Projekts PANORAMA risina izaicinājumus, kas ir kopīgi Latvijai un Lietuvai, lai izveidotu ilgtspējīgus galamērķus, kā uzsvērts ES stratēģiskajās prioritātēs. Tie ietver tūrisma piedāvājumu dažādošanu, pārpildīto galamērķu noslodzes mazināšanu, tūristu plūsmu pārdali un gala mērķu pieejamības uzlabošanu. Projekta mērķis ir izstrādāt PANORĀMAS MARŠRUTU, kas ietver 50–70 panorāmas skatu punktus Kurzemes, Paņevežas, Šauļu, Telšu un Utenas reģionos. Identificējot un veidojot piekļuvi kultūrvēsturiski nozīmīgām vietām, piemēram, bākām, baznīcām, ūdenstorņiem un pilskalniem, projekts veido unikālu pārrobežu maršrutu. Šī kopīgā iniciatīva ļauj radīt bagātāku un daudzveidīgāku tūrisma produktu, nekā tas būtu iespējams ar vienas valsts centieniem. Tā veicina gan fizisko, gan digitālo piekļuvi objektiem un mudina apmeklēt tūristu nenovērtētus galamērķus. Projekts uzlabos pieejamību 9 panorāmas skatu punktiem, izstrādās Roadgame, publicēs ceļvedi un popularizēs izstrādāto maršrutu starptautiskās tūrisma vietnēs un lietotnēs. Šie galvenie rezultāti dos labumu vietējām kopienām, tūristiem un uzņēmumiem, piesaistot apmeklētājus visa gada garumā un izceļot līdz šim nepietiekami novērtētas vietas. Savienojot kultūras ziņā nozīmīgas teritorijas dažādos reģionos, projekts veicina sadarbību, nodrošina iekļautību un veicina ilgtspējīgu tūrismu. Projekts atbalstīs vietējo ekonomiku, bagātinās kultūras izpratni un sniegs ceļotājiem daudzveidīgu un neaizmirstamu pieredzi. PANORAMA projektu siekiama spręsti Latvijai ir Lietuvai bendrus tvarių lankytinų vietų kūrimo iššūkius, kurie minimi ir ES strateginiuose prioritetuose. Tai – turizmo pasiūlos įvairinimas, perpildytų turistinių vietų mažinimas, turistų srautų perskirstymas, turistinių vietų prieinamumo visiems užtikrinimas.

Description (LT):

Projekto tikslas – parengti „Panoramos“ maršrutą su 50-70 panoraminių apžvalgos taškų Kuržemėje, Panevėžio, Šiaulių, Telšių ir Utenos apskityse. Projekto metu, puoselėjant unikalų tarpvalstybinį maršrutą, bus sudarytas žemėlapis ir atvertos galimybės susipažinti su įvairiais kultūriniu ir istoriniu požiūriu svarbiais objektais, tokiais kaip švyturiai, bažnyčios, vandens bokštai ir piliakalniai. Ši iniciatyva padeda sukurti turtingesnį ir įvairesnį turizmo produktą, nei būtų galima pasiekti pavienėmis nacionalinėmis pastangomis. Ji taip pat pagerina fizinę ir skaitmeninę prieigą visiems ir skatina aplankyti turistų nepakankamai įvertintas vietoves. Pagrindiniai projekto rezultatai – tai pagerinta prieiga prie 9 panoraminių apžvalgos taškų, sukurtas Kelioninis žaidimas, išleistas kelionių vadovas ir maršruto populiarinimas tarptautinėse turizmo svetainėse ir programėlėse. Šie rezultatai bus naudingi vietos bendruomenėms, turistams ir įmonėms. Tikimasi kad jie padės pritraukti lankytojus ištisus metus ir išryškins nepakankamai įvertintas vietoves. Projektas, sujungdamas kultūriškai svarbias vietoves skirtinguose regionuose, užtikrins įtrauktį bei skatins bendradarbiavimąir tvarų turizmą. Jis rems vietos ekonomiką, praturtins kultūrinį supratimą ir suteiks keliautojams įvairios ir įsimintinos patirties.

Description (EN):

The PANORAMA project addresses challenges that are common for Latvia and Lithuania in creating sustainable destinations, as highlighted in EU strategic priorities. These include diversifying tourism offers, alleviating overcrowded destinations, redistributing tourist flows, making destinations accessible for all. The project aims to develop the PANORAMA ROUTE, featuring 50–70 panoramic viewpoints in Kurzeme, Panevėžys, Šiauliai, Telšiai and Utena regions. By mapping and opening access to culturally and historicaly significant sites, such as lighthouses, churches, watertowers, and hillforts, the project will foster a unique cross-border route. This initiative creates a richer, more diverse tourism product than isolated national efforts could achieve. It also improves physical and digital access for all and encourages visits to touristically underrated destinations. The project will enhance access to 9 panoramic viewpoints, create the Roadgame, publish a Travel Guide, and promote the route on international tourism websites and apps. These key outputs will benefit local communities, tourists, and businesses by attracting visitors year-round and highlighting underrated locations. By connecting culturally significant sites across regions, the project fosters collaboration, ensures inclusivity, and promotes sustainable tourism. It will support local economies, enrich cultural understanding, and provide travellers with diverse and memorable experiences.

Expected Achievements (EN):

To develop the destinations' network of scenic viewpoints in Latvia & North Lithuania by mapping & inspecting sites, improving infrastructure, creating digital solutions and raising competence of stakeholders. To promote the new tourism route and its network of viewpoints, by building its identity, branding and positioning the route.

The mapeirons.eu website has been created in the project by the KPR. Contribution to wider strategies and policies:

EUStrategyBalticSeaRegion The project contributes to the EUSBSR policy area (PA) Tourism by addressing the objectives of "connecting the region" and "protecting the environment". Specifically, under the EUSBSR Action Plan:
- Action 1: Transnational tourism development in remote and rural areas, focusing on improving accessibility, connectivity, visibility, and attractiveness. The project aligns with this action by enhancing digital route access, improving infrastructure at selected project sites, and developing a new, sustainable cross-border tourism product. This will significantly improve the connectivity and development of remote and rural areas.
- Action 3: Protection and sustainable utilization of cultural heritage and natural resources in tourism destinations, supporting improvements in touristic infrastructure with regard to climate protection and sustainable mobility, accessibility, and connectivity. The project directly contributes to these fields by improving accessibility through digital means, enhancing infrastructure sustainably, and promoting ecological connectivity.
EUStrategyBalticSeaRegion The project also contributes to the EUSBSR policy area (PA) Culture Action 3: Increasing the societal and economic value of cultural heritage through innovative and visitor-friendly presentations of heritage sites and museums.
The project will map and promote up to 50-70 culturally and historically significant heritage objects in Latvia and Lithuania. By doing so, it will increase public interest in and access to these assets, thereby strengthening the regional identity and contributing to the cultural and economic value of these heritage sites. This initiative supports innovative and engaging presentations of heritage sites, making them more attractive to visitors and enhancing their societal impact.
Other EU Green Deal: by focusing on sustainable tourism and improving infrastructure with an emphasis on ecological practices, the project aligns with the EU Green Deal's goals of promoting sustainability and reducing environmental impact. The digital mapping and virtual tours reduce the need for physical travel, thus minimizing carbon footprints.
Other Digital Single Market Strategy: the project's development of a comprehensive digital platform for tourism aligns with the EU’s Digital Single Market Strategy. By enhancing digital connectivity and providing virtual access to cultural sites, the project supports digital innovation and accessibility, making cultural heritage more widely available.
Other European Cultural Heritage Strategy for the 21st Century (Strategy 21): the project promotes the safeguarding and valorization of cultural heritage through innovative and sustainable tourism practices. Other European quality principles for EU-funded interventions with potential impact upon cultural heritage sets guidance on quality principles for stakeholders engaged in EU-funded heritage conservation and management. The PANORAMA ROUTE project involves some interventions that could have impact on cultural heritage (e.g. by improving project sites at hillforts), therefore the European quality principles' guidance recommendations shall be followed within the project - minimum intervention, respecting and keeping the character of a place and its values, regular maintenance, accessibility and inclusiveness etc.
