Description (EN):

Smart agriculture, considering significant differences, is still insufficiently utilized across the entire program area, especially among small-scale agricultural producers. A common characteristic among farmers is a focus on 'traditional' and often economically less viable methods of production and culture, resulting in a slow adoption of new crops and technologies. To make national agricultural production competitive in all three countries, there needs to be a focus on quality, added value, and increased productivity, achievable through the adoption of solutions offered by 'smart agriculture.' The lack of clearly defined goals leading to greater adoption of smart agriculture, as well as the absence of infrastructure for knowledge dissemination and building trust in the implementation of smart agriculture, are also common features of the program area. An interdisciplinary approach, i.e., collaboration between experts in IT and other modern technologies along with agronomists, will provide the prerequisites for selecting specific, market-proven technological elements and integrating them into functional systems suitable for demonstration among agricultural producers in a demanding and climatologically and morphologically diverse program area. The project will focus on 6 agricultural branches, including: 1. Smart viticulture, 2. Smart orcharding, 3. Smart olive farming, including use of drones and sensor networks to identify issues in crops, involving the application to monitor agrometeorological data crucial for the optimal growth and development of crops, as well as systems for monitoring diseases and pests. Data-driven irrigation systems and software for analyzing and managing crop conditions are integral to implemented novel technologies. 4. Smart livestock farming involves the application of wearable sensors to monitor the health and movement of livestock, as well as automated feeding systems and surveillance in the barn. Additionally, software for farm management and monitoring milk or meat production would be utilized. 5. Smart greenhouses will be equipped with various sensors, automation systems, and data analytics to enhance plant growth, improve efficiency, and reduce resource consumption. 6. Smart mariculture employs smart robotic technologies for monitoring and maintaining freshwater and marine aquaculture facilities, significantly improving and cost-effectively enhancing procedures, thereby increasing the overall competitiveness of freshwater and marine cultivation sites. Participants in project pilots will be selected based on differences in production size, with an emphasis on small and medium-sized producers in regions with different climatic conditions. The minimum implementation resources and capacities for the deployment of smart technologies will be required, including engagement in cross-border exchange of experiences related to business models and cooperative farming. The project aims to raise awareness among agricultural producers and demonstrate that the adoption of smart agricultural production and the use of smart solutions in agriculture are essential steps leading to improved quality, cost reduction, risk mitigation, and increased competitiveness for producers. The project will also contribute to the interest of young farmers in staying and creating new value in rural areas, positively impacting the revitalization of rural regions and preventing rural depopulation and common structural issues in agriculture. The cross-border approach is advantageous as the residents share similar cultural heritage and a history of living in a socialist system. Farmers operate in comparable markets, facing common (inherited) structural problems in agriculture. The project holds significant strategic importance primarily by enhancing the competitiveness of agriculture, an economic sector that has experienced significant degradation in all three countries over the past decades. This degradation not only missed export opportunities and the chance to supply tourism needs (which could be organized on a cross-border basis), but also left the market in the entire program area heavily influenced by imports, primarily of lower-quality agricultural products. The strategic importance of producing sufficient quantities of locally sourced, and especially healthy food is self-evident without further elaboration. This imperative becomes even more apparent in disrupted geopolitical and security circumstances in the surrounding regions, further intensified by the risks of ongoing disturbances in global supply chains (as seen in recent pandemics and political instability and conflicts in the Middle East and Eastern Europe today).

Actual Achievements (EN):

During the first reporting period, SATECON successfully completed its start-up phase and established a strong foundation for effective cross-border implementation. Project governance, coordination mechanisms, and working methodologies were fully set up, including clear role allocation, communication routines, shared digital tools, and data repositories. The partnership was formally launched through the kick-off meeting in Kotor, ensuring a common understanding of objectives, work packages, and cooperation modalities. All partners mobilised their project teams and actively participated in joint meetings and workshops, strengthening transnational cooperation and alignment across countries and institutions. Core activities under WP1 and WP3 were initiated, focusing on regulatory and policy mapping for smart agriculture, early environmental and legislative analysis, and preparatory work for pilot sites, including technical requirements and baseline assessments. Key national and regional stakeholders were engaged from the outset, laying the groundwork for participatory implementation and policy-relevant outcomes. Preparatory analytical work and coordination ensured that future investments, pilots, and capacity-building actions will be territorially relevant, technically sound, and aligned with national frameworks. Overall, Period 1 delivered a smooth and well-coordinated project launch, created shared ownership among partners, and set the strategic, organisational, and technical basis for the delivery of concrete outputs and results in the upcoming implementation phases.

EUStrategyAdriaticIonianRegion The SATECON project contributes directly to the EU Strategy for the Adriatic and Ionian Region (EUSAIR), particularly to Pillar 1 (Blue Growth), Pillar 3 (Environmental Quality), and Pillar 4 (Sustainable Tourism), while reinforcing cross-cutting priorities such as research, innovation, and capacity building.
Under Pillar 1, the project promotes smart mariculture solutions (Outputs 3.1 and 3.2), including the development and piloting of innovative technologies that increase productivity, reduce environmental impact, and support sustainable coastal livelihoods in the Adriatic region.
Through Pillar 3, the project introduces smart agricultural technologies that address climate challenges, resource scarcity, and environmental degradation. Precision farming, smart irrigation, and data-driven crop management directly support more efficient and eco-friendly practices across all partner countries.
Aligned with Pillar 4, SATECON fosters rural revitalization and reduces depopulation by improving agricultural competitiveness and job opportunities, especially for young farmers. This strengthens the link between agriculture and sustainable tourism, particularly in remote and coastal areas.
The project also strengthens cross-border research and innovation cooperation through the development of a joint Agricultural Knowledge and Innovation System (AKIS), collaborative pilot actions, and the formation of a transnational network of stakeholders (Result 1, Output 1.1).
By addressing shared territorial challenges and fostering cooperation across Croatia, Bosnia and Herzegovina, and Montenegro, SATECON supports EUSAIR’s goals of inclusive growth, sustainability, and regional cohesion.
EUStrategyDanubeRegion The SATECON project contributes directly to the EU Strategy for the Danube Region (EUSDR), particularly to Priority Area 7 (Knowledge Society), Priority Area 8 (Competitiveness of Enterprises), Priority Area 9 (People and Skills), and Priority Area 6 (Environmental Risks), with cross-cutting relevance to rural development and innovation.
Under Priority Area 7, the project strengthens the knowledge base for smart agriculture by developing the Agricultural Knowledge and Innovation System (AKIS) (Output 1.1), fostering collaboration among universities, research institutes, and advisory services across borders. Joint pilot activities (Output 3.2) and technological packages (Output 3.1) further enhance innovation capacity in the agri-food and mariculture sectors.
Through Priority Area 8, the project enhances the competitiveness of agricultural SMEs by integrating smart technologies that improve productivity, reduce costs, and mitigate environmental impacts. This supports economic development in rural and less developed Danube regions, helping SMEs become more resilient and market-ready.
The project also supports Priority Area 9, by promoting skills development through training programs, digital learning platforms, and updated curricula (Outputs 2.1.1 and 2.2.1). These efforts are targeted at farmers, vocational students, and young professionals, increasing their employability and encouraging entrepreneurship in agriculture and mariculture.
In relation to Priority Area 6, the project directly addresses climate-related risks and promotes sustainable natural resource management through smart irrigation, climate-resilient farming practices, and precision agriculture.
By addressing common challenges such as climate change, depopulation, and inefficient resource use, while building transnational cooperation frameworks, SATECON advances the objectives of the EUSDR toward a more innovative, inclusive, and sustainable Danube macro-region.
EuropeanGreenDeal The SATECON project is fully aligned with the goals of the European Green Deal by supporting the green and digital transition in the agricultural sector. Through the development and implementation of smart technologies, the project contributes directly to the “Farm to Fork” strategy, climate neutrality objectives, and the preservation of biodiversity and natural resources.
By promoting precision farming, smart irrigation, and digital monitoring systems (Outputs 3.1 and 3.2), the project enables more resource-efficient agriculture, reducing water use, chemical inputs, and greenhouse gas emissions. These practices contribute to the Green Deal's ambition to create a fair, healthy, and environmentally friendly food system.
SATECON strengthens the circular and low-carbon economy by introducing innovative technologies that optimize production and reduce waste, particularly in pilot sectors such as viticulture, livestock, olive farming, and mariculture. The introduction of these technologies helps to mitigate climate-related risks (e.g. drought, land degradation), thus contributing to the EU’s Climate Adaptation Strategy.
The project also advances the green transition of rural areas by supporting knowledge transfer and skill development (Outputs 2.1.1 and 2.2.1), increasing the attractiveness of sustainable farming among young people, and preventing rural depopulation. The establishment of a collaborative AKIS platform (Output 1.1) ensures that innovation is accessible and inclusive.
In addition, by fostering cross-border cooperation and strengthening institutional capacities, SATECON ensures that the transition to sustainable agriculture is just, inclusive, and regionally balanced, in line with the Green Deal's “Leave no one behind” principle.
Other SATECON supports the National Strategy for Agriculture and Rural Development of Montenegro by introducing smart technologies that enhance productivity, resource efficiency, and climate resilience. It strengthens advisory services, fosters innovation through AKIS, and promotes rural revitalization by encouraging youth engagement and improving the viability of small farms, aligning with national goals for sustainable, competitive, and modern agriculture.
Other SATECON is in line with Croatian Smart Specialization Strategy within Thematic Priority Area (TPA) on Food and Bioeconomy, particularly in Sustainable food production and processing sub-area. This TPA includes topics for research projects to support the transition towards sustainable food production with higher added value. Supported research should focus on increasing the value and diversity of agricultural products, improving processing, packaging and distribution methods and technologies, improving food traceability and safety, etc. Priority will be given to products and solutions that promote circularity and reduce environmental impacts. Biopackaging can also be a focus of research and development activities, with potential uses for biomass, algae and related marine by-products. Research to assess the quality of soil, fresh and marine water can support this TPA’s shift towards sustainable production practices with integrative outcomes. ICT research and development projects should focus on the niche of digital agriculture where automation, robotics, smart sensor systems, blockchain and the Internet of Things solutions can contribute to increasing productivity and improving the sustainability and quality of the final product. Cloud solutions and artificial intelligence can enable businesses to analyze market conditions and consumer preferences in real time.
Other The project will greatly contribute to the implementation of the Strategy of Agriculture and Rural Development 2021 – 2027 of the Federation of Bosnia and Herzegovina, in particular its Strategic goal 1 - Smart, resilient and diversified sector of agriculture with guaranteed food security increase. It will also support the implementation of Priority 1.2. Strengthen market orientation by increasing competitiveness, including placing greater emphasis on research, technology and digitization, through training, the use of modern IT, knowledge transfer and advisory services to farmers.
The project will contribute to fulfilling the vision of the development of the agriculture as laid out in the Strategy: The Federation of Bosnia and Herzegovina will build a modern, competitive and market-adapted agriculture sector through the support and exchange of knowledge, innovation and digitization, which is the basis for improving the quality of life of all citizens, especially in rural areas. The project activities will also contribute to the implementation of the Strategic Goal 4 Modernized agriculture sector as a result of knowledge transfer and support, including innovation and digitalization in agriculture and rural development It includes provision of support for an interactive innovative model that strengthens cooperation among the involved participants for the best possible use of complementary knowledge in order to spread practical solutions in agricultural production, environmental protection and development of rural areas. Advisory services should strengthen their activities within AKIS, especially by intensifying cooperation with research and rural networks.
Other The project will contribute to the UN Sustainable Development Goal 2 End Hunger, 12 Responsible Consumption and Production, 13 Climate Action 14 Life below Water and 12 Life on Land by introducing smart agricultural technology that can improve efficiency and crop growth and reduce consumption as well as monitor the environment both on land and on water and detect climate change impacts on agriculture.
Other SATECON will contribute to the implementation of the objectives of the Republika Srpska Strategy of Agriculture and Rural Development 2021 – 2027, specifically Strategic goal 1 - Increasing productivity and scale of agricultural production, Strategic goal 2 - Increasing competitiveness and development of agricultural value chains and Strategic goal 3 - Environmental protection and sustainable use of natural resources which include the following specific priorities: Specific priority 1.5 - Use of modern technologies and scientific achievements in the agricultural production, Specific priority 2.1 - Support to investments in modernisation of agricultural production, Specific priority 2.5 - Support to development of innovations and agripreneurial capacities of farmers, Specific priority 3.2 - Protection and sustainable use of water for farming.
