Novinkou v tomto fondu bude možnost využití menších investic, zejména v oblasti cestovního ruchu, ale i u projektů v kultuře. Rozvoj přeshraniční oblasti musí reflektovat zájmy žadatelů z obou stran hranice a proto je nutné vyvážené zapojení rakouských i českých žadatelů. Inovací tohoto Fondu je i specifický administrativní online systém, ve kterém budou jednotlivé žádosti podány žadateli, evidovány a administrovány Správcem. Novinkou je i zjednodušené vykazování nákladů formou paušálních jednotkových sazeb a tzv. Návrhu rozpočtu (Draft budget). Při závěrečném hodnocení bude Správce kontrolovat naplnění milníků projektu a nikoliv jednotlivé faktury.
Read more Actual Achievements (EN): As part of the implementation of the SPF (Small Projects Fund) in the area of culture and tourism, administrative, communication, and control processes were established and set up during the monitoring period to ensure the effective use of funds designated for supporting small projects. Activities were coordinated between the SPF Administrator and regional partners, the National Authority, and the Managing Authority, including providing updated information to applicants on the website.
In 2024, a continuous call for project applications was announced, with two planned deadlines for submissions. Seminars and consultations were held for applicants in individual regions, along with a joint webinar for all, where the rules and procedures for submitting SPF project applications were explained.
During the first deadline, 11 project applications were submitted to the SPF electronic system in the area of culture and tourism. Out of these, 3 were rejected during the formal requirements and eligibility check, while 4 did not pass the quality and cross-border impact evaluation and were recommended for revision/resubmition.
The evaluation process was conducted in accordance with the SPF methodology and the SPF rules of procedure, aiming to ensure project quality and cross-border impact.
The Small Project Fund – Culture and Tourism supports the fulfilment of key objectives set out in the Interreg Austria–Czech Republic 2021–2027 programme document. The main goal is the implementation of measures in the fields of culture and tourism for small-scale projects. The implementation of these small projects contributes to better use of the potential of culture and tourism for the economic and social development of the Austrian-Czech border region, as well as to improve the quality of life for its inhabitants and relevant target groups.
During the monitored reporting period, administrative, communication, and control processes were ensured within the project implementation to enable the effective use of financial resources allocated to support small projects in culture and tourism.
Coordination activities were carried out between the SPF Administrator and regional partners, the National Authority, and the Managing Authority. This included providing updated information for applicants via the websites of the administrator and regional partners, as well as updating programme documents.
Seminars were organised for applicants, where the rules and procedures for submitting project applications were explained. Consultations on project concepts and applications were also provided.
The evaluation of project applications submitted online via the SPF electronic system was conducted in accordance with the SPF methodology and the Rules of Procedure of the Austria–Czech Republic Regional Monitoring Committee, in order to ensure quality and cross-border impact of the projects.
In cooperation with regional partners, the Administrator also ensured the signing of Agreements for financing small projects with the applicants.
Throughout the implementation of small projects, the Administrator and regional partners monitored their progress, including compliance with publicity rules.
The Administrator was also responsible for the overall project reporting to the relevant programme-level authorities.
Read more Actual Achievements (DE): Im Rahmen der Umsetzung des KPF für den Bereich Kultur und Tourismus wurden während der Berichtsperiode Verwaltungs-, Kommunikations- und Kontrollprozesse für einen effektiven Einsatz der zur Förderung der Kleinprojekte vorgesehenen Finanzmittel getätigt und eingestellt. Es wurde die Tätigkeit des KPF-Verwalters der regionalen Partner sowie NB und VB koordiniert, einschließlich der Bereitstellung von aktualisierten Informationen für Antragsteller auf den Websites. Ab 2024 läuft eine kontinuierliche Aufforderung zur Antragsstellung mit zwei geplanten aktuellen Einreichfristen für die Projektanträge. Für Antragsteller wurden Seminare und Beratungen in den Regionen und dann ein gemeinsames Webinar für alle veranstaltet, wobei die Regeln und Verfahren für die Einreichung von Projektanträgen zum KPF erläutert wurden. In der ersten Einreichfrist wurden 11 Projektanträge aus dem Bereich Kultur und Tourismus im elektronischen KPF-System eingereicht, von denen 3 bei der Prüfung der formalen Erfordernisse und der Zulässigkeit ausgeschlossen wurden und 4 die Bewertung der Qualität und der grenzüberschreitenden Auswirkungen des Projekts nicht bestanden und zur Überarbeitung empfohlen wurden. Der Evaluierungsprozess wurde gemäß der KPF-Methodik und der KPF-Geschäftsordnung durchgeführt, mit dem Ziel, die Qualität und grenzüberschreitende Wirkung der Projekte sicherzustellen.
Das Projekt "Fonds für Kleinprojekte – Kultur und Tourismus" trägt zur Erfüllung der zentralen Ziele des Programmdokuments Interreg Österreich–Tschechien 2021–2027 bei.
Das Hauptziel besteht in der Umsetzung von Maßnahmen im Bereich Kultur und Tourismus im Rahmen von Kleinprojekten.
Die Umsetzung dieser Projekte trägt zur besseren Nutzung des Potenzials von Kultur und Tourismus für die wirtschaftliche und soziale Entwicklung des österreichisch-tschechischen Grenzraums sowie zur Verbesserung der Lebensqualität der Bewohnerinnen und Bewohner und relevanter Zielgruppen in der Grenzregion bei.
Im beobachteten Berichtszeitraum wurden im Rahmen der Projektumsetzung administrative, kommunikative und Kontrollprozesse zur effektiven Nutzung der für die Unterstützung von Kleinprojekten im Bereich Kultur und Tourismus vorgesehenen Finanzmittel sichergestellt.
Die Zusammenarbeit zwischen dem FKP-Verwalter und den regionalen Partnern, der Nationalen Behörde und der Verwaltungsbehörde wurde koordiniert. Dies umfasste auch die Bereitstellung aktueller Informationen für Antragsteller auf den Websites des Verwalters und der regionalen Partner sowie die Aktualisierung der Programmdokumente.
Für Antragsteller wurden Seminare organisiert, in denen die Regeln und Verfahren für die Einreichung von Projektanträgen erläutert wurden. Den Antragstellern wurden zudem Beratungen zu Projektideen und Anträgen angeboten.
Die Bewertung der online über das elektronische System eingereichten Projektanträge erfolgte gemäß der FKP-Methodik und der Geschäftsordnung des Regionalen Lenkungsausschuss Österreich–Tschechien, mit dem Ziel der Sicherstellung von Qualität und grenzüberschreitender Wirkung der Projekte.
Der Verwalter stellte gemeinsam mit den regionalen Partnern den Abschluss von Förderverträgen mit den Antragstellern sicher.
Während der Umsetzung der Kleinprojekte sorgten der Verwalter und die regionalen Partner für deren Überwachung einschließlich der Einhaltung der Publizitätsvorgaben.
Zudem gewährleistete der Verwalter die gesamte Berichterstattung des Projekts gegenüber den relevanten Programmbehörden.
Read more Actual Achievements (CS): V rámci realizace FMP pro oblast kultura a cestovní ruch byly v monitorovacím období zajištěny a nastaveny administrativní, komunikační a kontrolní procesy pro efektivní využívání finančních prostředků určených pro podporu malých projektů. Byla koordinována činnost mezi Správcem FMP a regionálními partnery, Národním a Řídicím orgánem včetně zajištění aktualizovaných informací pro žadatele na webových stránkách. V roce 2024 byla vyhlášena kontinuální výzva pro podávání žádostí s naplánovanými dvěma aktuálními uzávěrkami pro projektové žádosti. Pro žadatele byly v jednotlivých regionech pořádány semináře a konzultace, pro všechny pak společný webinář, kde byly vysvětleny pravidla a postupy pro podávání projektových žádostí FMP. V rámci 1. uzávěrky bylo do elektronického systému FMP podáno 11 projektových žádostí pro oblast kultura a cestovní ruch, z nichž 3 byly vyřazeny při kontrole formálních náležitostí a přijatelnosti a 4 neprošly hodnocením kvality a přeshraničního dopadu projektu a byly doporučeny k přepracování. Proces hodnocení probíhal v souladu s metodikou FMP a jednacím řádem FMP s cílem zajištění kvality a přeshraničního dopadu projektů.
Projekt Fond malých projektů kultura a cestovní ruch podporuje naplnění klíčových cílů stanovených v programovém dokumentu Interreg Rakousko-Česko 2021-2027. Hlavním cílem je realizace opatření v oblasti kultury a cestovního ruchu pro malé projekty. Realizace malých projektů přispívá ke zlepšení využití potenciálu kultury a cestovního ruchu pro hospodářský a sociální rozvoj česko-rakouského pohraničí a ke zlepšování kvality života obyvatelů a relevantních cílových skupin v pohraničí.
Ve sledovaném monitorovacím období byly v rámci realizace projektu zajištěny administrativní, komunikační a kontrolní procesy pro efektivní využívání finančních prostředků určených pro podporu malých projektů v oblasti kultury a cestovního ruchu.
Byla koordinována činnost mezi Správcem FMP a regionálními partnery, Národním orgánem a Řídicím orgánem včetně zajištění aktualizovaných informací pro žadatele na webových stránkách správce a regionálních partnerů, proběhla také aktualizace programových dokumentů.
Pro žadatele byly uspořádány semináře, kde byly vysvětleny pravidla a postupy pro podávání projektových žádostí, žadatelům byly také poskytovány konzultace projektových záměrů a projektových žádostí.
Proces hodnocení projektových žádostí podaných on-line prostřednictvím elektronického systému FMP probíhal v souladu s metodikou FMP a v souladu s jednacím řádem Regionálního monitorovacího výboru Rakousko-Česko s cílem zajištění kvality a přeshraničního dopadu projektů.
Správce ve spolupráci s regionálními partnery dále zajišťoval podpisy smluv o financování malých projektů se žadateli.
V průběhu realizace malých projektů zajišťoval správce a regionální partneři kontrolu jejich průběhu včetně dodržování pravidel publicity.
Správce zároveň zajišťoval celkové vykazování projektu relevantním orgánům na úrovni programu.
