Actual Achievements (EN): LP: - Prepared the Project Procurement Plan for the Municipality of Petrich (Annex 2 – 17.04.2025), including collecting partner details in Jems and drafting contracts for the project team. Developed the Advance Payment Request (Annex 6 No. 1/14.05.2025) and the internal monitoring and reporting rules. Took part in the Initial Meeting on 22.05.2025. Worked on the procurement procedure for a zero-emission tourist train and equipment, and prepared the Communication Strategy (Annex 15). Maintained regular communication with project partners and drafted an assignment letter in line with the Procurement Plan. Also prepared Annex 9. A formal request for modification in JEMS was submitted to address identified inconsistencies. PP5: During Reporting Period 1, BICC-Sandanski focused on setting up its project structure and responsibilities. A formal order appointed Plamen Todorov as Communication Manager and Zhivko Ivanov as Accountant, supported by a staff declaration ensuring their commitment throughout implementation. BICC submitted the Project Procurement Plan and contracted an external expert to assist with tender documentation, ensuring compliance with EU and national rules. The project was promoted on BICC’s website and social media, and the team took part in the initial online check-visit by the JTS. While no technical deliverables were submitted yet, these preparatory steps provide a solid base for upcoming activities under Work Package 2 and strengthen cross-border coordination with PP6.
PP6: During the first reporting period, PP6 appointed qualified staff (Decision No. 01-1/3, 09.04.2025) to handle project communication and accounting. A procurement plan was prepared per the PIM and approved by the programme. PP6 managed its JEMS account, submitted required documents, and received the 10% advance payment. A dedicated project bank account was opened in line with programme and national rules. PP6 also registered the “LIFT” project with the Ministry of European Affairs, receiving Confirmation No. 20-819/2 (29.05.2025). A representative participated in the initial online monitoring meeting by the JS. Although early implementation was planned post-subsidy contract, technical and market factors delayed it. PP6 will proceed as per the original AF timeline and submit a revised procurement plan in the next period.

During Reporting Period No. 2, PP2 (Municipality of Strumica) implemented the following activities:
- On 15.07.2025, the Municipality of Strumica launched a Local Open Tender Procedure for Works related to the “Building dedicated cycling infrastructure along the “Low-carbon infinity trail” in Strumica”. The tender dossier was published at the programme’s website and the official website of the Municipality of Strumica, as follows: https://ipa-bgmk.mrrb.bg/; https://strumica.gov.mk/
Additionally, all necessary information regarding the tender procedure were also published in the "Official Gazette of the Republic of North Macedonia”;
- A works Contract for “Building dedicated cycling infrastructure along the “Low-carbon infinity trail” in Strumica” was concluded with the Contractor, DGT “Zikol” DOOEL Strumica;
- A Service Contract for civil construction site supervision during the implementation of investment works related to the “Building dedicated cycling infrastructure along the “Low-carbon infinity trail” in Strumica” was concluded;
- A contract for national co-financing was signed by the Municipality of Strumica and has been submitted to the Ministry of Local Self-Government for signature. Additionally, a request for pre-financing payment was submitted to the Ministry of Local Self-Government by PP2;
During Reporting Period No. 2, PP4 (Municipality of Berovo) implemented the following activities:
- Finalized tender dossier for works
- Initiated procedure and published TD for procurement of works for “Rehabilitation of off-road part of Infinity low-carbon tourism route around Berovo Lake and establishment of Velo Hub - resting station for cyclists” (on 10.07.2025)
- Performed evaluation of received offers for procurement of works
- Selected Contractor for procurement of works and signed contract on 11.09.2025
- Signed contract for supervision of works on 12.09.2025
- Submitted information to the Lead Partner for signed contract for works and for submission of request for advance payment no.2
During Reporting Period No. 2, PP5 (BICC-Sandanski) implemented the following activities:
- PP5 launched and finalized two tender procedures. The first tender procedure with the subject “Provision of logistic services and design of promotional materials” was conducted by announcing a public invitation to select a contractor. The second tender procedure, with the subject "Provision of expert services for carrying out research tasks for adopting a low-carbon tourism in the CB region", was conducted through direct invitations for offers, in accordance with the tender procedure plan. The service contracts within both tender procedures have been signed in September 2025.
The implementation of activities under the concluded contracts is starting at the beginning of the next reporting period. The remaining tender procedures have not been finalized within the reporting period because they concern activities that will be carried out at a later stage.
During Reporting Period No. 2, PP6 (TUS) implemented the following activities:
- Signed a contract with external expertise for preparation of procurement documentation on 31.07.2025. Following the initial phase of the project, PP6 conducted internal analysis and decided to submit a revised procurement plan in line with the timeline of the activities set out in the Application form. The procurement plan was approved by the JS on 29.09.2025.
- During the reporting period the final TD for the simplified tender procedure for services was prepared and finalized in accordance with the PPP. Following a detailed market research the simplified tender procedure for services was initiated on 02.10.2025 and published on the programme website and on the website of PP6. A contract is expected to be signed in the next project period.
Throughout the reporting period, all partners ensured smooth and effective communication and coordination, maintaining active collaboration and exchange of information, which contributed significantly to the successful progress of project implementation.

PP2:PP2 implemented the following activities:
1.) Partner report No.2 was submitted to the LP by PP2; Within the framework of the main activity “Building dedicated cycling infrastructure along the ‘Low-carbon Infinity Trail’ in Strumica”, the Contractor submitted a request to the relevant institutions for the issuance of the necessary approvals for the temporary traffic regime. Upon receipt of the required approvals, the temporary traffic regime will be implemented, after which the construction works will commence.; Communication and coordination with project partners have been maintained to ensure effective collaboration throughout the project;
PP3:The preparation of procurement procedures and draft contracts, connected with implementation of project activities with responsible partner PP3 is ongoing.
PP4:Prepared and submitted partner report for period no.1 on 13.10.2025;Initiated construction works on Investment I.4 “Along “Low-carbon infinity trail” in Berovo;Conducted payment no.1 for works within the procedure “Rehabilitation of off-road part of Infinity low-carbon tourism route around Berovo Lake and establishment of Velo Hub - resting station for cyclists”.PP4 prepared and submitted the partner report to the LP.
Also, the selected Contractor implemented the previous activities required before the start of the setting of urban equipment.These activities include: marking and securing of the route corridor, including on-site identification of the planned alignment, physical marking of the edges of the route in order to define the working area and ensure correct positioning of subsequent works, clearing of the route etc.
These preliminary activities ensured that the route was properly defined, accessible and prepared for the next phase of earthworks and installation of infrastructure and equipment.
Following this the Contractor submitted a first interim situation approved by the supervisor. Therefore, PP4 executed payment no.1, which is 10% of the total contract value in accordance with the contract provisions.
PP5:Launched and finalized the tender procedure “Provision of services for the development of the Infinity Trail Web-app and marketing services for content creation”. The Service Contract was signed on 03.12.25. The implementation of activities under the concluded contract starts at the beginning of the next reporting period.
PP5 signed a contract with an external expert for the implementation of the expert services “Gathering of information for the cycling routes”. The expert should provide and report the services within the next reporting period. In the framework of the already signed service contracts “Provision of logistic services and design of promotional materials” and “Provision of expert services for carrying out research tasks for adopting a low-carbon tourism in the CB region”, the PP5 held several working meetings with the contractors of the relevant services, to discuss important details in the preparation process before their implementation.
PP6:Carried out the full implementation of the simplified tender procedure for tourism promotion and development services, which represents a critical step for the execution of the partner’s responsibilities. The procedure aimed at selecting external expertise for tourism development and marketing services that are directly linked to the implementation of key deliverables under Activities 2.1, 2.2 and 2.3.
Following the submission deadline, the received offers were opened and evaluated by the appointed Evaluation Committee. The assessment focused on the technical quality of the proposed approaches, methodologies and expertise, in order to ensure that the selected service providers are able to deliver high-quality analytical, planning and promotional outputs required by the project. Given that these services cover the main content-related deliverables of PP6, the selection of suitable expertise was essential for ensuring the overall quality, coherence and usability of the forthcoming project results. The contract was signed in mid-December.This enabled PP6 to secure the necessary professional capacity in advance and ensured that all contracted activities can start smoothly and be implemented at the expected quality level in the following reporting period.
Valid for PP2 and PP4: As of 27.10.2025, after the 2025 elections in Republic of North Macedonia, the Municipality of Berovo/Strumica has a newly elected Mayor, who now serves as the Legal Representative of the Municipalities and an administrative change in the legal representatives teams has been approved by JS.
Period 3:

LP:
- Prepared and submitted third Interim request for payment;
- Published the procedure related to the delivery of zero emission/eco friendly tourist train;
- A small modification regarding the locomotive speed was raised and approved by the JS in relation to the procedure ‘Delivery of a zero-emission/eco-friendly tourist train. The modification was needed due to the regulatory changes that occurred after the approval of the technical specification, in currently applicable legislation: a new Law on General safety requirements for provision of attraction services representing a source of increased danger and Road transport Act of Republic of Bulgaria. This change will allow legality of the procurement procedure, ensure safe operation of the equipment and enable its effective use for its intended purpose;
- The contract for the construction works will be signed-off in the next reporting period.
- Notification letter from 10.03.2026 for modification concerning change of bank account of the LP was submitted to the MA and JS.
PP2:The construction works for cycling infrastructure have commenced and are in progress, with site supervision carried out in parallel. PP2 is submitting a request for national control for a total amount of 30.414,71 EUR, consisting of 28.222,22 EUR from this reporting period (03.01.2026 - 02.04.2026) and 2.192,49 EUR from reporting period no.2 (03.07.2025 - 02.10.2025).
PP3: Procedure 'Construction of dedicated cycling infrastructure in Strumyani' was launched and published, and JS informed. Tenders were evaluated and a Decision for the selection of a contractor No. D53869800/25.03.2026 was published: https://app.eop.bg/today/561083. A contract for construction supervision will be concluded next reporting period. Direct Contract for activity 'Construction of Velo Hub in the villige of Mikrevo' and Direct Contract for activity 'Supply of Self repair bike station' were signed on 24.02.2026.
The agreed timelines for construction and deliveries ensure the timely achievement of all planned results. In practice, this means stating that there are no delays or issues during the reporting period.
PP4:Continued works on Investment; Completed national control (FLC) no.1; Received payment of national contribution. PP4 continued the implementation of construction works, with winter conditions (Jan–Mar 2026) limiting on-site activities, while most works are scheduled for the following months. National control (FLC) no.1 was finalized on 18.02.2026, covering period 2 and period 3 with separate certificates, certifying EUR 13,615.09 (100% of declared expenditure). A request for national co-financing was submitted on 10.03.2026, and EUR 2,042.28 was received on 31.03.2026. A bank statement confirming the receipt is attached to the report.
PP5: Within Activity 2.1 of Work Package 2, BICC-Sandanski implemented D2.1.1–D2.1.4, covering research methodology, data collection and analysis for the Bulgarian side, and preparation of national and joint cross-border Status Reports, creating the analytical basis for promoting low-carbon tourism along the LIFT route.
Under D2.3.7, expert services for gathering and processing cycling route information from Bulgaria and North Macedonia were delivered, supporting the development of “The Infinity Trail - biking routes in the CB region of Bulgaria and North Macedonia”.
Within Activity 2.3 “Boosting visibility”, an information day was organised to promote the project. In parallel, implementation of services for the Infinity Trail online platform and related content (D2.3.7, D2.3.8, D2.3.2) was initiated, including platform development and content preparation, with full completion planned for the next reporting period.
PP6:During the current reporting period, PP6 implemented WP2 and completed D.2.1.2 Focus groups and interviews, D.2.1.3 Status report, and D.2.3.1 Marketing strategy. D.2.1.2 gathered stakeholder insights on low-carbon tourism, D.2.1.3 summarized key findings on the tourism, environmental and institutional context, and D.2.3.1 defined the marketing direction for the Low-carbon Infinity Trail as a cross-border sustainable tourism product. This progress builds on preparatory work from previous reporting periods, including the completed procurement procedure and contracted external expertise in Period 3.
