Common Challenge: The Estonian-Latvian cross-border Military Heritage Tourism product faces accessibility challenges for specific social groups, hindering their engagement with historical content and full-fledged visiting experiences. School-aged youth struggle with comprehension, while people with restrictions, including visual impairments, mobility challenges, and claustrophobia, encounter sensory and physical barriers. Overall Objective and Expected Change: The project aims to jointly develop 4 accessibility solutions, pilot them and implement in 11 Estonian-Latvian military heritage tourism sites in the programme area to improve the existing Military Heritage tourism product accessibility for different social groups: school-aged youth and people with visual, mobility, and anxiety restrictions, and to carry out joint targeted marketing. Main Outputs and Beneficiaries: The project will improve the Estonian-Latvian Military Heritage Tourism Product by implementing accessibility solutions, incorporating accessibility information in marketing materials, and encouraging uptake of accessibility solutions across the Military Heritage tourism network sites. The outputs include tailored content for school-aged youth delivered through interactive and digital formats, and audio/video/augmented reality solutions for individuals with visual impairments, reduced mobility, and claustrophobia. Beneficiaries include the aforementioned social groups, as well as stakeholders in the Military Heritage tourism network, enhancing their awareness and knowledge of accessibility in tourism sites. Approach and Cross-Border Necessity: The cross-border approach is vital due to the interconnected nature of the Military Heritage tourism product. Accessibility challenges span both Estonia and Latvia, particularly in rural areas. The approach involves sharing best practices, establishing consistent accessibility approach, and joint marketing efforts. Collaboration enables the exchange of experiences, enhances accessibility standards, and expands promotional reach, ensuring a comprehensive solution for the entire program area. Implementation Approach: The project unfolds in three work packages (WPs). In WP1, partners form working groups, addressing target social groups and jointly developing solutions. Input from various stakeholders, including accessibility experts and representatives of the target audience, as well as joint piloting of the solutions ensures relevance. WP2 involves implementing solutions across 11 sites in Latvia and Estonia. WP3 focuses on joint marketing and publicity events to disseminate project outcomes widely and reach the target social groups. Conclusion: The project seeks to bridge accessibility gaps, making military heritage sites more inclusive for diverse visitor groups. By combining tailored content with innovative formats, the initiative strives to create engaging experiences for school-aged youth. Simultaneously, solutions for individuals with restrictions aim to overcome sensory and physical barriers. The cross-border approach facilitates knowledge exchange, enhances accessibility standards, and promotes joint marketing efforts, ultimately contributing to a more accessible and enriching Military Heritage tourism experience in the Estonian-Latvian program area.

Actual Achievements (EN):

LC organized partners' kick-off meeting on 30.09.-01.10.2024 in Riga, Latvia, where project activities were discussed, partners presented the planned solutions and investments, and next tasks were agreed. As part of the meeting was excursion in The Latvian War museum, where it was possible to get to know the museum's offer for school groups. Agenda, presentations, lists of participants and photos from kick-off meeting available in report section "Project report annexes", file "Kick-off_meeting_20240930-1001.pdf". Project management group has been established. Some of the PPs participated in Est-Lat info seminars in Tartu on 11.09.2024, and in Riga on 12.09.2024. A table for planning the partner working groups for joint solution development on Google docs has been created and shared with partners. Partners are planning to start meetings in next periods. Work with planning the international workshop has begun by LC and ERTO. LC has prepared draft agenda. RLC, SALM and HiiuMil has started a work with improvement of their sites with accessibility solutions. Militaryheritagetourism.info site upgrades to prepare for planned changes has been started by LC. The work with Printable Baltic Military Heritage tourism map has been started. LC in cooperation with ERTO, ESM, and HiiuMil updated military heritage tourism information for Estonia, for Kurzeme, Riga and for North-Latvia. Project information on PPs web sites provided; A3 posters placed at all PPs premises. LC prepared and sent out press release on 02.08.2024 informing about the new "Improved Accessibility of the Latvian-Estonian Military Heritage Tourism Product" project. ERTO translated and sent out the press release on 05.08.2024. Also RLC prepared and sent out press release on 07.10.2024 about starting the project. LC participated in 2 Lat-Lit program project "Military Heritage II" events - regional info seminars in Latgale on 30.07.2024. and in Zemgale on 12.09.2024 where participants were introduced with MIL-HER ACCESSIBLE project. A shared table for Partner working groups for joint solution development has been updated. Partners communicate with each other to discuss meeting opportunities and/or joint solutions. Joint activities with partners will continue in next reporting period. LC has prepared the tables for collecting educational military heritage programs for school-aged youth, and PPs have updated information about existing programs for school aged youth. LC together with ERTO organized the international workshop "Integrating Military Heritage into Tourism and Education" with a study tour for international speakers in Vidzeme region on 09.01.2025 and workshop in Riga on 10.01.2025. This event was combined with Lat-Lit programme project "Military Heritage II" where military heritage tourism product was presented at themed event - Christmas battles memorial event on 11.01.2025 at Christmas Battles Museum, where partners and SMEs from Estonia also participated. The workshop on 10.01.2025 was attended by historians, educators, and military heritage tourism professionals from the Baltic countries and other European countries. The event addressed the collaboration among history, education and tourism, aiming to make history education more engaging and accessible for younger audiences, especially school-aged children, by incorporating military heritage site visits and programmes into school curricula. KGB is initiating a meeting with school aged youth to test audio guide content, which will take place in next project period. RCL organized a meeting with representatives of the Latvian Society of the Blind and guides on February 08, 2025, and a guided tour demonstration of the Līgatne Secret bunker for people with visual impairments took place, which was followed by a discussion with specific recommendations for improving the content of the tour and the accessibility of the environment for the specific target group. SALM organized a meeting with pupils at Läänemaa Ühisgümnaasium on the 30th of January 2025. Young people and the teacher agreed to be a test group for creating a new attraction at Railway and Communication museum. RLC, SALM and HiiuMil continued a work with improvement of their sites with accessibility solutions. KGB, SNP, ESM, EAM, and ERTO started a work with site improvements. Teachers of history and national defense from Estonia participated in international workshop in Riga on 10.01.2025. LC prepared and shared with partners press releases in EN/LV about international workshop on 10.01.2025. Partners distributed information about the workshop in Riga on 10.01.2025 on their own communication channels – websites, social media accounts etc. Baltic Military Heritage tourism map has been prepared and printed in Lat-Lit programme project "Military Heritage II". MIL-HER ACCESSIBLE project and activities were presented during PPs’ events: Interreg Latvia-Lithuania programme project "Military Heritage II" seminar-national event organized by LC on 27.02.2025; LC representative participated in travel fair "Balttour" session "Traveler Stories" on 07.02.2025 presenting the Military Heritage Tourism product; ERTO had annual meeting on November 27, 2024. LC and ESM participated in Estonia-Latvia program Visibility Guidelines Info Session on 18.02.2025. During the reporting period, partners worked actively on improving accessibility and youth engagement within military heritage tourism. Collaboration was strengthened through joint meetings, site visits, testing activities, and development of new educational and digital solutions. On 7–8 April 2025, a joint partners’ meeting took place in Hiiumaa, Estonia, with all partners presenting progress, exchanging experiences on accessibility solutions, and discussing ways to engage target groups. A special session was dedicated to joint solutions. Additional online meetings in March-June brought together ESM, EAM, SALM, SSS, and HiiuMil to address accessibility for different audiences: schoolchildren, visually impaired visitors, and people with reduced mobility. Several partners, cooperating with each other, worked with schools to align project activities with curricula and attract student participation. CNUTA initiated cooperation with local schools and teachers to engage pupils in developing and piloting new offers linked to the theme of deportations. SSS carried out school visits in Saaremaa and Muhu to identify interested school groups. ERTO surveyed Estonian teachers and contacted LOMB how to improve the ways to present military heritage to students and to explore cooperation with teachers. SALM also tested a Cold War–themed questionnaire with pupils. KGB developed the first draft of a theatrical audio guide script for Karosta Prison, testing it with 9th-grade students and teachers. The pilot showed high engagement, and feedback will be used for improvements before further testing. SNP completed historical research and prepared multilingual audio files, with testing planned together with a disability association. EAM advanced work on descriptive texts and text-to-speech audio guides in Estonian, English, and Latvian, and audio guide available in Estonian and English is actively used by museum visitors. HiiuMil began preparations for a film on the “Last Battle on Hiiumaa” in cooperation with EAM, SSS, and re-enactors, and shared accessibility guidance with RLC on claustrophobia. ERTO piloted a youth game at Orjaku Military Harbour, co-creating ideas with local schoolchildren. LOMB established an internal expert group focusing on educational, interactive, and age-appropriate content for school-aged youth, supported by field visits and expert meetings. RLC prepared technical specifications for a virtual tour, including accessibility for visitors with claustrophobia, while collaborating with psychiatric and museum education experts. ESM initiated work on an accessible exhibition and infrastructure improvements, and also began developing a mobile-friendly educational platform. Partners actively visited each other’s sites and exchanged expertise. LC visited EAM during Aviation Days to review and test audio guides together, also ERTO visited Estonian Aviation Museum. LOMB conducted a study visit to military heritage sites in Latvia to support research and content development. ESM drew inspiration from museums in Tartu for accessibility and interactivity. LC coordinated partner activities and updated the Military Heritage Tourism website with new educational programs. Accessibility icons were added to highlight suitability for different social groups. Militaryheritagetourism.info continues to expand with new sites and stories. Printed Baltic Military Heritage maps from a LAT-LIT project were distributed, with updates planned under this project. Project news and activities were shared across partner websites, social media channels, and the Military Heritage Tourism Facebook and Instagram accounts. During the 4th reporting period, partners actively worked on investments, accessibility solutions, educational solutions, and digital tools, while strengthening cross-border cooperation and knowledge exchange. LC monitored and coordinated the organisation of working groups and partner cooperation. A key event was the partners’ meeting held in Riga on 22–23.09.2025. All partners presented progress in site improvements, accessibility solutions, and target group engagement. Dedicated working groups focused on accessibility for visually impaired persons and for school-aged youth. The accessibility session for visually impaired persons, led by expert Līga Ķikute, provided practical guidance on inclusive solutions, while LOMB introduced methodologies for working with students. The meeting strengthened cooperation and generated ideas for further developments. KGB organised experience exchange visits (23–26.08.2025) with RLC, SALM, and LOMB to improve the Karosta Prison audioguide and share approaches to educational solutions. The second draft of the theatrical audioguide script was completed, integrating feedback from trial runs and partner discussions, with a second youth testing planned. KGB also continued cooperation with local schools to integrate activities into history curricula. RLC engaged students through the “Latvian School Bag” programme, collecting feedback to develop more interactive educational offers. Texts were prepared for a virtual tour for visitors with claustrophobia, and practice-based audio advice for guides working with visually impaired visitors was developed and shared with partners. Cooperation with KGB and CNUTA supported educational content. SNP tested audio materials at the Zvārde site with a disability association and LC, receiving positive feedback. A contract was concluded for the development of a mobile application. SNP and EAM closely cooperated on development of audio files. CNUTA signed an agreement for content development related to the Melānijas Vanagas Museum. SSS progressed with a youth restoration training programme and cooperated with EAM on audio guide solutions, while contributing to HiiuMil’s film “1941. Last Battle on Hiiumaa.” SALM worked with local pupils on Cold War research-based questionnaires and exchanged experience with KGB. ESM tested a map-based application, continued development of the Estonian Military Academy exhibition. EAM expanded and tested its multilingual audio guide, improved website accessibility information, conducted testing with disability organisations. HiiuMil continued film production and content development, while ERTO maintained coordination with the Orjaku Military Harbour site and presented teacher survey results. The work with Baltic Military Heritage tourism map has been started in cooperation with partners. Preparations for a Pan-Baltic conference began. Project visibility was ensured through social media activities and partner websites, and joint communication via Military Heritage Tourism social media channels. Overall, the period demonstrated strong cooperation, inclusive solution development, and steady progress in site improvements and educational innovation.

Latvian - Estonian Common Military Heritage Tourism Product (MILHER) (EN) | The MIL-HER ACCESSIBLE project will improve, in terms of accessibility, the Estonian-Latvian cross-border Military Heritage Tourism product developed under the MILHER project. Site improvements for accessibility will be made in 11 of the sites which are participating objects in the military heritage tourism product network. Their experience will be disseminated for eventual uptake to network members - 657 military heritage objects in Latvia and Estonia. The Military Heritage Tourism Product Development Guidelines will be updated with accessibility topic, based on the MIL-HER ACCESSIBLE project findings and results. The Military Heritage Tourism web platform will be updated with information on accessibility in tourism objects. Extending the Baltic military heritage tourism product in Lithuania and South Latvia (Military Heritage II). (EN) | Both projects will work in synergy to build a joint pan-Baltic military heritage tourism product. Each project will operate in their respective programme territories without overlapping. The Military Heritage II project activities and investments will take place in LAT-LIT programme territory. The MIL-HER ACCESSIBLE project activities and investments will take place in EST-LAT programme territory.
Due to their common history, the Baltic States are regarded as a single destination for tourists on military heritage tourism map. Still, the present territorial coverage of the Baltic military heritage tourism product does not reveal the full story. South Latvia and Lithuania are missing in the picture. There is a challenge to develop a common integrated cross-border themed tourism product. The overall project objective is enhancing the role of military heritage tourism in economic development by extending the Baltic military heritage tourism product in Lithuania and South Latvia. Ca 300 military heritage objects in LAT-LIT programme territory will be integrated in the Baltic military heritage tourism product, multi-day military heritage touring routes with tourist services set up, objects in South Latvia and Lithuania added to the Baltic military heritage tourism web platform. Forest and Coastal Hiking Trails' accessibility improvement for different social groups (Accessible Hiking Trails). EUStrategyBalticSeaRegion The project contributes to the EUSBSR objective Connect the Region and sub-objective Connecting people in the region. Implemented through collaboration between partner organizations, each entity engages with the general public as part of its regular communication practices. By emphasizing the accessibility topic in tourism, the project activities aim to foster connections among people in Latvia and Estonia, addressing challenges and implementing solutions relevant to both countries and the cross-border Military Heritage Tourism product.
Anticipated outcomes include increased societal attention to accessibility issues, sparking cross-border exchange on implementing diverse accessibility solutions across the pan-Baltic military heritage tourism network. The collaborative efforts of project partners started during the project preparation phase, where all partners contributed ideas for accessibility solutions and aligned their approach. Project activities are designed to engage all partners, encompassing not only the implementation of accessibility solutions and site improvements but also active exchange, participation in joint solution development, engagement with social groups, and collaborative development of marketing strategies and activities.
Project partners are committed to disseminating information about their contributions to the EUSBSR, expanding their networks, and maximizing project results. The project aims for its outputs to be adopted by organizations beyond the project partnership. In this context, the project aligns with the EUSBR Action Plan - Connect the Region and its sub-objectives of connecting people in the region and improving the global competitiveness of the Baltic Sea Region.
