The project, facilitated through the cooperation of Romania and Ukraine under the Interreg NEXT Romania-Ukraine Programme, addresses the significant challenge of enhancing emergency response capabilities in a border region characterized by shared risks of natural disasters and human-induced emergencies. This initiative emerges in a context where both nations recognize the necessity for a collaborative approach to emergency management, owing to the increasingly complex nature of threats that do not respect national boundaries. The primary objective of this project is to fortify the cross-border emergency response framework, ensuring that both Romania and Ukraine are better equipped to manage and mitigate crises effectively. This will be achieved by standardizing training procedures, upgrading infrastructure, and enhancing the technological capabilities of emergency services. The expected change is a transformation from the current state, where disparate capabilities and standards may hinder effective joint response, to a more unified and efficient operation across the border, enhancing both safety and operational readiness. The project is set to deliver several key outputs, which include: The development of joint training curricula and the execution of extensive training sessions, enhance the skills and readiness of emergency personnel. The construction and upgrading of facilities that serve as strategic hubs for emergency management are equipped with modern technologies that facilitate better communication and coordination. The procurement of advanced equipment, such as mobile forensic units and tactical response robots, which significantly boosts the effectiveness of on-ground operations. These outputs will directly benefit emergency service personnel by providing them with the tools and knowledge to perform their duties more effectively. Indirectly, the broader population of the region will benefit from enhanced security and quicker, more effective emergency responses. The approach of this project is inherently cross-border, driven by the understanding that the challenges faced are common across shared borders and can best be addressed through collaborative efforts. This synergy is not only practical, given the geographic and environmental continuity across the border, but also strategic, as it fosters a unified approach to policy-making and emergency response. The cross-border approach allows for the pooling of resources, harmonization of training and operations, and a cohesive strategy to deal with emergencies, making it an essential component of the project. What sets this project apart is its comprehensive and integrative approach to addressing emergency response. Unlike initiatives that focus solely on equipment procurement or individual training enhancements, this project encompasses a broad spectrum of activities, from infrastructure development and specialized equipment procurement to extensive training and joint exercises. This holistic approach ensures that improvements in technical capabilities are complemented by advances in human skills and institutional cooperation. Additionally, the project is innovative in its use of advanced technology, such as the introduction of tactical response robots in Chernivtsi and the establishment of mobile forensic units in Suceava. These technologies are poised to revolutionize the way emergencies are managed, offering safer and more efficient methods to handle dangerous situations, which in turn reduces the risk to human responders and increases the overall effectiveness of emergency services. In summary, this project not only addresses the immediate needs of enhancing emergency response capabilities but also sets a precedent for future cross-border cooperation. By aligning resources, standardizing procedures, and employing advanced technologies, it establishes a robust framework for handling crises that can serve as a model for other regions facing similar challenges. Through this project, the participating regions are not just preparing to manage their current threats but are also paving the way for a safer, more resilient future.

Actual Achievements (EN):

After signing the Grant Contract, a press release was published on the Lead Partner website, toghether with a description of the project. In the beggining of the implementation period, a Risk Assesment Plan was elaborated taking into consideration the risk that may occur on both legislations. The document contains the risk description, the monitoring of risk factors, risk probability, impact/risk level, impact reduction. In order to establish the probability, impact and risk level it was also elaborated a Risk Assessment Methodology. Also, a Communication Plan was elaborated in order to define the communication channels, methods and responsabilities for communication during the entire implementation period. The following activities were organized, with the participation of all project partners: 1. On 04.06.2025 Steering Meeting organized by BRCT with the participation of all partners was organized. 2. On 16.09.2025 the Lead Partner organized in Radauti, Suceava, the Start Up Conference of the project. During the conference were presented the project objectives, activities, budget and estimated results. A press release was elaborated and uploaded on the Lead Partner website, also the partners issued press releases. A part of the promotional materials purchased by the Lead Partner were distributed with this occasion. 3.. During the period 16-17.09.2025 the first Steering Committee meeting of the project was organized by the Lead Partner in Radauti, Suceava. The meeting objectives were: aspects regarding to the Grant contract, Project management set up, Setting-up the SC, Reporting and payment procedures–Project/Partner Report, Project deadlines and milestones, Project Communication Plan, Project Timetable Plan, Visibility and Communication Plan, Risk Assessment Plan, planning of next activities. Other activities carried out by the partners during the first project implementation period: 1. Setting up the implementation team - The implementation team of the Lead Partner was established and appointed through the General Inspector Order no. 2095/ 05.06.2025, the implementation team of PP2 and PP3 were also established through internal procedures. 2. Procurement Plan - PP2 and PP3 approved their procurements plans and the Lead Partner drew up and approved the Public Procurement Plan at the level of the project that includes the procurements for PP2 and PP3 as well, on the other side PP4 also approved their procurement plan 3. PP4 prepared the documentation required to obtain the official letter of support from the Chernivtsi Regional Military Administration, which acts as the project beneficiary in Ukraine. On the basis of this letter, PP4 developed and submitted the full package of documents to the Secretariat of the Cabinet of Ministers of Ukraine to ensure the state registration of the project as international technical assistance in line with Government Resolution No. 153. The registration card of the project was issued on 2 September 2025 (No. 6187) 4. During the reporting period all the partners have fulfilled the communication and visibility requirements, in line with the Programme requirements, press releases at the signing of the contract and description of the project were uploaded on all partners websites 5. All project partners participated in online training sessions organized by BRCT Suceava 6. During the reporting period, the following Notifications were submitted for approval: - Notification no. 1 for changing the legal representative of PP4 - Notification no. 2 for the modification of the implementation team of the LP1 and PP2 7. During this reporting period, PP2 contributed to the progress of the construction of the headquarters for the County Committee for Emergency Situations by completing preparatory activities under its responsibility. Specifically, PP2 supported the process by finalizing the procurement of the fesability study , initiating the procedure for the procurement of the tehnical project design and execution of the construction, preparation of the necessary technical documentation, and advancing the steps required to obtain permits, approvals, and authorizations from local authorities. - During this reporting period, PP2 contributed to the progress of the construction of the headquarters for the County Committee for Emergency Situations by PP2 obtaining the necessary permits and approvals required for the commencement of the construction. The site was handed over to the builder and the work start order was issued on 19.01.2026, work execution period being 14 months. - In period 17.11.2025-20.11.2025, 1st Workshop for Activity 1.6 Joint training curriculum, organised by PP3 IPJ SV in Suceava city , took place. The workshop brought together representatives of all project partners, as well as national-level experts. The event enabled professional exchange, joint discussions, and knowledge sharing, and resulted in the development of the initial structure of the joint training curriculum, with a focus on essential competencies required for effective emergency situation management. In parallel, communication and visibility activities were implemented under Activity A.1.1. PP3 prepared and published a press release regarding the organization of the first workshop, which was disseminated through media channels and on the institution’s website, ensuring visibility of the project objectives and results. Ex-ante verification by the Joint Secretariat on compliance with the Interreg Visibility Manual was obtained. Additionally, PP3 finalized the payment for its visibility materials, namely a durable plaque and a roll-up banner. Regarding equipment acquisition activities under Activity A.1.4, PP3 reviewed the procurement plan and decided to acquire the two categories of specialized equipment through a single open tender procedure, divided into lots. The open tender procedure was launched and published in SEAP under announcement number CN1088678/26.12.2025, marking the start of the procurement process. At the level of PP4 a key priority was the preparation of comprehensive and technically sound tender documentation for the procurement of major equipment foreseen within the project. This included the development of detailed technical specifications and procurement documentation for the Tactical Robotic Complex for Firefighting and the Logistics Rescue Vehicle. Particular attention was paid to compliance with national public procurement legislation, Interreg programme requirements, and the technical parameters necessary to ensure interoperability with Romanian partners. In parallel, an in-depth market analysis was conducted to identify potential suppliers, available technologies, and current market standards for specialized firefighting robotics and rescue logistics vehicles. This preparatory work contributes directly to ensuring transparent, competitive procurement procedures and the acquisition of equipment that meets operational needs and cross-border cooperation standards. Additionally, preparatory documentation was developed for the procurement of external services related to project management, reporting, and consulting. This step is essential to ensure professional financial management, accurate reporting, and full compliance with programme rules, thereby contributing to the overall efficiency and sustainability of project implementation. In terms of communication and visibility, the PP4 developed and produced a roll-up banner containing key project information, in line with the Interreg visibility requirements. This material is used during public events, meetings, and workshops, contributing to raising awareness about the project, EU support, and cross-border cooperation objectives. During the reporting period, the Notification no. 3 for the modification of the implementation team of the LP1, modifications in the Budget of PP2 and in the Contact details section of PP4, was submitted and approved.
