With the Green Deal, the EU launched its strategy to transform into a new economy which will be green, digital and just – with no person or place left behind. While inspiring in theoretical terms, the operationalisation of this vision remains a challenge for local communities which are tasked with its practical application, with lack of capacities on how to set up this new economy with people at the heart of it. To achieve a just new economy in the changing social structure in the Danube region with fast population ageing, local communities must re-set the social inclusion framework to allow every individual to have an active role in societal development and, on the other hand, by doing so, change the concept of social inclusion from an issue of social benefits to the issue of strengthening local resilience and building local identity. New functional relationships, supported by innovative financial schemes engaging also private finance, can help build resilient communities fit for the green transition in the Danube region. Thus, the main objective of the ELEVATE project is to strengthen the cooperation between public, civil society and business sectors to introduce a multi-level governance model for inclusive territorial development that will actively engage disadvantaged groups, including elderly individuals (60+) in rural areas, particularly those isolated from services of general interest, and persons with physical disabilities, in building resilience of Danube region territories, reducing the pressure of growing social security costs arising from challenges of population ageing as well as geopolitical, climate and economic migration in the region. The ELEVATE Model for Inclusive Territorial Development will be developed through a bottom-up multi-stakeholder co-design process, following the principles of universal design to ensure that no one is left behind. Elderly and persons with disabilities will be in the centre of the process, shaping solutions under the motto “nothing about us without us”, with local businesses co-shaping new social inclusion programmes, promoting socially responsible private investing. The ELEVATE Model will be tested and validated through pilot application in 12 territories in 11 Danube region countries, representing the socio-economic realities of the Danube region – from small cities (SI-Sevnica and The Heart of Slovenia area, SRB-Irig, BA-Cazin), metropolitan areas (RO-Bucharest, MD-Chisinau), functional urban-rural areas (HR-Osijek-Baranja County, SK-Banska Bistrica Region, CZ-Karlovy Vary Region), less developed rural regions (HU-Marcal River Valley, BG- NW part of Bulgaria) and rural areas of Danube’s most developed regions (DE-Bavaria and Badem-Württemberg). Partners from 2 more Danube countries and 1 EU-level organisation support the process. A broad range of stakeholders will be engaged in co-creation and use of the ELEVATE Model, with over 300 public organisations, including local, regional and national authorities, sectoral organisations and educational institutions involved, along with 150 civil society organisations, 150 SMEs, 20 large enterprises and over 20 business support organisations. At least 500 individuals, including elderly and persons with disabilities, will co-design the outputs, with at least 100.000 members of general public reached through communication and outreach activities. The ELEVATE model will be taken up via the Sustainability Plan with a List of Regional Priority Investments which will serve as a basis for planning future inclusive territorial development measures and projects in the new 2028-2034 financial period. Both will be mainstreamed by utilising the networks of Danube Networkers platform, NONA Academy and Investment Hub, and the New European Bauhaus on the Danube, providing support to local communities in the wider Danube region on their paths towards the new fair economy. To achieve inclusive outcomes, the project will apply the principles of universal design, which prioritize accessibility and usability for all. This approach ensures that interventions are not only beneficial for the target groups but also enhance the overall quality of life for all citizens in the region. Spatial and territorial planning will integrate the concept of "Design for All," creating environments that are adaptable and inclusive, leaving no person or place behind. The ELEVATE project will build capacities to make the Danube region a frontrunner in making inclusion and accessibility key elements of balanced territorial development. By better integrating private finance into place-based social inclusion solutions and by empowering the elderly and persons with disabilities to be the agents of change towards an inclusive society, we will create truly resilient Danube region communities fit for the green and digital transition, leaving no one behind.

Expected Achievements (EN):

Specific objective one is to increase knowledge, capacities and cooperation of multi-level stakeholders for place-based solutions for inclusive territorial development; This will be achieved by establishing functional cooperation between the public, civil society and business sectors that will share knowledge, good practices and propose a methodology for effective inclusion of disadvantaged groups, primarily elderly individuals (60+) in rural areas and persons with physical disabilities into delivering place-based solutions for building resilient communities. By the project's end, measurable outcomes will include increased cooperation levels, enhanced knowledge exchange, and the implementation of a new multi-level governance model, resulting in concrete improvements in social inclusion and sustainable economic development across the region. To test and refine the ELEVATE methodology through pilot application in 12 pilot areas in 11 Danube region countries, creating tailored, place-based solutions for enhanced inclusivity and accessibility through socially responsible investing. Through bottom-up participatory co-design processes, partners will apply the draft methodology to elevate social inclusion and accessibility in pilot territories. We aim to establish a new multi-level governance model in the Danube region, fostering collaboration between public, civil, and buisness sectors to improve social inclusion and accessibility, focusing on elderly and persons with disabilities. By integrating existing sectoral approaches and prioritizing resilience, we seek to facilitate a Green and Just transition, ensuring maximum benefit to communities. To ensure long-term sustainability and mainstreaming of developed solutions by integrating them into policies and future investments, promoting cross-sectoral cooperation and facilitating their transferability within and beyond the Danube Region.

Danube Networkers (EN) | The project aims to capitalize on synergies with the Danube Networkers (DANET) initiative. DANET is a European non-for-profit association focused on education, scientific research, and intercultural projects along the Danube and across Europe. The project plans to build synergies with DANET in areas such as learning and education in later life, social participation, dialogue and cooperation of generations, and cross-cultural dialogue in Europe and the Danube Region. By leveraging the expertise and network of DANET, the project aims to promote exchange, common work, and educational activities that align with the EU Strategy for the Danube Region (EUSDR). This collaboration is intended to provide new momentum to the development and implementation of common European policies on social development, social participation, learning, education, and intergenerational dialogue. The synergies will be established by PP16 ILEU that also manages the Danube Networkers Initative. (EN), Caring Communities (EN) | Project ELEVATE will capitalize on synergies with Project Caring Communities. Specifically, ELEVATE will leverage the outcomes and experiences of Caring Communities to address challenges related to social inclusion and accessibility in the Danube region. Concrete parts or outcomes of Caring Communities to be capitalized on include:
- Insights into the challenges faced by the Danube region regarding ambulant care and home care.
- Identification of the lack of care staff and volunteers, overload of informal carers, and integration issues of digital support systems.
- Understanding the disparities between rural and urban areas in providing comprehensive care services and support.
- Broad-based consortium with diverse partners including public actors, universities, NGOs, and associations.
Project ELEVATE will utilize the insights and findings of Project Caring Communities to develop effective solutions for social inclusion and accessibility in the Danube region.
The synergies will be established through ASP Federation of Social NGOs from Bulgaria. (EN), D-CARE (EN) | Project ELEVATE will capitalize on the concrete outcomes of Project D-Care, particularly in terms of innovative smart care models, transnational cooperation networks, and improved regional capacities and skills, to advance its objectives of promoting social inclusion, accessibility, and cooperation across the Danube Region. (EN), NONA (EN) | Project ELEVATE will capitalize on synergies with project NONA. Specifically, ELEVATE aims to leverage the multi-level governance model developed by NONA for mainstreaming green investment into sustainable territorial development in the Danube region. By collaborating with NONA, ELEVATE intends to incorporate elements of the Model for Green Investment and adapt its tools to support the development of place-based solutions for active ageing and social care within the Danube region. This collaboration will enable ELEVATE to utilize the expertise and resources generated by NONA to enhance its own efforts in promoting social inclusion, accessibility, and sustainable development. ELEVATE will also cooperate with the NONA Green Investment Hub to attract investors for the Sustainability Plan, as well as contribute new knowledge, insights and expertise for the NONA Academy. The synergies will be ensured by partner Urbasofia. (EN), NEBoD NEB Lab (EN) | Project ELEVATE plans to capitalize on synergies with the New European Bauhaus on the Danube (NEBoD) NEB Lab initiative. Specifically, it aims to leverage the outcomes and activities related to supporting local authorities in the Danibe region in their green and just transition processes by NEBoD. ELEVATE will use the NEBoD network to further mainstream the ELEVATE model to cities and regions in the Danube region in support of their transition to resilient communities, fit for the green and digital transition. The synergies will be ensured by partner Urbasofia and Municipality of Sevnica, members of the NEBoD network. (EN), EU_SHAFE (EN) | Project ELEVATE can capitalize on synergies with project EU_SHAFE in several ways:
- ELEVATE can leverage the policy design and adaptation efforts of EU_SHAFE in developing comprehensive approaches to Smart Healthy Age-Friendly Environments. By aligning their objectives, ELEVATE can ensure that its governance models for social inclusion and accessibility of vulnerable groups also contribute to the creation of age-friendly environments.
- ELEVATE can adopt the 'learning by sharing' methodology utilized by EU_SHAFE to facilitate knowledge exchange and collaboration among stakeholders. This approach can help ELEVATE in gathering best practices and lessons learned from EU_SHAFE's experiences, thus enhancing the effectiveness of its own multi-level governance model.
- ELEVATE can benefit from EU_SHAFE's efforts in selecting and redesigning concrete and scalable interventions in the area of social innovation for SHAFE. By integrating these interventions into its own methodology, ELEVATE can ensure the development of realistic and innovative models that address the needs of vulnerable groups within the Danube region.
The synergies will be ensured by LP DCHS. (EN), HOCare (EN) | Project ELEVATE can capitalize on synergies with Project HoCare, which has focused on addressing the challenge of aging populations in EU regions by creating innovative solutions for home care.
Specifically, ELEVATE can build synergies with HoCare's 30 transferable good practices and high-level outputs, including the HoCare Policy Thematic reports and HoCare Policy Transfer Reports. These outputs provide valuable insights and recommendations for addressing the challenges and opportunities associated with aging populations.
Furthermore, ELEVATE can benefit from the international policy learning process conducted by HoCare, which involved regional analysis, international thematic workshops, and high-level policy learning events. By leveraging the knowledge and experiences shared during these events, ELEVATE can enhance its understanding of effective strategies for promoting social inclusion and accessibility in the Danube region.
The synergies will be ensured by LP DCHS. (EN), CARELINK (EN) | The project ELEVATE will leverage synergies with the CARELINK project. DCHS serves as the lead partner for ELEVATE and a project partner for CARELINK. Both projects are fully complementary and will be submitted under the Interreg Danube Programme.
ELEVATE aims to develop a new multi-level governance model to strengthen social inclusion and accessibility in the Danube region territories, particularly focusing on reducing expenditures for social care systems. On the other hand, CARELINK focuses on establishing a collaborative network within the healthcare sector to address various challenges, including the shortage of qualified health professionals, burn-out risks, and mental health support.
The specific synergy with CARELINK that ELEVATE will capitalize on is the exchange of experiences and best practices among healthcare organizations and stakeholders. ELEVATE can benefit from the knowledge-sharing platform established by CARELINK, allowing stakeholders to learn from successful initiatives and address common challenges collaboratively.
Additionally, as DCHS is involved in both projects, there is a unique opportunity for seamless coordination and alignment of efforts between ELEVATE and CARELINK. This collaboration will enhance the impact of both projects by ensuring that the strategies developed in ELEVATE are informed by the experiences and insights gathered through CARELINK, particularly in the realm of healthcare workforce resilience and sustainable practices. EUStrategyDanubeRegion ELEVATE advances EUSDR Priority Area 10 actions under the pillar Strengthening the Region, with a focus on Action 1: To improve institutional capacities in order to provide high-quality public services, Target 1.2: Developing policy guidance for co-designing policies at all levels in the Danube Region. A core aim of the project is to build the capacity of local and regional institutions to improve social inclusion governance. ELEVATE partners will co-design solutions/policies and develop policy guidance for working with the business and private sector and with local stakeholders to ensure social inclusion for optimal economic, environmental, and social benefit.ELEVATE also advances PA10, Act. 7: To strengthen the involvement of civil society and local actors in the Danube Region, Target 7.2: Building capacities on participatory governance and involvement of civil society and local actors in cooperation with experts and stakeholders. ELEVATE will directly involve civil society in local participatory and multi-level governance processes at all pilot sites. In those pilots, project will open up ways for civil society and local actors to take part in developing local strategies regarding social welfare development, in cooperation with experts and stakeholders. ELEVATE is also aligned with PA10, Act. 5: To test and support innovative funding solutions (for local actors and civic society), Target 5: Developing at least one innovative funding instrument with a particular focus on needs of local actors and civil society.
