Through the networks of popular movements, preparedness was mobilized during the Second World War. A crucial lesson from the past is that money and equipment were not enough to generate the will to defend. It must be built from below, on a foundation of social solidarity, which is now also evident in Ukraine. War is possibly the ultimate threat creating societal disturbances, but far from the only nor the most likely one. In recent years we have seen climate-related challenges (e.g. extreme weather) as well as pandemics creating crisis situations for citizens. In the future, we may additionally face crises caused by the depletion of natural resources due to our continuous extraction of virgin materials, which could disrupt the availability of everyday products we rely on. Citizens can already now affect the occurrence of such a potential crisis by considering solutions like sharing, repairing, and recycling. Associations and public organizations are strengthening citizen’s resilience towards crisis situations by educational efforts, but with different focus in different countries. Therefore, we need cross-border exchange to learn from each other's approaches, something that is currently not being done. Our project aims to build strong international partnerships among organizations educating and helping citizens preparing for potential future crises, the PrepAlliance. It will be a novel international collaboration in the South Baltic Region program area with a focus on sharing knowledge on how nations prepare and strengthen citizens to manage events creating different kinds of societal crises. Maintaining an inclusive network in the South Baltic Region program area highlighting cooperation and knowledge sharing across borders also increases the likelihood of engagement from different countries to aid each other if in need. We can also help each other cross-border in a more effective way if we have knowledge of each other’s citizen preparedness level and where they reach out for help. By sharing best practices, developing joint strategies, and implementing educational efforts, we can together strengthen our citizens' ability to cope in times of crisis! A “handshake agreement” will be signed by all PrepAlliance members to define the commitments of each member and serve as a foundational document to ensure active participation in the network. Apart from the project partner organizations, we aim to engage at least 15 new organizations to join the PrepAlliance and sign the "handshake agreement" during the project’s time frame. To start filling the network with substance, project partner’s best practice training material will be translated into English and shared in the PrepAlliance, and events showcasing how they use them will be organized within the project. These events will also provide an opportunity to engage all members in the PrepAlliance to discuss how crisis preparedness is approached in different countries. The sustainability of the PrepAlliance network after the project ends is pivotal. The partners set up a continuation scheme to ensure the long-term collaboration and success of the network. To support the network’s sustainability, a web page will be developed where both new and existing members can access shared resources and learn how to engage with the PrepAlliance community. To reach out with information about the existence of the PrepAlliance network, dissemination will be done using the project partners networks and social media channels, and through a results webinar at the end of the project. The project will also assemble a reference group consisting of regional/national organizations involved in preparedness and their involvement and networks will help expand the PrepAlliance both within and beyond the Baltic Sea Region.
