BUILDING RESILIENCE AROUND COOPERATING COMMUNITIES

This project mitigates for increasing people-to-people actions and cross-border cooperation in community initiatives in Timiș, Arad and Csongrád - Csanád Counties, by strengthening the resilience of local rural communities and citizens, especially pupils, teachers, volunteer servants, through building reaction capacities and first aid skills training and tackling CB health insurance in the Euroregion, in order to pave the way to future, more structured, community-led interventions. BraCC stands for: Consolidation of disaster preparation and management capabilities by purchasing and making available for P2P actions the VR Fire Extinguisher Simulators, first aid family QPCR manikins, Heimlich maneuver vests; Nurturing the P2P contacts, cooperation and the CB culture of prevention and well-being by surveying health insurance systems in the neighboring countries - both in the case of outpatient and inpatient care - and by enabling virtual and classic training modules / joint practicing events for skills development in fire extinguishing, first aid granting, Heimlich maneuver granting by volunteer servants, intervention volunteers, pupils and teachers, and generally speaking civilians from Timis, Arad and Csongrad-Csanad Counties; Integration and use of project communication platform and raising awareness campaigns as digital engines to market for financing program and authorities, project vision and its key messages; Subsidy contract adequate and sustainable execution. This project turns its focus upon following financing Programme types of actions: Cluster action 1. Planning and data 1. 1. Small-scale cross-border studies on barriers to cooperation Cluster action 2. Capacity building 2. 1. Exchange of experience, peer exchanges and participation in small-scale joint events 2. 3. Other people-to-people actions, promoting trust and cooperation among communities. Under joint coordination, financial and communication partnership adopted strategies, BRACC is proposing the execution of following P2P actions: - A total of 29 days of raising awareness with 1670 P2P participations, are set to reach cross-border partner counties rural settlements and people, grouping: o volunteer servants training on virtual fire extinguisher use (10 sessions x 1 day x 12 CB volunteer servants and intervention volunteers / session); o pupils and teachers training on first aid (10 sessions x 1 day x 25 CB pupils and teachers / session); o first aid Caravan (3 days of Caravan, reaching CB rural settlements and 600 citizens at least); o building reaction to disasters, climate change acknowledgement, horizontal principles information and dissemination Caravan (3 days of Caravan, reaching CB rural settlements and 600 citizens at least); o pupils CB competitions / contests on first aid skills (CB competitions over 3 days, involving at least 100 CB pupils) - Conception and dissemination of a study that will set up a gap-filling model on how to organize both the local (GP) CB and the outpatient CB emergency care between the HU settlements from Csongrád-Csanád and the RO settlements from Arad and Timis counties. - Conception and dissemination of 3 min AUDIOBOOK (building reaction in case of disaster, climate change repercussions upon human life) for blind/low vision youth / people - Conception and dissemination of 3 min VIDEO (building reaction in case of disaster, climate change repercussions upon human life) for youth / people with low hearing acuity - Integration and use of project social media platform as digital engine to market / to campaign for financing program and authorities, project vision and its key messages, grouped in emergency situations educative audio, video and text input addressed to 3 counties population, targeting further youth involvement and gender mainstreaming in civil protection joint actions. This project softcore, P2P actions, will be underpinned by the project acquired equipment: 2 VR Fire Extinguisher, 2 Little Family Pack CPR, 2 Rapid Response Choking Training Vest, 2 TRAINING VESTS FOR QUICK RESPONSE in Case of Suffocation for children aged between 5 and 12 years BRaCC outputs: PARTNERSHIP for P2P ACTIONS - 2 organisations; P2P PARTICIPATIONS and IMPACT - 1697 in total grouping: 10 training sessions x 1 day x 12 CB volunteer servants and intervention volunteers / session; 10 sessions x 1 day x 25 CB pupils and teachers / session; CB competitions over 3 days, involving at least 100 CB pupils; 2 Caravans ( First Aid and Building Reaction) to reach 1200 citizens from CB rural communities in 6 days; These participations are completed by: 2 project forums, 4 meetings, 3 plans, 6 reports, 8 equipment, 1 study; 1 media campaign; 2 inclusive materials. Project vision is thus to achieve a high level of protection against disasters by preventing or reducing their potential effects, by improving CB resilience and cooperation between emergency situations stakeholders, based on intensified P2P sectorial actions.

Within the above mentioned period, following the successful conclusion of the Project Subsidy Contract, LP1 Co financing Contract, LP1 Advance Payment Request and PP2 Advance Payment Request at national level, both project partners turned their focus on initiating project management and carrying out the necessary administrative activities needed for project technical and financial implementation. Project Implementation Committee (PIC), composed of all project team members, and Project Joint Steering Committee (PJSC), composed of partners legal representatives, are operational at the project level to ensure the effective implementation of the project as detailed in the AF. AO1 AVSUPC’s team is preparing to perform, alongside LB, the project educational training activities foreseen. Within the above mentioned period, following the successful conclusion of the Project Subsidy Contract, LP1 Co financing Contract, LP1 Advance Payment Request and PP2 Advance Payment Request at national level, both project partners turned their focus on initiating project management and carrying out the necessary administrative activities needed for project technical and financial implementation. LP 1 has acquired all the envisaged project equipment, this equipment being ready and functional in the purpose of P2P actions implementation. At PP2 level, following the procedure carried out, a procurement expert was successfully contracted. The selected entity is Nagymihály Law Office. After the contract was signed, preparatory work for the procurement of the CB Health Study was initiated. As part of this process, the content of the Terms of Reference (ToR) for the procurement procedure was defined. In the upcoming reporting period, activities will focus on launching the procurement procedure for the CB Health Study and then on the Study will be formulated.
