The Danube Region faces notable discrepancies in regional development policies, characterized by a deficiency in implementing integrated urban and regional development strategies due to inadequate local and civil participation. This gap is particularly pronounced in the development of functional urban areas (FUAs) based on genuine linkages and interdependencies among urban centers and smaller settlements. Functional Urban Areas (FUAs) are territories located around a city or urban centre and linked to this central area through economic, social and cultural links. These areas form a functional unit, as people living there share infrastructure, services and economic activities, while commuting to the city centre and sharing labour markets. Key documents defining the concept of functional urban areas include ESPON research reports and studies, such as the ESPON Database and the ESPON Territorial Reference Handbook, and the OECD report Functional Urban Areas (FUAs) - A New Approach to Metropolitan Areas, which details the OECD methodology for defining functional urban areas. FUAs, as networks of cities or towns with functional relationships extending beyond individual cities, present significant management opportunities in urban planning and development. Effective management strategies for FUAs entail networked cooperation, joint strategic planning, collaborative projects, utilization of funding opportunities, and communication and partnership building among participating cities and regions. The absence of a common governance methodology for FUAs in the Danube Region underscores the importance of exchanging best practices and experiences among countries to foster joint thinking and knowledge sharing. Although cross-border links within FUAs are prevalent, they rarely culminate in a unified administrative unit. To address these challenges, the FUNDA project aim to consolidate FUA delimitation methodologies, integrate good practices, and establish a monitoring system/data platform for successful FUA delineation and management in the Danube Region as well as to establish a governance methodology, which will be elaborated in the transnational strategy as joint solution for policy makers and local and regional actors for FUA management. With the establishment of the FUA-NET network, the results of the project are expected to have a long-term impact, by joining committed cities, FUAs and stakeholders. 9 out of 14 countries in the Danube Region are participating in the FUNDA project, with 11 financing partners and 10 ASPs, allowing for knowledge sharing between partner countries with different experiences in the field of functional urban area management. Transnational cooperation is pivotal in addressing common challenges transcending national borders. In preparing the project, the partners identified three such key challenges and three pilot activities to address these. Pilot activities within the project explore themes such as integrating human public services, green infrastructure, and business infrastructure into FUA management, culminating in an unprecedented, complex, multi-perspective management model applicable to the Danube Region. Participatory planning -which will also play an important role in the pilot activities of the project- plays a crucial role in promoting social cohesion, conflict resolution, and democratic decision-making in FUAs by considering multiple perspectives and engaging various stakeholders. Stakeholders at local, regional, national, and transnational levels stand to benefit from the project, with local authorities gaining insights into local challenges and opportunities, regional authorities broadening their understanding of FUA management, and national authorities enhancing their governance models. Sectoral agencies, infrastructure providers, and service providers can leverage project outcomes to improve their efficiency and collaboration. Furthermore, the involvement of interest groups, enterprises, business support organizations, and European Groupings of Territorial Cooperation (EGTCs) in participatory planning ensures diverse perspectives are considered, promoting sustainable and inclusive urban development in the Danube Region. In conclusion, collaborative efforts and knowledge sharing are essential for effectively managing FUAs in the Danube Region, with transnational cooperation and participatory planning serving as vital tools in addressing complex urban challenges and fostering inclusive development. Through initiatives like the FUNDA project, stakeholders can work together to build resilient and prosperous urban-rural communities across borders.

Expected Achievements (EN):

In the elaboration of SO1, all partners are involved. In the frame of SO1 knowledge, experiences and good practices on FUAs in the Danube Region will be collected, analysed and shared. As part of this: - Existing governance and management solutions related to FUAs will be examined. Furthermore, planning practices and delimitation methods of FUAs will be analysed. The findings of knowledge collection and evaluation related to FUAs will be summarized in a baseline study. - A collection of good practices on the governance, planning and management of FUAs in Danube Region will be completed and disseminated. - A web-map service and monitoring system will be established. Bases are already in place during project preparation to implement the above objectives. The outcomes of SO1 primarily support local and regional decision-makers and other stakeholders of FUAs to tackle challenges concerned the whole functional urban area. They also assists the elaboration of pilots of FUNDA project. The primary goal of SO2 is to test participatory planning and theoretical concepts in different functional urban areas with different characteristics in 7 countries. This comprehensive testing will be based on a document summarizing the current delineation and management practices of functional urban areas in partner countries, as well as a platform showcasing best practices and data on a map, a product of SO1, and a participatory planning guide to be developed during SO2. Additionally, the insights gained from seven participatory planning summaries will serve as the foundation for a synthesis pilot report. Thisaims to pave the way for a strategy facilitating urban planning by fostering collaboration among municipalities and stakeholders in urban areas in SO3. The synthesis report may be useful for the functional areas involved in the future and may also be useful for the planning of other areas of the FUA-NET to be set up in SO3, as well as for other clusters of municipalities. Through the elaboration an integrated urban-rural, centrum-catchment area governance model with a multisectoral and multi-level approach a common framework will be created for ● the involvement of local and regional public bodies as well as civic actors in territorial development frameworks (FUAs) ● transnational cooperation of territorial actors in policy-making, ● sustainable joint capacity building and institutional development Close cooperation will be achieved with several levels and sectors of stakeholders, including national, regional and local governments in charge of regional development, spatial planning (land use regulation) and thematic fields: environment, economy, demographics etc.

TPLAB (EN) | The TP LAB project was implemented in the cooperation of two Slovak and two Hungarian institutions, in the frame of Interreg V-A Slovakia-Hungary Cooperation Programme. The target area of the project included Bratislava and Trnava counties on the Slovak side and Győr-Moson-Sopron County on the Hungarian side. All these regions have shown substantial economic growth and an intensive agglomeration process - Bratislava, Győr - including cross-border suburbanization in the past few decades. At the same time the region has lots of natural, cultural and landscape values.
The main aim of TPLAB project was to establish a jointly operated web map and data service centre (called GDSC) which supports multi-level spatial planning, territorial decision making, territorial monitoring, respectively sectoral and real estate investments with data, charts, interactive maps, and analytical tools.
In the TP LAB, it was essential to harmonise concepts related to spatial planning and to harmonise different data and databases, as well as to develop common spatial indicators for many aspects of territorial processes. A technology for regular updating of spatial data from different data sources has been developed too.
In FUNDA project, we aim to further develop transnational web-based mapping solutions to support the planning activities of the case study areas and to visualise and monitor the changes of spatial characteristics of pilot areas. In FUNDA project we would like to further develop the transnational web map service solutions in order to support planning activities of case study areas, and display the results of the pilot studies. (EN), ATTRACTIVE DANUBE (EN) | From 2017 to 2019 Lechner Non-profit Ltd. has been participated in ATTRACTIVE DANUBE project as a project partner. The main project objective was to strengthen multilevel and transnational governance and institutional capacities of policy planners involved in territorial development by establishing a permanent common transnational platform for monitoring territorial attractiveness. Lechner was in charge of policy coordination, whose experience can be used for transnational capacity building in the FUNDA project, and the lessons learned from the ATTRACTIVE DANUBE project to build a common and national monitoring platform can be integrated into the development of the common data platform planned in the FUNDA project. (EN), URBACT (EN) | Before 2022, Lechner Non-profit Ltd. had been the Hungarian contact point for the URBACT programme. URBACT is an international urban development programme that builds a European network of cities. The tasks of the URBACT National Contact Point include providing information to partner cities, disseminating and training in the URBACT Community-based Integrated Action Planning methodology, running the programme's Hungarian language website, supporting the Hungarian member of the URBACT Monitoring Committee. The contact point facilitates the exchange of experience between the Hungarian cities participating in the URBACT programme and the provision of information to representatives of Hungarian cities and local organisations.
The experience gained in the URBACT programme can be used and developed - among others - in the implementation of FUNDA FUA-NET activities. But it can support the FUNDA activities related to knowledge exchange between partners, the collection of best practices, and the elaboration of baseline study.
Not only the experience gained in coordination and knowledge sharing, but also the knowledge and good practices acquired in the URBACT urban development themes could be useful, especially in supporting the implementation of FUNDA case studies.
Some important URBACT topics appear in FUNDA project among the topics of case studies such as: green infrastructure, sustainable urban development, reduction of urban sprawl, circular economies etc.
(EN), BAUM project (EN) | Since 2012, the Baum – Bratislava Umland management/ Bratislava Urban Regional Cooperation (http://www.projekt-baum.eu ) initiative has been a series of successive ETC projects that have targeted introducing harmonized development in the cross-border region between Austria and Slovakia. As a joint effort of provinces of Lower Austria and Burgenland (AT), the City of Bratislava and Bratislava Self-Governing Region (SK), BAUM’s aim has been to establish a platform for all stakeholders in the BAUM region to direct its spatial development. A cross- border urban regional cooperation management structure, baseline studies, a joint spatial planning concept and harmonized spatial databases were established, creating the common platform creating the conditions for further regional development and consensual foundations for systematic project development focusing on topics of clean mobility, cross-border public transport systems(to reduce heavy and increasing commuting by car), spatial planning/land use issues (to deal with the rapid population growth in the area), nature and recreational areas, agriculture and forestry (for safeguarding and sustainable usage of large protected and valuable natural areas in the common agglomeration). By today, an institutionalized common governance platform is coordinating the activities, involving permanently around 25 organizations in cross-border institutional and supports the generation and development of smaller cross-border projects. FUNDA can capitalize on outcomes and lessons learned in BAUM as a good practice of planning and managing functional urban areas in a spatial cross-border context in the topics highlighted above. Furthermore, as Mosonmagyaróvár city is located in the HU border area near to Bratislava, direct sinergies can be achieved with complementary planning and future cross-border activities based on it. Contribution to wider strategies and policies:

EUStrategyDanubeRegion The EU Danube Region Strategy and the management of Functional Urban Areas (FUAs) share numerous points of connection, enabling strategic cooperation and complementary activities in the urban areas of the Danube basin, especially the following points:
1. Regional development and planning: Both the EU Danube Region Strategy and the management of FUAs emphasize regional development and planning. Both initiatives strive to strengthen territorial cooperation, reduce regional disparities, and promote sustainable development in the region. These efforts will be supported not only through the mapping of good practices, planning strategies and FUA management techniques in the Danube Region, but also through good planning and stakeholder involvement methodologies.
2. Networking and partnership building: Networking and partnership building play important roles in both initiatives. Through the EU Danube Region Strategy and the management of FUAs, opportunities arise to establish networks and partnerships that can more effectively address territorial development challenges and capitalize on common opportunities, which will be supported by FUA-NET in the FUNDA project.
3. Environmental protection and sustainability: Both the EU Danube Region Strategy and the management of FUAs place a strong emphasis on environmental protection and sustainability. Through cooperation between cities and urban areas in the Danube basin, it is possible to achieve common environmental and sustainability goals, such as improving water quality, optimizing waste management, and developing green infrastructure, which is one of the pilot topics in the project.
In order to capitalise the project results, we will be in charge to keep the PA10 “Institutional Capacity” coordinators informed about project events and outcomes, who will be also invented to partner meeting. Moreover, to public project events, the national Steering Group members will be minted as attendee.
EuropeanGreenDeal The EU has set a target to halt biodiversity loss as part of the Green Deal adopted in 2019 to step up its climate ambition for 2030 and 2050. As part of this, Member States need to strengthen cross-border cooperation to better protect and restore Natura 2000 sites. The development of a common methodology for green infrastructure planning during the project supports this goal.
The Green Deal also anticipates the creation of a Biodiversity Strategy 2030, which aims to identify actions to help Member States improve the status of degraded ecosystems and restore them to good ecological status. The 2020 Biodiversity Strategy includes the objective of developing Urban Greening Plans for cities with a population of at least 20 000 inhabitants, which will be supported by the project's joint pilot action of green infrastructure planning. These should include measures aimed at creating biodiverse and accessible urban forests, parks and gardens, urban farms, green roofs and walls, tree-lined streets, urban meadows and urban hedgerows.
TerritorialAgenda2030 The main objectives of the FUNDA project proposal are closely linked to the objectives of the Territorial Agenda 2023 document in several aspects.
A key objective of the FUNDA project is to support local and regional decision-makers and other stakeholders of FUAs to tackle challenges concerned the whole functional urban area through a strategic approach and new governance methods.
This objective of the project is well linked to the objectives of the "a Just Europe: Functional Regions and Balanced Europe" priorities. The link is particularly strong with the objective (under the Functional Regions) of the Territorial Agenda 2030, which also encourages the development of strategies based on the cooperation of regional and local actors.
The AGENDA also stresses the importance of multi-level territorial governance, which FUNDA also proposes for urban areas, taking into account the specificities of the Danube region.
FUNDA takes a transnational approach to the challenges of FUA level issues and aims to achieve its objectives through cooperation and intensive exchange of experience between the participating countries, thus supporting the objectives under the heading "a Just Europe: Integration beyond borders".
The role of green and blue infrastructure is highlighted in the Agenda among the objectives of the "Green Europe: Healthy Environment". FUNDA's thematic case studies include the analysis, planning and development of green infrastructure at FUA level. The role of green infrastructure is particularly important in these intensively developing and highly urbanising areas.
FUNDA will indirectly reinforce the objectives listed under the “Green Europe: Circular Economy” chapter. Among the thematic case studies of the project, the analysis of the urban economic environment can be linked to these Agenda objectives.
