Description (EN):

The Facility Point (FP) enters a new period of support to the EUSAIR governance structures with an extended partnership forming a network of institutions from all EUSAIR participating countries. In line with the Priority 4 of the Interreg IPA ADRION programme, the FP covers four functions: - Administrative and technical support to the EUSAIR governance meetings at all levels - Communication and Coordination - Support to decision making and capacity development of the implementers at their levels - Monitoring and evaluation of EUSAIR. The overall project objective is to facilitate the coordination, communication and implementation of EUSAIR by enhancing the institutional capacity of EUSAIR governance structures, fostering cross-pillar cooperation, increasing the visibility of EUSAIR and by monitoring and evaluating the progress of implementation of joint priorities. Specifically, the project will: - Support effective and efficient functioning of EUSAIR governance structures. - Support smooth implementation of the Strategy and Action Plan through harmonised and effective internal procedures and communication, effective cross-pillar coordination, increased visibility of EUSAIR through communication with stakeholders, and cross-macroregional cooperation. - Provide EUSAIR governance structures with tools for evidence-based decision-making and build internal institutional capacities. - Monitor and evaluate the implementation of the Strategy and the Action Plan and recommend possible changes in their implementation. The intended change the Facility Point aspires to achieve: - Strengthened institutional capacity of the EUSAIR governance structures and stakeholders for multi-level and cross-sector governance and cooperation across borders in the Adriatic Ionian region. - Increased ownership, recognised added value and enhanced visibility of the EUSAIR. The project main outputs: - Facility Point network comprises 11 public institutions from national, regional and local level from 10 EUSAIR participating countries providing effective and quality administrative, operational and content support to the EUSAIR governance structures. - Functional EUSAIR governance structures. The FP facilitates effective functioning of the EUSAIR Governing Board, Thematic Steering Groups and the Youth Council. - EUSAIR macro regional exchange and cooperation. The Facility Point partners bring together macro-region's stakeholders to exchange on policies and practices related to the implementation of the Strategy and Action Plan, and to foster macro-regional cooperation and innovation. - EUSAIR Communication actions are produced to foster effective collaboration of the EUSAIR governance structures with different EUSAIR target groups and to improve external communication on the EUSAIR achievements. - FACILITY POINT capacity building comprises a range of capacity building actions to strengthen the capacity of key implementers for informed decision-making. - EUSAIR monitoring and evaluation system supports the EUSAIR governance structures in monitoring of the Strategy implementation and serves as a tool for collecting lessons learned for steering future implementation. The proposed project was designed considering key results, experience and lessons learned from the implementation of the Facility Point strategic project in the period 2016-2023 as well as recent developments related to the implementation of the EUSAIR and its Action Plan. Transnational cooperation is at the essence of macro-regional strategies. The EUSAIR participating countries are most diverse in terms of socioeconomic development, religous, cultural, political and other aspects. They gather EU Member States, EU candidate countries and one third country. Facilitating enlargement became one of top priority topics. The basic approach to address the four functions assigned to the FP is on establishing a sound network of partners operating in all EUSAIR participating countries to enable close and effective support to key members of the governing structures in respective countries and at macro-regional level. The project capitalizes on solutions from 2016-2023 period, such as the monitoring and evaluation system, the EUSAIR website and EUSAIR social media channels, as well as the relevant accumulated knowledge, which will be upgraded in accordance with newly emerging needs and opportunities. The FP is extended to two more countries, one new Pillar and one new structure - Youth Council. More emphasis is put on the knowledge management, strategic decision-making support, capacity building and country level communication. EUSAIR Contact Points network for country stakeholders will be formed. More efforts are devoted to coordination and efficient cooperation, also in view of achieving synergies among the three governance support projects.

Actual Achievements (EN):

Within the EUSAIR Facility Point project the support to EUSAIR governance structures (Governing Board and National Coordinators, Thematic Steering Groups and Pillar Coordinators) in their regular activities is provided, as well as to the EUSAIR Presidency. The operational logistic and administrative support as well as thematic support enabling the functions of these structures to operate effectively in implementation of the EUSAIR Strategy. The revision of the EUSAIR Action Plan and its Governance Architecture, youth engagement in the EUSAIR governance processes and increasing the understanding and visibility of the EUSAIR through communication were the main activities supported within the current reporting period. The process of project preparation and its finalization was concluded with its official submission, further integrated during the negotiation process with IPA Adrion Programme. At the partnership meetings first activities and approaches for work were agreed and kick-off conference of all three governance support projects was organised in February 2024. Preparations for organization of high-profile events took place. Active cooperation with other Macro-regional strategies and projects, as well as with Interact, continues. Within the EUSAIR Facility Point project the support to EUSAIR governance structures (Governing Board and National Coordinators, Thematic Steering Groups and Pillar Coordinators) in their regular activities is provided, as well as to the EUSAIR Presidency. The Joint Coordination Mechanism established with other two governance support projects and kick-off conference of all three governance support projects was organised in February 2024. The 9th EUSAIR Annual Forum took place in Šibenik (May 2024) and call for applications for EUSAIR Youth Council establishment published. Preparations for organization of high-profile events took place. The discussion on Cohesion policy post 2027 from macro-regional cooperation perspective was initiated. Active cooperation with other Macro-regional strategies and projects, as well as with Interact, continues. Within the EUSAIR Facility Point project the support to EUSAIR governance structures (Governing Board and National Coordinators, Thematic Steering Groups and Pillar Coordinators) in their regular activities is provided, as well as to the EUSAIR Presidency. EUSAIR Facility Point 2016-2023 (EN) | Facility Point 2023-2027 is a follow-up of the Facility Point 2016-2023. Main synergies are seen in the continuation of most of the PP institutions, which enables building on experience and lessons learned from the previous period.
Partners as much as possible build on existing teams and thus capitalise on the attained knowledge, skills, experience. This should ease continuation and improvement of existing or setting up of new tasks and responsibilities.
FP will resort to the already developed tools and improve or adapt them to current and future needs. E.g., the EUSAIR website and social media accounts will be maintained and upgraded and will serve for all 3 governance support projects. The repository of strategic documents, studies, manuals and other deliverables from period 2016-2023 will continue being available and used as appropriate.
As the support to EUSAIR governance is shared among three projects, synergies will also be created between them. For this purpose a joint coordination mechanism was already agreed and key areas needing coordination defined.
EUSAIR StEP project is responsible for two functions: a) stakeholder involvement and engagement and b) support to financial dialogue and the establishment of coordination of networks of Managing Authorities.
EUSAIR Strategic Implementation Project is responsible for support to development and implementation of strategic implementation formats.
From the point of view of Facility Point, main synergies relate to the joint use of the EUSAIR website and social media (managed by Facility Point) and ESP (managed by Project 2) and implementation of communication actions. Project 2 and Project 3 will also contribute to capacity building, monitoring and evaluation.
All projects will create synergies in supporting enlargement.
(EN), Comission grants for the support to implementation of EUSAIR (EN) | In the period 2016-2023, the Commission provided additional grants to some project partners in the support of EUSAIR activities which are in years 2023-2027 planned under Facility Point (e.g. for the organisation of EUSAIR Forums, for ensuring thematic support to Pillar Co-coordinators in IPA countries or to new EUSAIR participating countries, such as North Macedonia).
Since these institutions continue being project partners in the Facility Point, they will be able to use the knowledge and experience to provide more targeted, effective and efficient support to the EUSAIR governance structures. (EN)

Facility Point focuses on the provision of administrative and operational support to Governing Board, National Coordinators, Pillar Coordinators and TSG members. It provides both logistical and administrative support and facilitates the processes of these bodies. It ensures thematic support and relevant expertise in implementation of Pillar priority activities as well as cross-pillar, horizontal and enlargement actions in the areas of EUSAIR topics.
It helps strengthen the institutional capacities of EUSAIR bodies by developing relevant knowledge database and capacity building.
Facility Point supports the monitoring and evaluation of the EUSAIR and builds its visibility and understanding with various target audiences.
Other European Green Deal (EGD) as well as the Green Agenda for Balkans are integrated in the work of EUSAIR pillars and were strengthened in the renewed Action Plan.
The Facility Point will contribute to EGD objectives especially with thematic support and assistance in integrating relevant EGD topics in Pillar or cross-Pillar activities. It will promote and support cross-sectoral and multi-governance approaches in areas of EGD.
Specifically, the Facility Point has compared to the support provided in period 2016-2023 significantly decreased travels and will thus contribute to reducing GHG emissions.
