Description (EN):

The project aims to bolster the disaster response capabilities and disaster risk prevention efforts of the Black Sea Basin region by equipping 4 LPAs with emergency equipment and leveraging the expertise of a specialized NGO to develop a joint disaster prevention strategy and a master plan. Beneficiaries: - Cantemir DC (Moldova) - 52115 inhabitants; - Edirne Municipality (Turkey) - 180002 inh.; - Dalgopol Municipality (Varna Region, Bulgaria) - 13143 inh.; - Union of Bulgarian Black Sea Local Authorities (UBBSLA) (Varna, Bulgaria); - Nisporeni District Council (Moldova): 53154 inh. Common challenge The Black Sea Basin region faces significant challenges due to the increasing frequency and intensity of natural disasters, including fires, floods, snowfalls, and land erosion. These events are exacerbated by climate change, posing a severe threat to the safety, infrastructure, and economic stability of the communities of the region. The lack of adequate emergency response equipment and the need for a cohesive, transnational disaster risk prevention strategy are critical issues that hinder effective disaster management. Overall objective: To increase the resilience and disaster management capacity of Cantemir and Nisporeni DCs in Moldova, Edirne City in Turkey and Dalgopol Town in Bulgaria through the procurement of emergency equipment and the development of an disaster preparedness strategy and an action master plan. Expected change: 1. Improved preparedness and response capabilities of the partners to disasters. 2. A significant reduction in the vulnerability of local communities to disasters. 3. Establishment of a unified, transnational approach to disaster risk prevention that incorporates eco-system based approaches, promoting regional cooperation and knowledge sharing. Main outputs: - Purchasing for Cantemir DC of emergency equipment for disaster response (a special firefighting vehicle, a quad cycle ATV for research work, 4x4 vehicle with towing possibility, a tracked vehicle that can drive over water, mud and snowdrifts, an intervention and rescue boat, a backhoe and a snow blower). - Acquisition for Dalgopol of disaster prevention equipment (a combined backhoe loader, a highly passable truck for the transport of pumps, materials, a mulcher machine for removing vegetation, an hydraulic station with dirty water pump, collector brush for cleaning deposits and other tools), development of a smart flood notification system, and execution of flood prevention works on the Kamchia River, a specialized pick-up vehicle, specialized clothing to be used for voluntary actions on fire protection, simulations. - Purchasing for Edirne of flood and disaster prevention equipment (an airboat, a disaster container to be used in case of emergencies and to store equipment, a cold climate tents, generators, a 4x4 pickup truck, other equipment and tools). - Purchasing for Nisporeni DC a special firetruck and development of a smart disasters notification system. - Development of a comprehensive emergency prevention strategy and a practical master plan for acting in all kind of exceptional situation specific to each partner. - Development of a Cross-Border Communication and Coordination Web Platform. Results: - Enhanced emergency response capabilities and reduced disaster response time. - A coordinated emergency prevention strategy that enhances regional resilience and disaster preparedness. - Improved safety and well-being of residents in Cantemir and Nisporeni Districts, Edirne and Dalgopol Municipalities. - Better communication with citizens in the 4 regions to jointly prevent and fight disasters. Planned approach: The project will follow a structured approach involving: - Procurement and deployment of emergency equipment tailored to the specific needs of each municipality. - Implementation of disaster prevention and early warning system in Dalgopol. - Implementation of a smart fire notification system in case of disasters in Nisporeni district. - Collaboration with UBBSLA to leverage their expertise in drafting a cohesive emergency prevention strategy, a practical master plan in case of disasters and a common Cross-Border Communication and Coordination Platform. Need for transnational cooperation: - Shared expertise and resources: The transnational cooperation allows for the pooling of expertise, resources, and best practices across borders, ensuring a comprehensive and effective approach to disaster risk prevention. - Regional resilience: Addressing natural disasters is not confined by national borders; thus, a collaborative effort enhances the overall resilience of these 4 zones of Black Sea region. - Unified strategy: Developing a common emergency prevention strategy (combined with the master plan, joint emergency drills and a Cross-Border Communication and Coordination Platform) fosters stronger ties and cooperation between the participating entities, promoting a unified response to shared challenges.

Actual Achievements (EN):

Period 1 of DARE-EU project launched the partner foundation for implementation of the activities according to the work plan. An efficient cooperation and collaboration body was set up by the partners representatives with clear responsibilities: project managers, coordinators, communication managers, financial managers of each partner. Partners created both Cross-Border Communication and Coordination Body as coordination instrument and the Platform (CBCCP) - https://dare-eu.net. The platform has enabled the connection between representatives of partners and national and/or regional specialized emergency services of each territorial entity. Pre-project opition survey was disseminated in the four participating countries to get feedback, opinion and proposals from the local communities for improvement of disaster preparedness and management. At the same time the survey contributed to raise the awareness on the project concept and the foreseen results it should achieve. Over 900 respondents have been reached at consortium level, among which: 284 in Edirne Municipality; Cantemir: 262; Dalgopol: 117; Nisporeni: 225. A multilingual communication platform (https://cbccp.ubbsla.org/en) was also created as a innovative technological solution with AI support to assure live interpretation, project management tools, real-time translation, multilingual interfaces, and cross-platform compatibility. The initial steps have been undertaken for purchasing the equipment in support to prevent measures in the targeted territories across countries. Thus PP2, Edirne developed the technical documentation and the launch of procurement procedures for planned equipment and services. PP3, Dalgopol managed to purchase the fist set of emergency response equipment. Additionally, a sub-contractor was chosen for purchase and delivery of the additional equipment according the work plan. The efficient cooperation between the project partners was ensured by the continuous communication through shared online platform, mail list and regular online meetings held. In total 6 partners meetings were organized with the participation of partner teams to discuss particular tasks and deliverables. The partner representatives also participated in the online training for beneficiaries organized on 9th of March by JS/MA for efficient project implementation. The communication activities were ensured both internally and externally by the developed Communication plan and toolkit of the project. The project templates were used for the administrative project outreach. 15 posts were made during the 1st project period to support visibility and engage relevant local stakeholders. DARE-EU was promoted through the partner websites as well as during meetings and other events. Overall, the accomplished activities facilitated the partner efforts to enhance the capacities of experts on emergency response and the first set of equipment for emergency management.

Fires release large amounts of particulate matter (PM), carbon monoxide (CO), and other harmful pollutants into the atmosphere. Efficient firefighting reduces the duration and intensity of fires, thereby minimizing the release of these pollutants.
- Preventing fires: Advanced firefighting equipment and early warning systems can prevent small fires from becoming large-scale wildfires, further reducing the potential air pollution from such events.
