Le projet RECIRCLE MED pour un tourisme côtier durable se distingue par deux caractéristiques principales. Premièrement, il intègre deux approches souvent considérées séparément : l’économie circulaire, c’est-à-dire la réutilisation des ressources, et l’économie bleue, c’est-à-dire la protection des zones côtières. Comment ? En s’appuyant sur les outils et les résultats de deux projets précédents ayant connu du succès : INCIRCLE et REBOOT MED. Deuxièmement, en apportant ces approches à de plus petites destinations touristiques qui n’ont ni les capacités ni les resources financières pour les mettre en œuvre. Comment ? Grâce à un processus de transfert progressif qui facilite leur adoption et garantit l’élaboration de plans locaux adaptés à leurs besoins.

Description (EN):

The RECIRCLE MED project for sustainable coastal tourism has two characteristics that make it stand out. First, it integrates two approaches that are often considered separately: the circular economy, i.e. the reuse of resources, and the blue economy, i.e. the protection of coastal areas. How? By building on the tools and results of two previous successful projects: INCIRCLE and REBOOT MED. Then, by bringing these approaches to smaller tourist destinations that do not have the capacity or funding to implement them. How? Through a step-by-step transfer process that facilitates their adoption and ensures the development of local plans tailored to their needs.

Expected Achievements (FR):

To integrate the knowledge and solutions of past projects into one single product and facilitate its transferring to other coastal destinations of the Mediterranean region. To transfer available tools, which foster sustainability in coastal tourism destinations, to other territories and facilitate their incorporation into their activities, policies and strategies at different levels. To upscale the transferred knowledge and results with the aim to promote their incorporation at a political, national and European, level, covering different spatial scales, and ensure sound and long term replicability.

Contribution to wider strategies and policies:

EUStrategyAdriaticIonianRegion The project aims at enhancing the potential of diversifying the tourism product in Mediterranean coastal destinations as well as protecting their rich natural and cultural resources. In addition, the project will support the promotion of innovative solutions for addressing maritime sectors and the enhancement of governance and cooperation. All of the above support the goals of EUSAIR Pillars 1 on blue growth and 4 on sustainable tourism.. The project’s activities include the active participation and engagement of relevant stakeholders in mobilisation and capacity building workshops and awareness raising actions as well as actions related to mainstreaming and transferring. Through information and knowledge sharing, the project will be able to increase the capabilities of the participating EUSAIR countries (Greece, Italy, Montenegro, North Macedonia) in the topic of blue and circular tourism.
MediterraneanSeaBasin The Initiative for the sustainable development of the Blue Economy in the Western Mediterranean aims to promote sustainable economic growth in maritime sectors, enhance marine and coastal environments and improve maritime safety and security.It focuses on collaboration among Western Mediterranean countries to harness ocean resources responsibly, ensuring environmental sustainability, economic prosperity, and social inclusion. Through its activities, RECIRCLE MED will contribute to the achievement of the Initiative’s objectives by enhancing transnational cooperation, implementing sustainable and circular practices, improving capacity building, promoting monitoring and evaluation mechanisms for blue tourism. The project will contribute to a resilient and sustainable blue tourism economy that reduces environmental impact, conserves marine ecosystems and supports economic and social well-being, especially for the members of the initiative and partners in this project (Italy, Malta, Spain).
TerritorialAgenda2030 The proposed project aims at enhancing cross-border territorial cohesion, integrating the territorial aspect into sectoral policies—in this case tourism— and encouraging an integrated, multi-level approach that involves the participation and coordination of various stakeholders across its activities. In this context, it contributes to the goals of the Territorial Agenda 2030 which call for a strengthening of the territorial dimension of sectoral policies at all governance levels, promoting an inclusive and sustainable future for all territories and achieving Sustainable Development Goals in Europe.
EuropeanGreenDeal The EU Green Deal lays out a strategy for making EU's economy more sustainable by transforming climate and environmental challenges into opportunities across all policy sectors. Through its objectives and activities, the project will contribute to the strategy’s aim to improve resource efficiency by transitioning to a circular economy, as well as address climate change, revert biodiversity loss, and reduce pollution in coastal destinations of the Mediterranean through the adoption of blue economy principles. The project’s final outcome will be action plans tailored to the participating receiving destinations’ challenges, which include the engagement of stakeholders in promoting climate change adaptation and risk prevention and establishing a competitive innovation ecosystem.
EUStrategyAlpineRegion RECIRCLE MED project is expected to contribute to the Objective ‘A more inclusive environmental framework and renewable and reliable energy solutions for the future’ of the EUSALP strategy as it links to the potential of transforming the Alps to a circular economy and blue economy hotspot. It is also related to preserving natural and cultural water-related resources and heritage with the aim to ensure tourism sustainability in the macroregion. The project’s activities will particularly set actions towards circular blue economy which can be adopted and implemented in coastal destinations (lakes and rivers) of mountain areas.
Other Tourism Transition Pathway
The Tourism Transition Pathway is a strategic framework aimed to achieve the green and digital transformation of the tourism sector. By integrating principles of blue economy and sustainable tourism practices, the project aims to enhance the long-term sustainability of the tourism industry and contribute to the well-being of coastal communities. The integrated tool developed in the project will encompass circular economy principles that promote resource efficiency and long life-cycle products and services, in line with the Tourism Transition Pathway’s call to invest in circularity. The project will also contribute to the goals of the Tourism Transition Pathway through capacity building activities that promote sustainable, resilient and innovative tourism practices.
Other Glasgow Declaration
The Glasgow Declaration aims to provide a robust framework for collective action against climate change in the tourism sector. Its main goals and principles of sustainability, climate action, and biodiversity conservation are inherently linked to the principles of blue economy and circularity promoted by the project. The project will advocate for sustainable tourism in the Mediterranean through the development of Circular Blue Economy Action Plans fostering sustainable practices within the region as well as its mainstreaming and communication activities.
Other UN Agenda 2030 Sustainable Development Goals
The UN Agenda 2030 Sustainable Development Goals includes 17 global objectives aimed at addressing critical issues such as climate change, environmental degradation, resources depletion and poverty. It seeks to balance social, economic, and environmental dimensions and foster collaborations for sustainable development. Given the inextricably linked concept of RECIRCLE MED to circular principles and to sustainable use of resources for the promotion of sustainable blue tourism activities, the project is expected to contribute directly or indirectly to several SDGs including SDG8 Decent work and economic growth, SDG11 Sustainable cities and communities, SDG12 Responsible consumption and production, SDG13 Climate action and SDG14 Life below water. In essence, the main principles of the project (blue and circular tourism) will contribute to the broader objectives of the 2030 Agenda.
Other Mediterranean Strategy for Sustainable Development
The Mediterranean Strategy for Sustainable Development aims to promote sustainable development in the Mediterranean region by balancing environmental, social, and economic priorities. It focuses, among others, on protecting marine and coastal environments, fostering sustainable economic activities to promote resource management, addressing climate change and transitioning towards a green and blue economy. It is therefore completely in line with the objectives of RECIRCLE MED project which promotes the development of blue and circular tourism in Mediterranean destinations.
Other UFM Ministerial Declaration on Blue Economy in the Mediterranean
The UFM Ministerial Declaration on Blue Economy in the Mediterranean was adopted within the framework of the Union for the Mediterranean (UFM) to promote sustainable and inclusive blue economy practices in the region. The declaration fosters cooperation among the Mediterranean countries to address marine and coastal challenges, enhance maritime governance and leverage innovation and investment in blue economy sectors. To this end, RECIRCLE MED will promote sustainable practices and raise awareness on blue tourism while integrating resource efficiency, environmental preservation and innovation in its activities (action plans, stakeholders mobilisation, capacity building, communication campaigns etc.).
Other EU strategy for Sustainable Tourism
The Strategy highlights the importance of the tourism industry and the need for integrating it into European and national development plans to enhance the quality of its offer and to make it more sustainable and accessible for all. The strategy particularly stresses the need to transition to the circular economy model, by implementing recycling processes practices related to coastal tourism activities, such as waste and water management. In addition, the strategy fosters the sustainable development of coastal and maritime tourism and encourages the diversification of coastal tourism products. In this context, the project addresses directly the challenges and recommendations highlighted by the strategy and contributes directly through the foreseen activities, which include the development of action plans towards the sustainable and integrated approach of coastal destinations under blue and circular economy.
Other European Climate Law
The European Climate Law is an EU legislative framework aiming for climate neutrality by 2050, meaning net-zero greenhouse gas emissions across the EU, in line with the goal set out in the European Green Deal. It legally obliges EU member states to implement measures to meet the target ensuring a structured approach to combat climate change. Through its emphasis on sustainable development and the reduction of greenhouse gas emissions, it is directly related to the core principles of circular economy. It is also connected to the blue economy by promoting marine renewable energy, sustainable use of marine resources and biodiversity conservation to enhance climate neutrality efforts.
