Description (EN):

The ADAPTAGRI is a collaborative initiative aimed at addressing the common challenge of enhancing resilience in agriculture and mitigating the impact of climate change in the programme area, which includes Turkiye, Greece, and Bulgaria. These countries face various challenges such as decreasing precipitation, water scarcity, longer droughts and heatwaves etc. in their agricultural sectors caused by climate change. The project focuses on smart and green production techniques in field crop agriculture to increase resilience and adapt to climate change. The geographical focus of practical activities is the regions where three of the partners operate, i.e. Thrace region of Turkey (Tekirdağ, Kırklareli and Edirne), Evros region of Greece, and Dobrudzha region of Bulgaria. On the other hand, the project will enlarge its impact field to the whole of BSB through various activities. The overall objective of the ADAPTAGRI project is to develop and implement innovative solutions that promote smart and green practices in field crop agriculture, leading to sustainable and resilient food production systems. The project seeks to bring about a significant change in the current situation by improving environmental sustainability while enhancing the sustainability in agriculture. To achieve these objectives, ADAPTAGRI will deliver a range of outputs and results. These include the establishment of the BSB Platform for Smart and Green Recovery in Agriculture, which will serve as a collaborative space for stakeholders from the partnering and other countries to come together, exchange knowledge, and share experiences. The project will conduct comprehensive research and analyses to provide insights into the current situation, identify needs and challenges, and explore best practices in the field of smart and green practices in field crop agriculture. This will involve literature reviews, assessments of the existing conditions, and identification of successful case studies and best practices. Based on the research findings, the project will work on analyzing research and data to influence policy-making processes. It will contribute to the development of local and national policy proposals that align with the principles of smart and green agriculture. Collaborative action plans will also be developed at regional and interregional scales. ADAPTAGRI will establish a comprehensive database of funding sources related to smart and green agriculture, providing information on available funding opportunities, grants, and support programs. The project will organize webinars and events to disseminate information and facilitate access to funding opportunities. The lead partner, Trakyaka, will also develop financial and technical support programs to be implemented in its region, which are expected to serve as a model practice in the field. The project will develop informational materials, including digital brochures highlighting sustainable farming practices and smart technologies in field crop production. An informational video focused on smart and green field crop production will be produced to reach a wider audience. To enhance capacity and knowledge exchange, the project will organize technical training programs for farmers, agricultural professionals, and stakeholders. A joint network of mentors will be established to provide guidance and support to farmers throughout the project area. Through these outputs and activities, ADAPTAGRI will benefit a wide range of stakeholders, including farmers, agricultural professionals, policymakers, researchers, and local communities. The project's transnational cooperation is essential for its success as it is established based on complementary sectoral aspect and brings diverse perspectives, expertise from different countries. This transnational cooperation will foster cross-border collaboration to support climate change adaptation and resilince in agriculture, accelerate the adoption of smart and green agricultural practices, and contribute to the development of a resilient and productive agricultural sector in BSB, starting from Turkiye, Greece, and Bulgaria.

Expected Achievements (EN):

The specific objective of this project is to enhance knowledge and adoption of smart and green practices in the agriculture of field crops, leading to improved resilience and climate change adaptation in BSB. This objective will be achieved by conducting training and capacity-building activities, disseminating information through various channels, and promoting the adoption of smart and green farming techniques among farmers and stakeholders. The effectiveness of the project's efforts will be measured through pre and post-surveys to assess the level of awareness and adoption of smart and green practices among target groups in the project's regions. By the end of the project lifetime, it is expected that a measurable increase in knowledge and adoption of these farming practices will be observed, contributing to the overall goal of promoting smart and green production in the agriculture of field crops.

Cross-Border Alliance for Climate-Smart and Green Agriculture in the Black Sea Basin (AGREEN) (EN) | The ADAPTAGRI project has the true potential to create synergies with the AGREEN project - an initiative led by DABS and implemented in the framework of the BSB 2014-2020 programme in the period 1.09.2020-30.05.2023. It covered 6 BSB countries, incl. Bulgaria, Türkiye and Greece. It aimed to and successfully managed to build capacities for networking and transnational knowledge transfer of the development of clime-smart agriculture in the Black Sea Basin, in view of increasing the trade opportunities, economic and social performance of the sector as a development driver in the Black Sea Basin.
The AGREEN project has delivered some sustainable outcomes that would provide a valuable starting point and direction for the ADAPTAGRI activities and thus, will boost-up the effects of the 2 initiatives. That include:
(a) established and well functioning community of practice (COP) and an Alliance - whose members have interest in sustainable agriculture in the BSB, and will be invited to participate and contribute to the BSB Platform for Smart and Green Recovery in Agriculture;
(b) the AGREEN feasibility study of the state of art and potential of climate-smart agriculture complemented with a data-base and map of climate-smart agricultural practices
and crop models from the Black Sea region shall serve as a valuable starting point for the ADAPTAGRI activities and will significantly contribute to the Research and Analyses that are to be carried out in ADAPTAGRI.
(c) the experimented and described 3 climate-smart crop models, adapted to the environmental, social and economic conditions in the BSB region will provide insights for the project as a whole andfor the Research and Analyses activities.
(d) the developed AGREEN Internet platform for liaising sustainable producers will provide important knowledge regarding the preferences and the needs of the potential users of the BSB Platform for Smart and Green Recovery in Agriculture and will also ensure some lessons learnt.
(EN), CAP for Sustainable Growth: Mission Possible (EN) | In the period 01.06.2016 – 31.05.2017 DABS have implemented an information campaign „CAP for Sustainable Growth: Mission Possible“ in order to improve the public understanding of the new role of Common agricultural policy (CAP 2014-2020) regarding sustainable development and its contribution for a more balanced development of the rural areas at the Bulgarian-Romanian cross-border region (municipalities on both sides of the Danube river).
The specific objectives of the information measure were:
(i) to redefine the public debate in Bulgaria by drawing attention to the important social functions that the CAP confers on farmers;
(ii) to raise awareness and to communicate of the key messages of CAP regarding sustainability of agriculture;
(iii) to facilitate a rapid and sustainable shift towards a sectoral policy that links agriculture to sustainable development and the provision of public goods such as environmental conservation and food security.
The good policy understanding, established interactions with policy-making bodies and farmers can inform and support the ADAPTAGRI activities, and in particular
those related to Development of Policies and Strategies. Moreover, the relations and effects generated by CAP for

"The Productive SMEs of Trakya Region" project, which was implemented by the Thrace Development Agency to contribute to the socio-economic development of the Thrace region, aims to increase the energy efficiency and process productivity of the SMEs operating in the manufacturing industry in the region and to encourage
efficiency-oriented production in the Trakya region.
Trakya region is one of the economically prominent regions of Türkiye in terms of the density and volume of industrial activities. For this reason, efficiency emerges as a key environmental and economic issue for the development of the Thrace region.
“The Productive SMEs of Trakya Region" project, financed within the framework of the financial cooperation of the European Union and The Republic of Türkiye, and is supported under the Competitive Sectors Program run by The Ministry of Industry and Technology of the Republic of Türkiye.
The aim of this contract is to improve process and energy efficiency of SMEs and to promote an efficiency-oriented production in the manufacturing industry in TR21 Thace Region. The contract is composed of two pillars: Increasing knowledge and awareness on process and energy efficiency of SMEs, and developing cooperation among regional relevant stakeholders.
The experience gained in this project about the effect of smart and green approaches in industry is capitalised on in the design and development of ADAPTAGRI project by adapting them to the agricultural sector. (EN), Tourism Paths of the Black Sea Region (EN) | In the period 01.01.2014-31.12.2015 TDA has implemented the "Tourism Paths of the Black Sea Region" under the ENI CBC-BSB Programme. This project focused on establishing cooperation between partner organizations to achieve
economic, social and touristic development based on shared resources.
ADAPTAGRI benefits from successful collaboration and networking experience gained during this project. (EN), Provision of Career Services through Multi-stakeholder Approach (EN) | In the period 07.2016- 10.2018 TDA has coordinated Provision of Career Services through Multi-stakeholder Approach project with the budget of 3.672.680. The purpose of this project was to ease students/newly-graduates’ transition to the world of work through career services at the universities in the TR21 Trakya region.
The TDA has implemented this project with cooperation of partners and stakeholders including Chamber of Commerces, Universities, Municipalities etc. Thereby, ADAPTAGRI project benefits from management, successful collaboration and networking expereince gained. QUALFARM shall establish 4 Business Support Offices within the premises of the 4 PBs. These support structures shall be responsible for providing mentoring, training and continuous support in triggering innovative entrepreneurship and supporting existing one on the field of agricultural products' processing with particular emphasis on small-scale in-house processing of local quality products that are produced by small farms and by the most dynamic segments of rural population (women, young graduates, etc.). The end-users of the activities include
farmers and members of farm households; SMEs operating in the agri-food industry.
The project idea and the partnership were developed on the basis of the experience of the participating (in QUALFARM) Local Action Groups (LAGs), which showed that
entrepreneurship in rural areas is hindered by certain common challenges, namely:
(a) Difficulties in obtaining finance; (b) Limited access of entrepreneurs to business know-how; (c) Limited access to information and contacts; (d) Lack of support services; (e) Lack of access/know-how regarding cost saving technologies and (f) Inadequate skills. The project's overall and main objective is to trigger innovative entrepreneurship in the field of quality farm products' processing, with particular emphasis on "in-house" processing i.e. in farms or small workshops. This shall be achieved through the provision of training, mentoring and personal guidance on
issues of innovation, marketing, food safety and branding by specialised business support structures that will be created within the premises of QUALFARM PBs.
ADAPTAGRI benefits from both the experience in agri-food sector, and the successful collaboration and networking experience gained during this project. (EN), Clustering in Thrace Region (EN) | The project was awarded by the International Competitiveness Enhancement Program of the Ministry of Trade in 2022 and has being implemented with a total budget of 2,398,000 US Dollars, 75% of which is provided as a grant by the Ministry. The main activities of the project are Needs Analysis Activity, Training and Consultancy Activity, Promotion and Marketing Activities, Activities for Hosting Procurement Delegations and Support to Employment.

SeaBasinStrategyBlackSea The project’s aim to enhance sustainability and environmental outcomes by promoting the adoption of smart and green farming practices in the agriculture of field crops is directly related with “the main challenge” defined in the Agenda, as "to ensure environmental protection and sustainability in the exploitation of coastal and marine resources across the Black Sea".
To achieve this goal, the Agenda emphasizes the need for "regional voluntary cooperation and joint work" towards improving environmental protection.
ADAPTAGRI, being a CBC project built upon joint work, satisfies this need, as well.
The Agenda emphasizes the impact of past and existing terrestrial activities on the Black Sea ecosystem in terms of sustainability and environmental protection. The project's objective of promoting the adoption of smart and green farming practices in the agriculture of field crops may have positive effects on the impact of agriculture-based water consumption and environmental pollution.
The Priority 5 of the Goal I is to “encourage the production, management and sharing of marine and coastal environmental knowledge for effective environmental monitoring and observation”. The research and analyses to be conducted within ADAPTAGRI are directly related with this priority; in particular with Action 5 defined under this priority, “Increase ecosystem resilience knowledge.” And, Action 1, “Encourage science-based policy making process” will be met by the policy proposals and action plans to be developed based on research findings.

By focusing on smart and green production in the agriculture of field crops, it contributes to enhancing ecosystem resilience through the adoption of sustainable farming practices and the application of smart technologies.
Pillar 1/ Main Goal 2:
This goal aims to provide new knowledge to mitigate the impacts of global climate change and the multiple environmental and anthropogenic stressors in the Black Sea. ADAPTAGRI's focus on promoting smart and green production in the agriculture of field crops aligns with the Agenda's objective of addressing environmental challenges at the land-sea interface.
Pillar 2 / Main Goal 2:
ADAPTAGRI aligns with the goal of empowering ocean-engaged citizens contributing to a clean, plastic-free, healthy, and productive Black Sea.
Although it primarily focuses on the agriculture of field crops, it recognizes the interconnectedness of terrestrial and marine ecosystems. The project contributes to reducing pollution and the use of harmful substances that can negatively impact the marine environment. Through awareness-raising activities and stakeholder engagement, it empowers individuals to make environmentally conscious choices and take action.
Pillar 2 / Main Goal 3:
ADAPTAGRI involves two public institutions and two research instituions as partners. The project will develop support programs, policy proposals, action plans, and conduct workshops with public officers, fostering science- policy dialogue based on research done in the project. This collaboration empowers the project to generate knowledge, implement sustainable practices, and drive science-policy integration for a productive and resilient Black Sea.

Considered that field crops are critical agricultural products in terms of food security, the project’s aim to introduce smart and green technologies to the field crop agriculture sector to promote sustainable approaches makes it relevant to all targets under this goal:

Goal 7: Ensure access to affordable, reliable, sustainable, and modern energy for all.

ADAPTAGRI’s being an EU CBC project and aim of developing policy proposals and action plans is relevant to
- Target 17.9 on enhancing international support for implementing effective and targeted capacity-building to support national plans to implement the SDGs.
Other EU Green Deal
Launched in December 2019, the European Green Deal is a European Union (EU) initiative aimed at making Europe the first carbon-neutral continent by 2050. Agriculture is both an important component and a key player in the Green Deal. The EU’s agricultural sector accounts for around 12% of GHGs. The EU Green Deal foreseen decarbonise the economy while also creating jobs, improving health outcomes and protecting nature at the same time. The EU’s Green Deal brings with it a range of environmental commitments and goals, including:
- the promotion of sustainable agriculture;
- green infrastructure;
- circular economy;
- environmental conservation;
- organic farming practices.
To achieve above climate and environmental objectives, actions need to be considered, ranging from a change in agricultural practices (i.e. less use of synthetic pesticides and fertilisers, diversification of crop rotation) to the reduction of waste via the development of technical and technological innovations (i.e. the use of new crop varieties and digital tools for precision agriculture). This project will directly contribute this policy as eco-friendly practices including smart and green in agriculture, that will reduce carbon emissions, pollution, will be encouraged to be implemented by local stakeholders.
Other Farm to Fork strategy
The Farm to Fork Strategy aims to make food systems fair, healthy and environmentally-friendly. It is stated that food systems has to be redesigned which today account for nearly one-third of global GHG emissions, consume large amounts of natural resources, result in biodiversity loss and negative health impacts (due to both under- and over-nutrition) and do not allow fair economic returns and livelihoods for all actors, in particular for primary producers. A proposal for a legislative framework for sustainable food systems will be put forward to support implementation of the strategy and development of sustainable food policy. The Farm to Fork Strategy aims to accelerate our transition to a sustainable food system that should:
- have a neutral or positive environmental impact
- help to mitigate climate change and adapt to its impacts
- reverse the loss of biodiversity
This project will directly contribute this policy as smart and green practices will ensure adoptation to climate change, and eco-friendly practices that will reduce carbon emissions and pollution, will be encouraged to be implemented by local stakeholders.
