The “IS HI interactive culture” project will contribute to the specific objective 2.3: Enhancing the role of culture and sustainable tourism in economic development, social inclusion, and social innovation of Interreg NEXT Romania-Republic of Moldova 2021- 2027. The project will invest in the cultural and historical heritage through intense collaboration between the partners on both sides of the border and innovative social-cultural activities in the restored cultural institutions. The partnership between Iasi County Council and Hincesti District Council aims to use the financing opportunity offered by the Programme, based on their expertise in managing local cultural activities individually and jointly. The project partners have identified common solutions for common issues, such as the limited financial allocation of the institutions for investing in heritage sites, the low awareness on heritage values by the population, and the scarce interaction between specialists to create some events/products with cross-border impact. Considering the major role of museums in promoting sustainable tourism, both locally and nationally, supporting their restoration and building capacity is an essential stake. The project's overall objective is to improve the capacity of Iasi County and Hincesti District for the development and management of tourist products in the cross-border area. According to the Organisation for Economic Co-operation and Development, 40% of global tourism has a cultural dimension, and the cultural heritage is a key resource for the sustainable development and social cohesion of the communities. The cultural heritage also contributes significantly to creating jobs (on average, 13.1 tourists create one job in Romania) and to the economic growth of the HORECA sector and tourism-related services. In 2018, the Romanian Government declared tourism as a priority sector, a booster of the economic development at local, regional, and national levels. However, less than 20% of the cultural heritage monuments are in good or average preservation status. Therefore, their adequate rehabilitation and restoration is a priority. The rich cultural heritage of Iasi County and Hincesti District can be better enhanced for tourism purposes. The specific objectives of IS HI interactive culture are: - enhancing the specific activities of the cultural site "Mihail Sadoveanu" Museum (The house with a tower) and the architectural site "The Hunting Castle" from Manuc Bey Historical and Architectural Complex, - increasing attractiveness of the local cultural heritage by changing the paradigm to new behaviour and values through cultural and informative activities. Both the cultural objective Sadoveanu Museum in Iasi, and the architectural monument the Hunting Castle in Hincesti, through investment in their physical infrastructure and innovation of cultural activity and cooperation in a cross-border institutional framework, can become important attraction points for culture consumers, contributing to an increase of at least 20% in the number of visitors. After the project implementation, using the information from the guide “New approaches, new public” drafted within the project, two rehabilitated sites will also have a better digital presence, guided tours in several languages, digital tours, documentaries, and tour packages for neighbouring destinations. The tourists and the local communities will be the main beneficiaries of the project's results, along with the local authorities and the cultural institutions. The outputs and deliverables of the project will be used by the project partners and the associated institutions after the project implementation, ensuring a lasting effect on the cross-border area and the target groups. The project’s solution directly addresses the needs of the target groups and the final beneficiaries by rehabilitating the cultural heritage monuments on both sides of the border, bringing positive changes to these needs in the medium and long term.

Enhancing the specific activities of the cultural site "Mihail Sadoveanu" Museum (The house with a tower) and the architectural site "The Hunting Castle from Manuc Bey Historical and Architectural Complex, ensuring publicity of the project to increase attractiveness of the local cultural heritage by changing the paradigm to new behaviour and values through cultural and informative activities.

EUStrategyDanubeRegion The area of the Interreg Next programme is covered by the EU Strategy for the Danube Region (EUSDR), which includes 14 countries along the Danube, including Romania and Moldova, hence the proposed project area.
The proposed project corresponds to Priority Action 3 Culture and tourism, from people to people, respectively contributes to ensuring the sustainable conservation of cultural heritage and natural values by developing networks of museums and increasing the number of visitors in the Danube region.
SeaBasinStrategyBlackSea The proposed project fits Goal II: A competitive, innovative and sustainable blue economy for the Black Sea, Priority 1: Foster innovative business models, stimulate research and innovation, and sustainable growth and up-to-date jobs. Actions: 5) Tourism. Other EU WORK PLAN FOR CULTURE 2023-2026 - The project creates synergies with at least the following areas of the European Plan: - Artists and cultural professionals: strengthening the capacity of the cultural and creative sectors – The project proposes the rehabilitation of two cultural objectives, where cultural events will be organized that will create an environment that ensures fair working conditions for all cultural and creative professionals, so that more voices within this independent and dynamic sector can be heard.
- Culture for People: increasing cultural participation and the role of culture in society – The project will contribute to the development of the role of two cultural institutions in the programme area. Cultural institutions play a key role in strengthening democracy and social welfare by reaching out to the whole community, ensuring affordable or free access to knowledge and information in full respect of intellectual property rights, improving media literacy, creating common ground for dialogue and debate, and thus by strengthening social integration and community engagement and ultimately helping to tackle disinformation, hate speech and fake news.
Other Development Strategy of Iasi County 2021-2027 - The project proposal falls under Priority 1 - Development of a competitive economy, Development Direction 1.3.Development of sustainable tourism, cultural sector and creative industries in connection with the valorization of cultural heritage.
Other THE SOCIO-ECONOMIC DEVELOPMENT STRATEGY OF THE HINCESTI DISTRICT 2021-2027.
The project can be found in the Action Plan of the Strategy, the name „Restoration of the Hunting Castle”, STRATEGIC OBJECTIVE 4: EDUCATION, CULTURE, TOURISM AND INCREASE VISIBILITY. OF THE SECTOR, domain 3: Remediation and modernization of infrastructure and tourist destination objects. During the years 2013-2020, 2 important projects were carried out to rehabilitate the buildings within the complex, which demonstrate the seriousness of the authorities, but also the ability to attract financial resources. We mention that the rehabilitation of this complex is still positioned at the top of the Action Plan of the future strategy, revealing the importance of this heritage object, which the district authorities see for the development of the district's tourism and economic fields, as a whole.
Other Strategy „Europe 2020” - The Europe 2020 strategy emphasizes smart, sustainable and inclusive growth as a way to overcome the structural weaknesses in Europe's economy, improve its competitiveness and productivity and underpin a sustainable social market economy.
The present action will contribute for Flagship Initiative proposed by the Strategy: "An industrial policy for the globalization era", namely – To enhance the competitiveness of the European tourism sector.
