Description (EN):

The development of the medical sphere is a priority direction for the Chernivtsi oblast and the Suceava county in the next years. Both regions meet a number of restrictions and need improving of quality of medical services, investments in medical infrastructure and introduction of a new approaches in their every day operating. Despite the implemented investment projects in these regions, the availability of European funds for Romania and the implementation of medical reform in Ukraine, there still exist restirctions that restrail medical developement of both countries and keep Chernivtsi and Suceava regions below national averages. According to the Health Care Index in recent years medical systems of both countries have a positive trend among European countries: - In 2021 Romania took 29th place with index of 56,1 point and Ukraine took 31st place with index of 53,4 points. - In 2022 Romania took 28th place with index of 56,2 point and Ukraine took 30th place with index of 54,3 points. - In 2023 Romania took 28th place with index of 56,5 point and Ukraine took 30th place with index of 55,2 points. Ukrainian and Romanian medical sphere achieved a minor growth in recent years, but reforming is a long process that needs systematic approach, structural changes and investments. The proposed project will tackle such common challenges of Chernivtsi oblast and Suceava county as: - low rate of investments in public health infrastructure comparing to EU average practice; - low accessibility to public health services; - constant or decreasing number of medical units and beds; - the need of upgrading of medical infrastructure; - low access of medical staff to trainings and possibilities to upgrade practical skills. Mentioned problems cause insuffient level of health services in both regions, that reduces resilience to negative factors and readiness of medical institutions to provide timely and quality medical care. These problems also apply to highly qualified medical care, such as neurosurgery and others. The project is aimed to solve this problem and to raise accessibility and quality of neurosurgical emergency care that is provided to children of Chernivtsi oblast and Suceava county. Neurosurgery is a relevant topic in the treatment of children, as it allows solving both birth defects and illnesses acquired as a result of trauma or others. Neurosurgical emergency care is very necessary for children as it can affect all further treatment and child growth. The expected changes are: 1) building of effective long-term partnership between CCCH, CJ SV, NGO BCDR and associated partners . Upgrading proffesional skills of medical staff both regions and joint capacity building will be achieved basing on stable cooperation of partners during project implementation and after its completion. Proposed collaboration of entities that play a cruisial role in development of emergency care to children of cross - border region (CCCH, CJ SV, ECCH), of NGO with experience in project management, organization of professional trainings and soft skills development, and of Medical University will significally influence quality of neurosurgical emergency care in Chernivtsi - Suceava region. This expected change will contribute to achieving: - output RCO 87 - Organisations cooperating across borders - 5 organizations. - result RCR 84 - Organisations cooperating across borders after project completion - 5 organizations. 2) Improved material base of cross-border region Chernivtsi - Suceava for providing neurosurgical emergency care to children in CCCH and ECCH. Neurosurgical equipment purchased within the project will allow CCCH and ECCH to provide highly qualified medical care and will significally raise accessibility to neurosurgical emergency care. This expected change will contribute to achieving: - output RCO 69-Capacity of new or modernized health care facilities - 370 100 persons totally. - result RCR 73- Annual users of new or modernized health care facilities - 309 700 persons totally. Population of Chernivtsi region (that is 890 000 permanent residents and about 87 000 of internally displaces people) and population of Suceava county (that is 640000 permanent residents and about 20 000 of refugees from Ukraine) will benefit from achieving of abovementioned outputs and results. The project proposes complex approach for improving of healthcate in cross-border region that includes infrastucture upgrading, trainings for medical staff and mutual experience exchanges , joint capacity building, harmonization of medical standarts and sharing own experience. In todays conditions cross-border approcach is needed as Chernivtsi oblast and Suceava county are acquiring the status of an important transport hub for the European transport system with constantly growing number of visitors, refugees. Due to the implementation of the cross-border project, qualitative emergency care will be provided from both sides of the border in case of need.

Actual Achievements (EN):

In the 1st reporting period the Lead Partner carried out a number of administrative and organizational tasks during the first reporting period. The project was officially registered by Secretariat of the Cabinet of Ministers (Ukraine) , and the project team was established at the beginning of project implementation. Communication and coordination with the Chernivtsi City Council are ongoing regarding the co-financing arrangements for the project. In addition, the project team has been working on the preparation of procurement procedures and the development of technical specifications for the equipment planned to be purchased within the project framework. For project visibility LP created a section on official web-site: https://mdkl.cv.ua/interreg-next Project partner 2 has awarded a services contract to ensure the visibility of the project (2 press releases and a TV spot). One press release was published in the reporting period on 24.09.2025 in the local press. This press release obtained the ex-ante approval registered with no.3456/22.09.2025. Suceava County Council ensured the visibility of the project also on the official web page of the institution. Also the project partner awarded a supply contract to purchase 2 laptops for the project team. The laptops were payed and are in use according to the application form.Partner awarded also a supply contract to purchase a photo camera for the activities envisaged in the project. The payment for the photo camera will be made in the next reporting period. For these IT equipments stickers were made according to the visibility rules of the Programme. These stickers obtained the ex-ante aproval and were posted on the equipments. The partner participated at the launching meeting that was held in Chernivtsi on 22.10.2025 organised by PP3. The romanian delegation consisted in 6 persons (5 members of the project team and the head chief of the neurosurgery department of Suceava Clinical Emergency County Hospital). With this occasion the project was officially launched and the topics covered related covered the medical field of pediatric neurosurgery from the partner countries. The meeting of the doctors laid the foundation for future cooperation within the project. Project Partner 3 devoted significant attention and efforts to organizational and administrative work, by creating a project team, studying and developing the organization’s approach to the Procurement Rules of the Interreg NEXT Romania–Ukraine Programme, and conducting a considerable number of procurement procedures for services and goods that will be essential for the further implementation of the project. In addition, the project’s information and communication campaign was launched during the 1st Reporting period. In particular, the project brand book was developed, establishing the visual identity to be applied across all information and promotional materials. Approximately 85% of the project’s promotional items were designed, produced, and received, to be further distributed among participants and stakeholders. Furthermore, the Project Launching Meeting was successfully organized in Chernivtsi, and regular publications have been ensured through the organization’s website and social media channels. One of the main areas of work of Partner 3 is to ensure the training component of the project. For this purpose an investigation of neurosurgery in the cross-border region has already been launched, the results of which will serve as the basis for developing the project’s training programme. In addition, a contract was signed with the project’s medical expert, who will address key issues related to medical training within the project framework. At the same time, preparations for the procurement of capacity-building expert services are already started. During the 2nd reporting period, the LP launched the procurement procedure for the purchase of equipment provided for in the project budget. The preparation and implementation of this procurement process became the main focus of activities and required significant organizational and administrative efforts. Medical and administrative personnal of LP were selected for project trainings according to the requirements of the project and started participation of project trainings according to project work plan. PP 2 concluded the contract for elaboration of the promotional materials to ensure the visibility of the project, namely: 1 roll-up, 1 billboard and 25 promotional sets. Also, for the travels of the experts within the project at the trainings in Chernivtsi was also concluded a service contract. During current reporting period procurement of the medical equipments was launched according to the national legislation in force. The procedure was launched in 23.02.2026 by the participation announcement no. CN1089981/23.02.2026 and the deadline for submiting offers in 25.03.2026. PP3 started the2nd reporting period with the completion of the investigation of pediatric neurosurgery in the Chernivtsi–Suceava cross-border region. The study was successfully finalized and published in open access. Its analytical approach allowed for the identification of the strengths and weaknesses of pediatric neurosurgery in the region, as well as an assessment of development prospects and compliance with European standards. Based on the results and recommendations of the investigation, and in close cooperation with medical expert and partners, Partner 3 initiated the development of the project’s training programme in the field of pediatric neurosurgery care. The programme is designed to address the most relevant topics for both participating hospitals and to contribute to the upgrading of professional skills among medical staff involved in emergency neurosurgical care for children. In February the first three-day training for hospital management representatives was successfully organized and conducted by PP3. The training focused on the topic “Strategic Management in Healthcare” and was aimed at strengthening the managerial and strategic planning capacities of hospital leaders involved in the project. The event provided participants with practical knowledge and tools related to strategic development, effective management practices, and modern approaches to healthcare administration. The project’s information and communication campaign, which was launched in the first reporting period, was continued. Regular publications and updates about the project’s activities were disseminated through the organization’s website, social media channels, massmedia ensuring ongoing visibility of the project and engagement with stakeholders and the wider public.

1HARD/4.1/10 "Emergency care for children of cross-border region" funded within the Joint Operational Programme "Romania - Ukraine 2014 - 2020" (EN) | In Feb 2021 - Dec 2023 Children's City Clinical Hospital (Chernivtsi, Ukraine) and Emergency County Clinic Hospital (Suceava, Romania) implemented a cross-border project and achieved the next results:
- improved medical infrastructure in cross-border region: in Chernivtsi was created children emergency department and hospital from Suceava purchased ambulance car;
- medical staff of both hospitals participated trainings and upgraded prpfessional skills in emergency care provoding;
- harmonization of protocols of providing medical care in Emergency Department of CCCH with EU protocols that are used in ECCH;
- establishment of cross-border telemedicine.
Results of the project improved healthcare systems from both sides of border and also created preconditions for further partnership. During common activities and discussions within previous project there were identified problems in emergency neurosurgical care to children in both regions. Identified problems in emergency neurosurgical care to children can be solved in proposed project.
Proposed project is a continuation of project "Emergency care to children of cross-border region" with a focus on neurosurgery. (EN)

Contribution to wider strategies and policies:

EUStrategyDanubeRegion The project aim corresponds to EU Strategy for the Danube Region and its Sectoral Objectives like: Improving access to primary health care (PHC) services, focused on measures of prevention and early detection and treatment of chronic diseases, Improving health infrastructure for primary, secondary and tertiary, of the skill level of medical professionals and the use of a service provision system adapted to modern technologies.
Proposed project will contribute to EUSDR and its Priority Area 0 Institutional Capacity & Cooperation.
EUSDR defines smooth cross-border emergency healthcare as a major contribution to better quality of life, in particular for people living in border regions.
Abovestated initiative is aimed on expanding inpatient treatment, promoting knowledge sharing among healthcare specialists, that will be achieved by the proposed project.
The context of the Danube Region Strategy addresses the significance of cross-border emergency situations and the trust required in people and services, that is described in the project and is a basic background for building of partnership with neighbouring cross-border regions.
Additionally, EUSDB underlines that effective cross-border cooperation must overcome language barriers, and provide harmonising or reconciling of administrative procedures, equipment and communication systems.
Within Medical reform in Ukraine it is allowed to use in hospitals medical protocols that are used in EU countries. Thus, in CCCH will be used EU protocols.
Other Proposed project will contribute to implementation of Chapter 22 of Association Agreement between the European Union and the European Atomic Energy Community and their member states, of the one part, and Ukraine, of the other part. First of all project will develop collaboration of Ukraine with EU country in the field of healthcare in order to increase the level of its safety and protection of human health. The proposed project covers next fields described in the Agreement: training of medical personnel, experience and information exchange in the in healthcare, joint activities of Ukraine and EU countries.
Proposed project contribute to Ukrainian Health Strategy until 2030 and its chapters:
- 5.5. Personnel resources of the health care system (HRS) - chapter
described omportance of training of medical personnel and preparation of managers for management of a medical institution who can make
personnel, financial and other managerial solutions. The project will provide upgrading of professional skills of doctors and capacity building of medical inctitutions, including uprading of managerial skills.
Other Proposed project will contribute to Interreg VI-A NEXT Hungary Slovakia Romania Ukraine 2021-2027 Programme and its Policy Objective 4 - ensuring equal access to health care and fostering resilience of health systems, including primary care, and promoting the transition from institutional to family-based and community-based care.
The Programme describes importance of cross-border exchange of knowledge, joint trainings, joint activities, development of cross-border cooperation in emergency care. Achieving of PO is planned also through building the capacities of the stakeholders in the healthcare sector to act effectively together and across the borders in epidemic and emergency situations. All abovementioned approached have place in proposed project.
