Vorteile und Entwicklungspotenziale des Biosphärenreservats Mur für zukünftige Generationen

Die Herausforderung des Programmgebiets ist das unzureichende Wissen bzw. geringe Bewusstsein über die Naturschutz-,Umwelt- und Entwicklungsbedeutung des gemeinsamen Biosphärenreservats Mur. Das Grenzgebiet dreier österreichischer Ortsgemeinden (B. Radkersburg, Halbenrain und Mureck) stellt die Westgrenze des Biosphären dar, das sich von dort flussabwärts über den gesamten slowenischen Teil des Flusslaufs erstreckt und dann in seinem östlichen Teil an der Grenze zu Ungarn und Kroatien in das Fünfländer-Biosphärenreservat Mur-Drau-Donau übergeht. Es ist das erste Fünfländer-Biosphärenreservat der Welt, das rund 900.000 Einwohner, 13 Naturschutzgebiete, 930.000ha Fläche, 700km Flusslauf und die größte Population nistender Seeadler in Kontinentaleuropa umfasst. Allein diese Daten sprechen für die außerordentliche Bedeutung und das Potenzial dieses Gebiets. Wenn wir jedoch etwas tiefer in die anderen verfügbaren empirischen Daten eintauchen, wird unser Verständnis für seine Einzigartigkeit und seinen Wert nur noch größer: Neben der Sicherung der ökologischen Bedingungen für das Überleben der Populationen vieler gefährdeter Pflanzen- und Tierarten beziehen wir uns hier vor allem auf die oft übersehenen Vorteile für das Ökosystem. Zu den letzteren zählen die Wasserspeicherung und -filterung, die Bindung von Treibhaus, das Stoppen stürmischer Winde, die Adsorption von Staubpartikeln, die Reduzierung der schädlichen Auswirkungen von Ozon und Infrarotstrahlung, die Schaffung von Zufluchtsorten für Bestäuber von Kulturpflanzen und vieles mehr. Gleichzeitig dürfen wir die Freizeit-, Tourismus- und Forschungskomponente dieses Gebiets nicht außer Acht lassen. Das allgemeine Ziel des Projekts das wir erreichen wollen, ist es, die oben genannten Fakten den Zielgruppen auf freundliche, fachlich korrekte und anschauliche und interessante Weise näher zu bringen und dadurch zu erreichen, dass sich ihre Einstellung zum Biosphärenreservat in eine neue, andere, deutlich positivere Richtung ändert. Hiermit meinen wir insbesondere ihre Entschlossenheit, die Bedeutung und die Ziele, für die das Gebiet zur Biosphäre erklärt wurde, anderen Mitgliedern ihres sozialen Umfeldes vermitteln zu wollen und können. Mit anderen Worten bedeutet dies, dass viele Teilnehmer der Projektaktivitäten nach dem Projekt in Zukunft in der Lage sein werden, die Werte und Ziele, die zur Erklärung der Mur zum Biosphärenreservat geführt haben, in ihrer Kommunikation mit Familienmitgliedern, Gleichaltrigen, Klassenkameraden, Freunden, Nachbarn, Verwandten und Bekannten zu vermitteln bzw. zu verteidigen. Darüber hinaus werden sie aufgrund des gestiegenen Bewusstseins beginnen, sich aus eigener Initiative an Aktivitäten zur Erhaltung, zum Schutz und zur Entwicklung des Gebiets zu beteiligen und so zumindest indirekt Einfluss auf lokale oder regionale Entscheidungsträger zu nehmen, damit sie bei ihren Entscheidungen auch die Bewirtschaftungsziele des Biosphärenreservats berücksichtigen. Als Hauptindikatoren für die Wirkung des Projekts können wir den Beginn einer freundschaftlichen, gegenseitigen Arbeits- und Projektzusammenarbeit zwischen dem Verein Mura Rafting und dem Verein DorfUni hervorheben. Beide Vereine stehen erst am Anfang ihrer Projekttätigkeit, daher sind solche Partnerschaften im Rahmen von Kleinprojekten ein hervorragendes Sprungbrett für künftige, möglicherweise ehrgeizigere gemeinsame Pläne. Mit oder entsprechend dem Grundzweck der Gründung und Tätigkeit der beiden Vereine und im Hinblick auf die Ziele dieses Projekts werden die Bewohner des ländlichen Gebiets zwischen Mureck und D. Bistrica am meisten von der gegenseitigen Zusammenarbeit profitieren. Basierend auf den gemeinsamen Erstgesprächen wurde darauf hingewiesen, dass es für den Erfolg des Projekts am sinnvollsten ist, wenn es sich auf die Zielgruppe der Sekundarstufen SchülerInnen konzentriert. Darüber hinaus werden auch Vertreter anderer Zielgruppen zur Teilnahme an den Aktivitäten eingeladen bzw. willkommen. Der nächste Anstoß für die Planung eines gemeinsamen Vorgehens war die positive Erfahrung mit der Organisation und Durchführung des Europäischen Kooperationstages, der für das Interreg SI-HU-Programm mitten im Biosphärenreservat in Veržej stattfand. Die damals verwendete Methode erwies sich als sehr geeignet. Es werden 2 Veranstaltungen durchgeführt: 1.im Herbst 2025 auf der Liebesinsel in Ižakovci (bestehende Infrastruktur) und 2. im Frühjahr 2026 auf dem Gelände zwischen Mitterlling -Mura-Borg. 1. Die Veranstaltung umfasst: einen runden Tisch zum Thema (mit Beteiligung beider Partner; Öffentlichkeit), geführte Expertenexkursionen entlang der Mur (Flora, Fauna, ; Gruppen), eine Bootsfahrt auf der Mur (Gruppen), eine Fotoausstellung zum Thema Naturgeschichte, einen geselligen Teil mit einem Bankett (Öffentlichkeit). Die Partnerschaft selbst ist innovativ und zum ersten Mal werden SchülerInnen der Sekundarstufe in das Projekt einbezogen, um etwas über die Biosphäre zu lernen.

Skupni izziv programskega območja je nezadostno poznavanje oziroma nizka stopnja ozaveščenosti o naravovarstvenem, okoljskem in razvojnem pomenu skupnega biosfernega območja Mura. Obmejno območje treh avstrijskih lokalnih skupnosti (Bad Radkersburg, Halbenrein in Mureck) predstavlja zahodno mejo biosfernega območja, katero se od tam nizvodno razteza po celotnem slovenskem delu toka reke ter potem na svojem vzhodnem delu na meji z Madžarsko in Hrvaško preide v pet-deželno biosferno območje Mura-Drava-Donava. Gre za sploh prvo 5-deželno biosferno območje na svetu, ki zajema okoli 900.000 prebivalcev, 13 zaščitenih območij narave, 930.000 ha površine, 700 km rečnega toka in, recimo, obstoj največje populacije gnezdečih orlov belorepcev v celinski Evropi. Že samo ti podatki govorijo o izrednem pomenu in potencialu tega prostora, če pa se poglobimo še nekoliko globlje v ostale empirične podatke, ki so na voljo, pa se naše spoznanje o njegovi unikatnosti in dragocenosti samo še poveča: tu poleg zagotavljanja ekoloških pogojev za obstanek populacij mnogih ogroženih rastlinskih in živalskih vrst (npr. dvoživk, rib, kačjih pastirjev, ptic, vodoljubnih in vlagoljubnih rastlin) mislimo predvsem na pogosto spregledane ekosistemske koristi. Med slednjimi lahko izpostavimo zadrževanje in filtriranje vode (kar je eden pogojev za zagotavljanje čiste pitne vode), sekvestracijo toplogrednega CO2, zaustavljanje viharnih vetrov, adsorpcijo prašnih delcev, zmanjševanje škodljivega vpliva ozona in infrardečega sevanja (ustvarjanje hladnejše mikroklime), omogočanje refugijev za opraševalce kulturnih rastlin in še mnogo drugega. Ob tem pa nikakor ne smemo spregledati še rekreacijske, turistične in znanstveno-raziskovalne komponente tega območja. Splošni cilj projekta oziroma sprememba, ki jo želimo doseči, je zgoraj navedena dejstva na prijazen, strokovno korekten ter nazoren in zanimiv način približati ciljnim skupinam (zlasti srednješolski mladini) ter preko tega doseči, da se bo njihov odnos do biosfernega območja spremenil v novo, drugačno, bistveno bolj pozitivno smer. Tu mislimo zlasti na njihovo odločenost (ali željo), da bodo pomen in cilje, zaradi katerih je bilo območje razglašeno za biosfero, želeli in znali predstavljati tudi ostalim pripadnikom njihovega socialnega kroga. Z drugimi besedami to pomeni, da bodo po projektu v prihodnje mnogi udeleženci projektnih aktivnosti v svoji komunikaciji z družinskimi člani, vrstniki, sošolci, prijatelji, sosedi, sorodniki in znanci znali utemeljeno posredovati ali celo zagovarjati vrednote in cilje, zaradi katerih je bila Mura razglašena za biosferno območje. Nadalje se bodo zaradi okrepljene ozaveščenosti samoiniciativno začeli vključevati v aktivnosti za ohranjanje, varovanje in razvoj območja ter s tem vsaj posredno vplivali tudi na lokalne ali regionalne odločevalce, da bodo pri sprejemanju svojih odločitev bolj upoštevali tudi cilje upravljanja biosfernega območja. Med glavnimi kazalniki učinki projekta lahko izpostavimo začetek prijateljskega, vzajemnega, delovnega in projektnega sodelovanja med slovenskim društvom Društvo Mura rafting ter avstrijskim društvom DorfUni. Obe društvi se šele podajata na pot projektnega delovanja, zato so tovrstna partnerstva v okviru majhnih projektov (zaradi njihove lažje kadrovske in finančne obvladljivosti) odlična odskočna deska za prihodnje morda ambicioznejše skupne načrte. Z ozirom na osnovni namen ustanovitve in delovanja obeh društev ter glede na cilje tega projekta, bodo od vzajemnega sodelovanja največ koristi imeli prebivalci ruralnega prostora med Mureckom in Dolnjo Bistrico. Na podlagi skupnih začetnih pogovorov se je izpostavilo, da je za uspeh projekta najbolj smiselno, če se osredotoči na populacijo srednješolske mladine, a da so poleg tega v izvajanje aktivnosti vabljeni oziroma zaželeni tudi predstavniki ostalih ciljnih skupin. Naslednja iztočnica pri načrtovanju skupnega pristopa je bila pozitivna izkušnja z organizacijo in izvedbo Dneva evropskega sodelovanja, ki je za program Interreg SI-HU potekal prav v središču biosfernega območja v Veržeju. Takrat uporabljena metoda se je izkazala kot zelo primerna (glede na povratne informacije udeležencev) in zato je transfer te metode v ta projekt že sam po sebi določena garancija, da bo tudi tokrat učinek za udeležence podoben. Izvedena bosta 2 dogodka: 1. jeseni 2025 na Otoku ljubezni v Ižakovcih (že obstoječa infrastruktura), 2. pa spomladi 2026, na lokaciji med Mitterlling – Mura – šola Borg. 1. dogodek bo vključeval: problemsko okroglo mizo (s sodelovanjem obeh partnerjev; javnost), vodene strokovne ekskurzije ob Muri (flora, favna, ekologija; skupine), spust po Muri s čolni (skupine), naravoslovno tematsko fotografsko razstavo, družabni del s pogostitvijo (javnost). Inovativno pa je samo partnerstvo ter prvič projektno vključeni srednješolci v spoznavanje biosfere.

A common challenge of the programme area is insufficient knowledge or a low level of awareness of the nature-conservational, environmental and developmental significance of the common Mura Biosphere Reserve. The border area of 3 Austrian local communities (Bad Radkersburg, Halbenrein and Mureck) represents the western border of the biosphere reserve, which from there extends downstream along the entire Slovenian part of the river's course and then, in its eastern part, on the border with Hungary and Croatia, passes into the 5-region Mura-Drava-Danube biosphere reserve. It is the first 5-region biosphere reserve in the world, covering around 900,000 inhabitants, 13 protected areas, 930,000 ha of land, 700 km of river course and, for example, the largest population of breeding white-tailed eagles in continental Europe. These data alone speak of the extraordinary importance and potential of this space, but if we delve a little deeper into the other empirical data that are available, our understanding of its uniqueness and value only increases: here, in addition to providing ecological conditions for the survival of populations of many endangered plant and animal species, we are mainly thinking of the often overlooked ecosystem benefits: water retention and filtration, sequestration of greenhouse CO2, stopping storm winds, adsorption of dust particles, reducing the harmful effects of ozone and infrared radiation (creating a cooler microclimate), providing refugia for pollinators of cultivated plants ... At the same time, we must not overlook the recreational, touristic and scientific research components of this area. The general goal of the project is to bring the above-mentioned facts closer to the target groups (especially secondary school students) in a friendly, professionally correct, clear and interesting way, and, through this, to achieve that their attitude towards the biosphere reserve will change in a new and significantly more positive direction. Here we are referring in particular to their determination to want to present the meaning and goals for which the area was declared a biosphere reserve to other members of their social circle. In other words, this means that after the project, many participants in project activities will be able to reasonably convey the values and goals for which the Mura River was declared a biosphere reserve in their communication with family members, peers, classmates, friends, neighbors, relatives and acquaintances. Furthermore, due to their increased awareness, they will start to participate in activities for the preservation, protection and development of the area on their own initiative, thus at least indirectly influencing local or regional decision-makers so that they will take the objectives of the biosphere reserve management into account more when making their decisions. Among the main indicators of the project's effects, we can highlight the beginning of friendly, mutual, working- and project-cooperation between the Slovenian association Društvo Mura rafting and the Austrian association DorfUni. Both associations are just starting out on the path of project activity, so such partnerships within the framework of small projects are an excellent springboard for future, perhaps more ambitious joint plans. Considering the basic intention of the establishment and operation of both associations, the residents of the rural area between Mureck and Dolnja Bistrica will benefit the most from this mutual cooperation. Based on joint initial discussions, it was highlighted that for the success of the project it makes the most sense to focus on the secondary school youth population, but that in addition, representatives of other target groups are also invited to participate in the implementation of activities. The next starting point in planning a joint approach was the positive experience with the organization and implementation of the European Cooperation Day, which took place for the Interreg SI-HU Program right in the center of the biosphere reserve in Veržej. The method used at that time proved to be very suitable and therefore the transfer of this method to this project is in itself a certain guarantee that the effect for the participants will be similar this time too. 2 events will be held: the first in the 2025/26 school year on the Island of Love in Ižakovci (existing infrastructure), and the second also in the same school year, presumably somewhere on the K13 route. Both events will include: a problem roundtable (with the participation of both partners; general public), guided professional excursions along the Mura River (flora, fauna, ecology; groups), a boat ride down the Mura River (groups), a natural science themed photography exhibition, a social part with refreshments (general public). What is innovative is the partnership itself and the fact that secondary school students are involved in learning about the biosphere for the first time through the project.

Konkretes Ziel des Projekts ist es, durch sorgfältig geplante Projektaktivitäten mindestens 400 Mitglieder der Zielgruppen in ihre unmittelbare aktive Beteiligung einzubeziehen und ihnen so den Zweck und die Ziele der Einrichtung des Biosphärenreservats Mur bewusst zu machen. Im Ergebnis bedeutet dies, dass diese Erkenntnisse nicht nur in ihr persönliches Wertesystem aufgenommen werden, sondern über dieses auch an die anderen Stakeholder in diesem Raum weitergegeben werden. Das Projekt richtet sich durch eine Medienkampagne auch an die breite Öffentlichkeit in Pomurje sowie in der Steiermark, die auch alle positiven Entwicklungs- und Umweltschutzdimensionen erkennen kann, die die Einrichtung eines Biosphärenreservats mit sich bringt. Ziel ist die Durchführung von 2 eintägigen Veranstaltungen: Vormittags mit einer fachkundigen Beratung und nachmittags mit geführten Fachwanderungen, einer Flussrundfahrt vom Boot aus, einem kurzen Kulturprogramm und gegenseitigem geselligen Beisammensein.

Specifični cilj projekta je vsaj 400 pripadnikov ciljnih skupin preko skrbno načrtovanih projektnih aktivnosti vključiti v njihovo neposredno aktivno sodelovanje in jih na ta način osvestiti o namenu in ciljih ustanovitve biosfernega območja Mura. Posledično to pomeni, da se bodo ta spoznanja ne samo prevzela v njihov osebni vrednostni sistem, ampak da se bodo preko njih tudi širila naprej do ostalih deležnikov v tem prostoru. Poleg neposrednih koristnikov projektnih aktivnosti pa projekt preko medijske kampanje cilja tudi na širšo javnost v Pomurju ter slovenski in avstrijski Štajerski, ki bodo prav tako lahko uvideli vse pozitivne razvojne in okoljevarstvene razsežnosti, ki jih ima ustanovitev biosfernega območja. Izvedbeno pa je specifični cilj izvesti 2 enodnevna dogodka: dopoldne s strokovnim posvetom in popoldne z vodenimi strokovnimi pohodi, ogledom reke s čolnov, izvedbo krajšega kulturnega programa ter vzajemnim druženjem.

The specific objective of the project is to involve at least 400 members of the target groups in their direct active participation through carefully planned project activities and thus to make them aware of the purpose and objectives of the establishment of the Mur Biosphere Reserve. As a result, this means that these findings are not only incorporated into their personal value system, but also passed on to the other stakeholders in this space. The project is also aimed at the general public in Pomurje and Styria through a media campaign, which can also recognize all the positive development and environmental protection dimensions that the establishment of a biosphere reserve entails. The aim is to hold 2 one-day events: In the morning with expert advice and in the afternoon with guided specialist hikes, a river tour from the boat, a short cultural program and mutual social gathering.
