#CC. The common challenge of the program area that we are tackling together in this project concerns adult education and access to it for various categories of people. The project proposal fits with the European Union's fundamental approaches concerning adult education, the increase of employability levels, and the access to educational services for people with disabilities and disadvantaged groups. Both the European statistics, as well as those from Romania or Ukraine, indicate a low percentage of people included in LLL. Thus, according to Eurostat, in 2022, only 7.2% of the total adult population (25-64 years) from the NE region of Romania (RO21) participated in various trainings. It is 40% below the EU average. Concurrently, there is also observed an imbalance, in favor of men, in terms of participation in training courses (RO21 is on the 2nd place at the EU level). For the reference year 2021, a Eurostat survey showed that approximately 25% of people over 16 years old in the EU declared that they have a disability due to which they face either severe limitations or some limitations. In Romania, this percentage rises to 28%. Persons with disabilities face significant obstacles in accessing education, jobs, healthcare, sports, and culture. Only 50.8% of the persons with disabilities are employed, compared to 75% of those without disabilities. For people in this category, access is highly limited to various cognitive activities, personal development, travel (even in the region in which they live). #OO. Taking this situation into consideration, the overall objective of the project is to develop educational services in the field of adult education, improving equal access to these inclusive and quality services in education, training and lifelong learning through developing accessible infrastructure, including by fostering resilience for distance and on - online education and training. The project will promote the use and development of modern technologies for inclusive education. By creating these services and by using inclusive tools that will be made available to people from disadvantaged groups, the project will change the current situation by increasing the degree of adults adaptability to the changes of the labor market, by facilitating access to knowledge and cultivating a participatory feeling in the case of persons with disabilities or low incomes. At the same time, we will consolidate and diversify the cooperation between the two universities, between the communities of Suceava county and Ivano-Frankivsk region. #MO. The main outputs of the project will be a series of adults’ trainings, adapted to their local needs and the challenges of the labor market, correlating the requirements towards employees and their skills. Also, accessible educational products will be developed for people from disadvantaged environments or for persons with disabilities. Through these, we will assess the attractiveness of some video products, intended to satisfy the cognitive and inclusiveness needs of the targeted groups. Among those who will benefit from these results are employees from the local administration, public institutions, and the economic environment, but also the general public, people who need new skills, but also those who have limited or no access to the values of the historical, cultural and natural heritage. Also, the cooperation between the two universities will be of significant importance within the cross-border partnership and its development beyond the temporary limits of the implementation process, by concluding a new partnership agreement. #Ap. The approach we plan to take consists in identifying the optimal solutions to the shared challenges of the cross-border region and offering the most suitable answers to satisfy the needs of the target groups members on both sides of the border. The analysis of the existing situation in Romania and Ukraine manifests similar problems and only by combining the efforts of the two teams, the Romanian and Ukrainian specialists will we be able to provide appropriate outputs for the educational, cognitive and inclusiveness needs of adults. #Or. The project is original through solutions and products specific to the inclusive education that it will use or make available to the beneficiaries. The trainings will be compact and maximally adapted to the needs of the target groups, and useful even after the end of the project. Likewise, we will create original products that reduce or eliminate the lack of access to the rich heritage of the cross-border region for the people with disabilities or those from disadvantaged groups.

Expected Achievements (EN):

Improving equal access to inclusive and quality services in adults education, training and lifelong learning in cross-border region through developing courses and educational products for adult education, and accessible infrastructure, including by fostering resilience for distance and on-line education and training.

Joint Operational Programme Romania-Ukraine 2014-2020 (EN) | The obtained results and the experience gained in the implemented projects within this program will represent the foundation for new approaches to cross-border issues. Both partners have collected specific skills in the field of cross-border project management, including in crisis situations (pandemic, war), have built a close communication relationship and have expertise of in international teams. The equipment used in the previous projects will be capitalized and updated in accordance with the needs of the beneficiaries, priorities, and objectives of the Interreg NEXT Romania-Ukraine Program. The information offered by past project outcomes will contribute to a sustainable use of resources in a synergic process. (EN), Challenges from the pandemics: adult learning in Romania and Slovakia (project AdultLearningROSK) (EN) | For our project, we will have the AdultLearningROSK project outcomes as benchmarks for the development of teaching materials for the planned activities. Based on the analysis of the quantitative data and the interviews conducted with employers and employees and the review of the legislative and institutional framework governing lifelong learning in Romania, the formulated recommendations are outlined for increasing participation in training/professional training programs. According to employers and employees, the following factors that facilitate participation in continuous learning programs are relevant: offering courses that are free and take place during work hours, include both fundamental and transversal skills (digital, for example), contribute to better integration and social interaction at the workplace, and include employees from all levels, and not just from the management segment. Although the lack of time is considered an inhibiting factor from the point of view of participation (more than 60%), some respondents would consider participating in such programs if they were free of charge, if they can obtain a certification, or would lead to promotions within the current job or give them the opportunity to find another one. Thanks to the publication on the project website, we can directly access the deliverables and outcomes. (EN)

Contribution to wider strategies and policies:

EUStrategyDanubeRegion Our proposal will contribute to the achievement of the programme aims in the Priority Area 9 (PA 9) “People and Skills” at supporting cultural heritage in the Danube Region by financing activities related to the promotion of culture, promoting and encouraging the development of the cultural activities and creative sectors, joint valorization of cultural and historical monuments and objects, support for specific and traditional craftsman activities, important for preserving local culture and identity.
Practically, the project will contribute to the ACTION 7: Lifelong Learning and Learning Mobility:
- reducing brain drain;
- promoting adult learning (in view of access and quality) and second chance opportunities;
- fostering transparency, validation and recognition of skills and/or qualifications.
Other The project proposal fully fits the objectives set by the Romanian National Strategy for Adult Education 2024 – 2027:
1. Intensification of the role of partners/partnerships for the support and development of the strategic framework for professional training of adults.

The proposed project will be consistent with the actions aimed at achieving the goals of the training programs for the development of professional and transversal skills that allow the career progress of disadvantaged employees (who cannot keep up for various reasons or whose skills are no longer required and employees are at risk availability: part-time employees, employees at risk of in-work poverty, employees who have resumed their activity after a period of inactivity).
Other The project corresponds to the "Strategy for the Development of Higher Education in Ukraine for 2022-2032", to the operational goal 5.3 ("creating conditions for continuous learning (adult education), which is an important factor in personal and professional growth"), the main aims being:
- legislative provision and development of a new system of adult education, including persons close to retirement age.
- recognition of the results of non-formal and informal education in the formal education system, confirmation of professional qualifications.
- support of intellectual and creative discourses, social initiatives, and projects.
Other The project corresponds to the "Development Strategy of the Ivano-Frankivsk Region for 2021-2027", in particular operational objective 3.1 ("Ensuring equal access, improving the quality of medical and educational services and developing sports in communities") and operational objective 3.2. ("Development of social infrastructure and inclusion"). These emphasize the need to develop competencies and skills in the context of the requirements of the labor market, considering the needs of all population groups, and indicate that the development of the innovative economy of the region requires the training of highly qualified specialists (at the same time, the emphasis is on the implementation of the principles of lifelong education).
