Wider objective: The goal of this project is to enhance the empowerment of cross-border university cooperation by fostering inclusive barrier-free environments and virtual educational spaces, with a focus on extracurricular education and facilitating lifelong learning opportunities, building on existing partnership experience and cooperation base. Specific objectives: The specific goal of this project is development and pilot implementation of the extracurricular educational courses through the modernized higher education institutions and created based on developed in previous cooperation web tools online learning environment and creation of special conditions for ensuring accessibility of inclusive and lifelong learning education, that contributes to development of necessary competencies for all defined groups of stakeholders in today's challenges, and to establish a basis for ensuring the sustainability of results and demand for further relevance after project completion by undertaking a series of actions to disseminate and promote the results and outcomes.

Actual Achievements (EN):

In the first period both partners contributed to the specific objectives by development and of the extracurricular educational courses through the modernized higher education institutions that will be followed by pilot implementation in the next periods, setting up the Virtual Learnig Platform as tool for online learning environment and creation of special conditions for ensuring accessibility of inclusive and lifelong learning education. During the first implementation period of the project, a Project Management Steering Committee (PMSC) was established to ensure the organizational launch of all planned activities. A significant step for consolidating the partners’ efforts was the organization of the PMSC kick-off meeting, onsite in Suceava on 28-29th of August, 2025. During this meeting, the main tasks, the work schedule, and the coordination mechanisms between the Ukrainian and Romanian sides were discussed and agreed upon. A1.1 - Before this meeting the Lead Partner together with the Project Partner discussed and approved the technical task for the creation of the Virtual Learning Platform (VLP). The first procurement for the VLP creation was launched, concluded and executed in order to set up the platform. The platform is set up in three languages – English, Romanian and Ukrainian and the structure will be filled with the courses prepared in the following periods. The access to the platform will be made through the project website or direct (https://univer-u.vlp.usv.ro/) A1.2 Procurements aiming to improve the accessibility of the educational environment was also launched by both partners for buying and/or installing CART devices, Braille sign, tactile floor surface indicators, height-adjustable tables for wheelchair users, which will support better orientation and safety for people with special needs in university buildings. The LP launched the procedure and contracted the equipments during this reporting period, but the delivery was done in Period 2, when they will be reported. The PP2 managed partly to buy and install items - the Wireless Fire and Emergency Situation Warning System and the Braille signs. A1.6 Information stickers with the project logo and EU funding reference were produced, to be placed on the equipment and materials purchased within the initiative. All visual materials were previously agreed between the partners in accordance with the visibility rules of the Interreg Programme. To ensure proper visibility of the project, an official logo was created by the LP after consultation with PP, as well as roll-ups were prepared by LP and PP for use during public events. An important step was the organization of the first press conferences on August 26th in Odessa in hybrid format, and on August 28, 2025, in Suceava in onsite format, with the participation of project partners and media representatives. Within this event, the first press releases were prepared and disseminated, and the project was covered in regional media resources. Periodical bulletins were prepared by each partner and submitted for visibility approvals. Thus, during the first reporting period, the project was officially presented to the wider public, its visibility and compliance with EU communication requirements were ensured, and a set of actions was launched to create an inclusive educational environment. For each step, activity and deliverable mentioned above both partners contributed and the communication was permanent.

The roadmap has been developed by the Ministry of Education and Science of Ukraine using the Results-Based Management (RBM) methodology. Other The Eastern Partnership (EaP)
"Educational University Romanian-Ukrainian Cross-Border Cooperation plus Virtual and Inclusive environment - UNIV.E.R-U+VI" Project will directly address the priorities of the Eastern Partnership (EaP): to deepen and strengthen relations between the European Union and its six Eastern neighbors: Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine. The project will therefore establish premises for collaboration among Ukraine and Romania. Thus, UNIV.E.R-U+VI project’s activities will support both the bilateral as well as the multilateral tracks of the Eastern Partnership.
Engagement with civil society is a key element of the Eastern Partnership. The realization of the project will establish an active cooperative model for capacity building and training, in which civil society will be at its core to engage all stakeholders in the design and promotion of cross-border cooperation that mutually benefit all of the countries and target groups. Regional cooperation programmes that support the multilateral dimension of the Eastern Partnership. They also address common challenges and trans-boundary issues in educational sphere.

"Educational University Romanian-Ukrainian Cross-Border Cooperation plus Virtual and Inclusive environment - UNIV.E.R-U+VI" project will contribute to the implementation of the Europe2020 through activities that undergo the priorities related to competitive economy with higher employment. The Europe 2020 strategy is about delivering growth that is: smart, through more effective investments in education, research and innovation; and inclusive - with a strong emphasis on job creation and poverty reduction. The strategy is focused on five ambitious goals in the areas of employment, innovation, education, poverty reduction and climate/energy. UNIV.E.R-U+VI Project will directly influence the achievement of two of these priorities: education and innovation.
