In the dynamic landscape of the Interreg NEXT VI-A Romania-Republic of Moldova 2021-2027 program area, our collaborative project seeks to address a pervasive challenge—climate change adaptation, disaster risk prevention, and the imperative for enhanced resilience. This challenge underscores the need for a proactive and integrated approach to manage Chemical, Biological, Radiological, and Nuclear (CBRN) incidents stemming from natural disasters. Our overarching objective is to fortify the capabilities of first responders and law enforcement agencies in both Romania and the Republic of Moldova by elevating preparedness, response mechanisms, and communication strategies, the project aspires to mitigate risks, safeguard citizens, and ameliorate the impact of CBRN emergencies across the cross-border region. The transformative change envisaged includes the strategic upgrading of CBRN response equipment for first responders at ISUJ IS, IJJ IS, and IGC MD. This initiative is essential to ensure the readiness of these agencies in the face of evolving CBRN risks. Moreover, the project encompasses extensive training sessions tailored for 20 gendarmes and 20 carabinieri. These sessions focus not only on honing medical first aid skills but also on refining responses to CBRN incidents, aligning with contemporary best practices. A pivotal aspect of our project lies in its commitment to effective communication and visibility. Conferences, press releases, and awareness campaigns serve as vital conduits to disseminate information regarding project objectives and outcomes. Through targeted information and training sessions in educational institutions, the project aims to reach 160 individuals, fostering a deeper understanding of CBRN incidents and encouraging active participation in community resilience efforts. The cross-border approach adopted is intrinsic to the project's success. Recognizing the shared risks and challenges faced by Romania and the Republic of Moldova, collaborative efforts offer a synergistic pooling of resources, expertise, and the establishment of standardized procedures for effective cross-border emergency management. This approach not only fosters regional resilience but also ensures a coordinated response to CBRN incidents that may transcend national borders, reflecting the interconnectedness of these challenges. In addition, through the joint trainings that are foreseen to be carried out within the project, the specialized staff of the partners will increase the level of theoretical and practical knowledges, in order to ensure and efficient and prompt response in case of producing a C.B.R.N incident in the cross border area. What sets our project apart is the holistic integration of various elements. Beyond equipment upgrades and joint exercises, the development of a comprehensive joint action plan stands out. This plan not only addresses emergency response but also incorporates valuable lessons learned from training activities and intervention exercises. The project further distinguishes itself through a concerted focus on awareness campaigns, aiming to inform and engage the local population. By instilling a profound understanding of CBRN incidents and their potential impacts, the project seeks to empower communities, contributing to overall community resilience. In essence, our project aspires to be a pioneering initiative by combining tangible improvements in equipment and response capabilities with a holistic approach to communication, training, and joint planning, the project sets out to establish a model for effective cross-border collaboration. In the face of complex challenges posed by CBRN incidents resulting from natural disasters, the project endeavours to pave the way for resilient and interconnected communities, fostering a safer and more secure cross-border region.

Expected Achievements (EN): Strengthening the efficiency of the intervention in case of C.B.R.N. accidents caused by natural disasters, by increasing the capabilities of detection, protection and intervention, as well as by improving the level of staff training in order to intervene in such situations.

Contribution to wider strategies and policies:

EUStrategyDanubeRegion The project will indirectly contribute to the EU Strategy for the Danube Region since it aims at building capacities of the law enforcement agencies to “Work together to promote security and tackle organized ” which is one of the aims of the "Strengthening the Region"pillar of the Strategy.
In this EU Strategy, have been identified the following aspects which can be found within the project’s objectives:
- realization of closer synergies between authorities at all levels to maximize the impact of actions and funding;
- training and exchanging best practices;
- development of work methods/actions based on cooperation;
- good coordination between authorities and organizations active in Danube region, to offer prosperity.
SeaBasinStrategyBlackSea The objective of the project is preventing and mitigating harm from disasters by assuring efficient communication systems for real-time information dissemination to key central and local authorities from affected areas.
This way, the project contibutes to the first priority of the Common Maritime Agenda for Black Sea, improving the protection and achieving a good environmental status of the sea and of the rivers flowing into the sea. In the same time it aims to Support research and innovation projects for improved tools for ecosystem forecasting, one of the actions under priority 1 of the Common Maritime Agenda for the Black Sea.
