Description (EN):

Project HEALTHERA aims to update and improve health services with great medical and social impact on regional communities. It builds its purpose on modernizing the medical facilities within Tulcea County Emergency Hospital (TBC Hospital) and Izmail City Central Hospital, which will greatly increase the medical support to local communities. The common challenge the project aims to overcome comes from the unstable regional socio-political climate, which started in February 2022, and greatly impacts the bilateral relations on both sides. Until this point, Tulcea County and Odesa Region, have taken part in many successful projects, the medical and health domain being predominant. We can admit that HEALTHERA is based on more precarious grounds, and its implementation will involve a deeper consideration of both regions' similar needs and objectives in terms of health services. Another significant challenge will be to get professionals and medical specialists involved in the project's activities, using their expertise towards project goals, and as target group representatives. The approach of the project is based on current societal needs and geopolitical context, covering a large area of purposes and scopes, skill improvement, and medical endowments. Throughout the implementation, Tulcea County Council as the Leader Partner (LP) aims to concentrate its efforts on procuring the best modern medical furniture for TBC Hospital (part of TCEH), and giving an edge in fighting against tuberculosis. The necessity is very stringent for the county, considering the involvement of the pathology and its implication to the communities' vulnerable categories. Presently TCEH(Tulcea County Emergency Hospital) lacks modern and sustainable medical systems that can offer a multiple range of medical processes, respecting the current modern protocols and regulations. The Executive Committee of Izmail City Council (PP2) acknowledged the necessity of providing modern medical equipment for Izmail City Central Hospital which will significantly improve the local and regional health services, covering a large spectrum of medical departments. The equipment will consist of 2 Non-invasive lung ventilator, 1 Diagnostic_Laparoscope, 1 Hysteroscopic tower, 1 Laser Diode and 1 Nephroscope. The equipment will greatly improve the quality of the medical act within the hospital and will foster a sustainable environment for providing safer and modern procedures to the patients, with better time management for consultation, hospitalization, and treatment. It is also mentionable that the involvement of medical specialists is mandatory, from two perspectives: from the cooperation standpoint, knowledge sharing, and from the capacity-building perspective. HEALTHERA aims a multitasking approach of the specialist's involvement - to foster new ideas and knowledge and to improve the shared medical skillset. Particularly, the essence of cooperation of TG2 and TG3 will be revealed during the 6 training workshops on "Cardio-pulmonary resuscitation - life support for adult patients" organized by LP in Tulcea County. It will be an extensive training with 20 attendees/training, out of which a minimum of 5 professionals/training will be from Ukraine (Izmail City Central Hospital or other health institutions from the Odesa region). The training will address best practices in the field, medical reaction protocols, practical methods to provide emergency reactions, practice on mannequins, tool descriptions, etc. It will be a great opportunity for professionals from both countries to share their knowledge and technical limitations and challenges, and thus to bridge further relations between countries. In the end, 90 medical professionals from Tulcea County and 30 from the Odesa region will be trained. In the end, the participants will contribute with their knowledge in building a network of cooperation, furtherly the specialists from Odessa region and Tulcea County will identify opportunities for cooperation in the current inter-regional relations, and to manage the common health necessities in the region. The joint cooperation of the project's partners will coordinate a promotional campaign, aimed at disseminating project’s scope and its benefits to citizens in both regions. 6 Informative seminars will be organized in Ukraine (Odesa region) by PP2, aiming to promote the project and cooperation between regions. The informative seminar will mirror the capacity-building activities in Romania, having the purpose of bringing information to Ukraining citizens about the benefits the HEALTHERA project brings in, and how the cooperation between the two countries has been mutually beneficial and prosperous.

Cross-border Health Infrastructure "Health Strategy" , EMS ENI Code HEALTH 4.1/1 (EN) | During the implementation of the CBC HI large infrastructure project (EMS ENI Code HEATH 4.1/1), by the end of its implementation it was concluded the document called "Health Strategy", of which objective is "by year 2035 to establish sustainable health cooperation and enhance access of the population from Odessa region and Tulcea County, to health care services" . The document synthesizes the most important necessities and opportunities at the regional level, of which all partner contributed. It
proposes a set of measures developed for sustainable solutions at cross-border level, at the health care level. Regarding the fact the "Health strategy" includes a spectrum of 4 assessed hospitals from both countries, the project HEALTHERA benefits from abefore-initiated path in terms of cooperation and usage of an established network of collaborators and medical infrastructure. The HEALTHERA project shares 2 partners (TCC andECICC) that were involved in the "Health Strategy" development, thus their
collaboration in a new project initiative that is HEALTHERA is based on a ground of expertise, mutual partnership, and focus on the development of a modern health system established with the most modern tools. (EN)

Contribution to wider strategies and policies:

EUStrategyDanubeRegion The HEALTHERA project will relevantly contribute to the EUSDR because its core of implementation focuses on cross-border cooperation for investments and knowledge exchange. Two of EUSDR pillars are relatable to strengthening and connecting the region, which is directly relatable to the cooperation
efforts of Romania and Ukraine towards similar objectives. The HEALTHERA project will serve a broad interest of involving policymakers, stakeholders and target group representatives, in the Danube Lower region, in order to align their efforts to the opening of new macro-regions in the future for the
advancement of Ukraine to the EU. The HEALTHERA project aims to alleviate investment differences between Romania and Ukraine, thus Tulcea County, as a region included in the EUSDR, can mediate an accessible transition for the Odesa partner region, from the Interreg NEXT program, into a larger
cooperation region, such as the one governed by EUSDR.
