Having in mind that from 24 February until today, following the outbreak of armed conflict in Ukraine, approximately4.304.030 of Ukrainian citizens have crossed the eligible border area, the need to improve the cooperation of institutions responsible for state border management has emerged. The project will significantly impact Romania - Ukraine border area by reducing cross-border criminality and illegal migration while also ensuring the strengthening of the institutional capacity of the authorities involved in border management. Moreover, analyzing the criminal spectrum recorded in this area, it becomes necessary and urgent to increase the mobility of professionals which action in the eligible area, the level of theoretical and practical training in the event of a major influx of migrants in the cross-border area.The risk of increasing the number of crimes committed in connection with illegal migration at the cross-border area threatens the security of citizens in the region, by implementing this project, the response capacity of the authorities facing the phenomenon associated with illegal migration will be strengthened. Improving safety, security and deterrence of illegalities at the Romania-Ukraine border is possible by developing a framework for cooperation, joint training in border management, and investments in specialized equipment and infrastructure for law enforcement Romania – Ukraine authorities.The main outputs of the project consist of 40 participants at the sessions in which the Romanian partners and the Ukrainian partner will present the specific intervention techniques and tactics in the event of a major influx of migrants in the cross-border area; joint Cooperation Plan drafted; 25 participants trained in order to harmonize the intervention techniques and tactics in the event of a major influx of migrants in the cross-border area, according to the provisions of the Joint Action Plan; 50 professionals participating at the Joint Exercise; mobility means for cross-border management and specialised equipment for day and night cross-border surveillance for PP1, PP2 și PP3;These the results will lead to improved services provided by border management authorities population living in the programme area. The project will complement the efforts to enhance the border management and migration in the border region through its proposed activities, which will allow operational practices, adequate equipment of structures and the implementation of intervention exercises of the partner structures in the project, establishing models for other possible crises related to migrants that threaten public safety.

Expected Achievements (EN): Improving safety and security in the eligible border area Romania – Ukraine by developing a cooperation framework, joint training in border management and investment in the specialized field equipment and infrastructure for law enforcement authorities.

public manifestations." This ENI: 2SOFT/4.3.15 project,
financed within the Program Romania-Republic of Moldova
2014-2020, aligns closely with the collaborative efforts in
enhancing cross-border security. Both projects converge on the
common objective of standardizing and improving training for
personnel from gendarmerie and law enforcement structures.
The ENI: 2SOFT/4.3.15 project, led by the Iasi County
Gendarmerie Inspectorate, focuses on standardizing
intervention techniques and tactics, while the collaborative
project emphasizes improving techniques and tactics for
ensuring public safety during public gatherings in the crossborder
area.
Crucially, both initiatives contribute to capacity building, with
the 2SOFT/4.3.15 project targeting administrative capacity
enhancement for Gendarmerie and Carabinieri units. This aligns
seamlessly with the collaborative project's aim of bolstering the
institutional and technical capacity of specialized structures
involved in public order management. Cross-border
collaboration is a cornerstone of both projects, as evidenced by
the partnership between the Iasi County Gendarmerie
Inspectorate and the General Carabinieri Inspectorate of the
Republic of Moldova in the 2SOFT/4.3.15 project. This mirrors
the collaborative efforts between the Suceava and Tulcea
County Gendarmerie Inspectorates from Romania and Uthe
National Guard from Ukraine. Together, these initiatives create
a cohesive regional security framework, emphasizing joint
efforts and shared expertise.
In essence, the projects' synergies lie in their harmonized
approach to standardization, training, capacity building, and
cross-border collaboration, all geared towards fortifying the

Contribution to wider strategies and policies:

Other The Cluj-Napoca Mobile Group of Gendarmes, Satu Mare County Gendarmerie Inspectorate and Unit 3058 of the National Guard of Ukraine-Izmail act to ensure public order in the cross-border area, crowd control and combat riots at border crossings as well as combat illegal immigration, transport and protection of immigrants to detention centers and asylum. As the migratory flow from Ukraine to Romania has increased lately, the Cluj-Napoca Mobile Group of Gendarme Satu Mare County Gendarmerie Inspectorate and Unit 3058 of the National Guard of Ukraine- Izmail have increased the number of individual missions or in cooperation with other structures of the Ministry of the Interior to stop this flow, prevent and combat antisocial deeds in the area of responsibility.
The preparation will be done through two exchanges of experience that will take place in Romania, as well as a joint tactical exercise that will also take place in Romania. 105 Romanian gendarmes and 30 Ukrainian soldiers will be trained.
At the same time, specialized field vehicles will be purchased for the patrol subunits involved, as well as night-time surveillance equipment.
EUStrategyDanubeRegion As a Participating Country in the EU Strategy for the Danube Region (EUSDR), Romania aims at reaching the objectives/targets set in this strategic document. Ukraine, as an Accession Country, will have to assimilate its working agenda, creating the proper workframe and cooperation mechanisms.
The core of the present project is to create cross-border cooperation mechanisms between law enforcement institutions and proper links to the general public. As such, it targets Priority Area 10 (PA 10) of the EU Strategy for the Danube Region (EUSDR) by stepping up institutional capacity and cooperation. In accordance with the EUSDR Action Plan, Priority Area 10 addresses institutional capacity-building at local, regional and national level, involvement of civil society in public governance, increasing local development and better spending as well as increasing absorption rates of EU funds. Priority Area 10 “Institutional Capacities & Cooperation” serves as an information and communication hub for local, regional, national and European stakeholders responsible for as well as working in the field of institutional capacity building, participative governance and spatial development.
Moreover, the present project complies with 3 of the targets set up within Priority Area 11 Security of EUSDR Action Plan:
Target I - Security offensive - Enhancing police cooperation with the aim of
improving security and tackling serious and organised crime in the EUSDR
countries and strengthening the efforts against terrorism threats
Target III - Improving the systems of border control, document inspection
management and cooperation on consular related issues in the Danube region
Target IV - Promoting the rule of law and the fight against corruption - To support the Danube states in the administrative cooperation and improvement of qualifications of law enforcement.
