Throughout history, Europe's development has been shaped by the solutions adopted in response to global challenges. Staying true to the Union's founding spirit, the social economy stands today as a promising response to the major socio-economic transformations we are witnessing. Now is the time to fully embrace the social economy's potential in overcoming outdated development models. RESILIENCE drives change in Central Europe’s peripheral areas by addressing common challenges such as economic underdevelopment, scarcity of services, depopulation and marginality. In this context, the green&digital transition represents both a challenge and an opportunity for these regions, where the untapped potential of social economy is particularly well-suited to fostering transformation. These challenges impacts in particular small businesses in areas as FVG mountain area (IT), Észak-Magyarország region (HU), Łomża (PL) Prešov (SK) and Savinjska (SLO) subregions. These struggles stem from a lack of awareness, skills, and resources to adopt new technologies in key sectors like Agri-food, Mobility, Energy, Housing and Tourism. Although the social economy in these regions is positioned to lead inclusive and sustainable development, it requires targeted support to overcome obstacles to innovation. Transnational cooperation is essential to exchange experiences, good practices, and mutual learning. Through co-design, implementation, and evaluation, the partners’ complementary skills and knowledge will converge into shared, effective solutions. As highlighted in the Social Economy Action Plan, “social economy contribute to the green and digital transitions by supplying sustainable goods and services and bridging the digital divide. Their participatory business models (…) help to ensure that the transitions are fair” (Building an economy that works for people: an action plan for the social economy, EC 2021). The core of the project is a transnational capacity-building program that will be developed to empower social economy enterprises (SEEs) in becoming driver of a change: by enhancing their digital and green skills, as well as fostering management of change attitude, it's expected to trigger a concrete change in peripheral areas ecosystem, leveraging on the social economy potential. Harnessing on the capacity building and supported by specialized mentors, SEEs will develop concrete solutions, models, or services that are market-reaady and aligned with local community’s needs. To achieve these results, a key factor of the project is the bottom-up involvement of the local stakeholders. Far from being a “one-shot” initiative, Resilience is strongly focus both to the effectiveness and the sustainability of the outcomes. Through "ResilenceLabs", the project aims to engage local key stakeholders, ensuring that the solutions developed by SEEs meet the identified community needs and can be swiftly implemented within a clear operational framework. By harnessing the potential of the social economy and fostering collaboration across regions, RESILIENCE aims to introduce sustainable and resilient development models that address immediate challenges while setting the foundation for long-term prosperity in CE peripheral areas.

Expected Achievements (EN):

The aim is to design an operational framework tailored to SEEs needs in order, on the one hand, to strengthen their skills and knowledge to adapt them to green&digital transformation processes. On the other, it is intended to strengthen local networks by defining action plans aimed at facilitating the role of social enterprises in the territories. This will enable them to deliver services to communities by overcoming the existing gaps in terms of services and supply chains that plague territories. The involvement of both the public and private sectors is key to the success and ambitions of the project. This is why it is necessary to structure the dialogue between the different actors and thus enable social enterprises to become an integral and driving force in territorial systems. The objective is to test and validate an innovative methodology for the upskilling of 25 social economy enterprises and the delivery of a sustainable solution aligned with the objectives of the green and digital transition. The ultimate goal is to empower social entrepreneurship by placing it at the core of local economic systems, helping to overcome territorial weaknesses and address gaps in services, products, and supply chains. The outcomes of the pilot action will be validated at transnational level through peer learning activities, offering a transferable methodology to replicate processes and lessons learned in support of the twin transition and resilience in peripheral areas.

SocialTech4EU, EU COSME Programme (EN) | SocialTech4EU is a cascade funding project closed in 2024.The main output to be inspired from is the capacity building programme scheme tested in the project that may offer a verified baseline to build on. The delivery of acceleration programme to bring new products/services close to market may offer valuable hints to be adapted in Resilience. (EN), SENTINEL, Interreg Central Europe (EN) | Sentinel has been financed by Interreg Central Europe 2014-20. This projects delivered outputs of key importance for their upscale in the Resilience Context. In particular the Toolbox on Social Business Mentoring Services provides a model for Social Business Mentoring Services to be used by support organisations working in marginal regions. (EN)

By building the capacity of SEEs and fostering cooperation among regional stakeholders, RESILIENCE will support sustainable growth, innovation, and resilience in the Adriatic-Ionian region.
EUStrategyAlpineRegion RESILIENCE aligns with EUSALP objectives by fostering innovation and the twin transition (green and digital) of SEEs in Central Europe's peripheral regions. Building awareness, skills, and competences, and providing services and mentorship, RESILIENCE enables SEEs to adopt sustainable practices and contribute to regional socio-economic development, aligning with the EU Green Deal goals. Focusing on Agriculture and Energy, RESILIENCE contributes to two main goals of “A healthy food system for people and the planet” and “A clean and efficient energy transition”.

Other RESILIENCE supports the main aims of the Action Plan for the Social Economy by fostering innovation and enabling the green and digital transitions of SEEs in peripheral areas. Through capacity building, mentorship, and pilot programs, RESILIENCE helps SEEs enhance competitiveness, adapt sustainable practices, and integrate into innovation ecosystems. This aligns with the Action Plan's goals to enhance skills, boost social investment, and drive inclusive economic development.
Other RESILIENCE contributes to efforts of two LEADER/CLLD Local Action Groups covering Savinjska region – LAS Od Pohorja do Bohorja and LAS Raznoliko podeželje. Both organisations are community led rural development initiatives their own programme strategies which are focused also on (social) entrepreneurship in the agricultural and tourism sectors. The RESILIENCE project will contribute to the realization of their strategies in the fields of increasing economic output of agricultural and tourism sectors while contributing to the green and digital transformation of both sectors, as well as increasing digital, green and economic competencies of social entrepreneurs.
Other "Multiannual Programme for the Development of Social Economy in Podlaskie Voivodeship until 2027. Social Solidarity Economy” (WPRES) diagnoses problems and sets out directions of activities in the Podlaskie Voivodeship, aimed at developing social economy. RESILIENCE aligns with the objective to foster innovation and social transformation in the Łomża subregion, characterized by high levels of socio-economic exclusion. It also contributes to enhancing the innovativeness of local social economy enterprises (SEEs) for revitalizing regional economy.
RESILIENCE activities are in line with the WPRES Strategy, which emphasizes solidarity-based economy as one of the pillars for strengthening local economy.
Working on strengthening skills and awareness of SEEs, RESILIENCE focuses on capacity-building for social leaders and enhancing the skills of the region’s residents. This addresses the objective of increasing awareness and skills of SEEs outlined in the WPRES strategy. Training, workshops, and mentoring programs will be implemented to help SEEs effectively adopt innovative solutions and better address local needs.
Through the testing of social economy-based innovative solutions, RESILIENCE emphasizes the introduction of sustainable business models and the development of services tailored to local needs, which aligns with the WPRES call for creating a stable support infrastructure for social economy. Pilot activities will identify and implement business models based on digitization and ecological principles, contributing to the innovativeness of peripheral areas.
Łomża, affected by long-term unemployment and low professional activity, will benefit from activities aimed at socio-professional reintegration. By promoting the social economy, reducing inequalities in development, and improving working conditions, RESILIENCE becomes a tool for socio-economic transformation that promotes innovative approaches and sustainable development in peripheral areas of Central Europe.
Other “National Programme for the Development of the Social Economy by 2030. Economy of Social Solidarity” (KPRES) presents plans and actions implemented by the government administration at national level and a comprehensive structure for social economy support system at regional level, considering the role of other representatives of the government administration sector, as well as local government units and the social economy sector.
KPRES aligns well with RESILIENCE objectives by focusing on fostering social entrepreneurship, building capacities and promoting innovation.
KPRES emphasizes the need to support innovation in the social economy sector and the development of social economy enterprises (SEEs), enabling them to function effectively in economically lagging regions. This is in line with RESILIENCE goal to foster innovation and twin transition of SEEs to boost economy of peripheral areas. KPRES highlights the importance of sustainable development (linked to ecological transformation) and the adoption of technologies supporting digitalization.

Other The RESILIENCE project can contribute to the implementation of the Carnia 2030 Development Plan through the empowerment of local social enterprises, the promotion of green and digital transition and the strengthening of territorial networks. RESILIENCE is aligned with the strategic objectives of the Plan, such as digitalisation (Strategy 1, in particular the so-called 'Worksite Innovation, institutions and relations with citizens'), sustainability (Strategy 2, in particular Worksites ‘Green Energy and Self Consumption’ and ‘Sustainable and Modern Enterprise’) and inclusiveness (Strategy 3, in particular the Worksite ‘Attractive Jobs and Neighbourhood Welfare), providing tools to overcome the challenges of economic and social marginalisation. With a capacity building programme, RESILIENCE improves the technological and management skills of enterprises, fostering innovations in the key sectors of Carnia (agriculture, tourism, mobility). The Territorial Laboratories will involve local stakeholders, creating resilient development models that can be integrated into local policies for a more cohesive and attractive economy.
Other As the national SME development agency, MGFÜ holds a unique and pivotal role in implementing Hungary’s National SME Strategy (2019–2030), enabling it to directly influence policy outcomes and align them with the project’s objectives.
The RESILIENCE project can support the implementation of the Strategy by empowering local social entrepreneurship, promoting green&digital transition, and strengthening territorial networks, by contributing to the achievement of the following objectives.
The 1.1.1.3. of the strategy emphasizes increasing SMEs’ digital preparedness, integrating digital technologies, and promoting the adoption of innovative digital solutions, aiming to bring Hungary's digital maturity in line with the EU average by the end of the decade. The 1.1.1.4. focuses on preparing SMEs to meet ESG framework requirements and transitioning to sustainable business practices, ensuring alignment with climate policy and circular economy goals.
Other According to the “Concept of Social Economy Development in Prešov Self-Government Region”, local governments and social economy enterprises need support in the education of SEEs management, as well as employees from socially disadvantaged groups. Local action plans use all available labor market policy instruments. The aim is, to support further education and the establishment of regional education and training centers that will focus on practical skills usable in social enterprises. RESILIENCE Capacity Building and Mentoring Programme will empower SEEs to transition to greener and more digitalized operations and thanks to the mentors will strengthen the practical skills and actively support implementation of the transition. Thanks to the cooperation with the Associated Partner Innovation partnership program in Prešov and transnational peer learning exchange, the project will build the capacity and experience of this regional education and training center.
