Description (EN):

Characteristics such as scattered settlements and low population density make traditional public transport solutions in CE rural and peripheral areas less viable and attractive, leading to limited accessibility and connectivity. This hinders the opportunity of pursuing sustainable and balanced development, of contrasting depopulation and enhancing social inclusion. Moreover, those areas often face further specific challenges related to ageing and decline in territorial competitiveness: a better connectivity would provide a key contribution to unlock the development potentials of peripheral and lagging areas. These phenomena are particularly relevant for the target areas of the CO-MOVE project: Alpago-Zoldo (IT), Heart of Slovenia (SI), Nyíregyháza (HU), facing ageing and depopulation, poor access to economic activities and services of general interest, transport poverty. CO-MOVE aims at delivering community-based mobility services (social carpooling, demand responsive transit, peer-to-peer initiatives), to enhance accessibility of peripheral and lagging areas by complementing and integrating the existing public transport networks. The solutions tested and validated in the project - a community based peer-to-peer/shared mobility service model increasing accessibility in low density areas, and a flexible mobility service model to reduce transport poverty internal peripheral areas - will change the shape of the mobility networks in the three target territories and in their regions, enhancing and creating new mobility opportunities for the citizens of peripheral and lagging areas, with special attention to the vulnerable groups. Stakeholder and citizen engagement, co-design of solutions and sustainability of outcomes are at the basis of the approach adopted by the CO-MOVE partnership. Furthermore in order to sustain long term durability, Action Plans taken up in the three target areas will include scenarios for their upgrade through the adoption of disruptive innovations (Autonomous Vehicles, Mobility as a Service, Data Driven mobility planning), as these are expected to become key factors for the success of mobility systems in the future. Transnational cooperation is needed to ensure that the integration of flexible and peer-to-peer mobility options in peripheral and remote contexts and will generate a tangible change in the target areas and beyond, by jointly developing and implementing viable and effective solutions, replicable under different conditions, responding to a comprehensive range of user needs.

Expected Achievements (EN):

Engaging stakeholders, by establishing three inclusive mobility communities in the target areas, that will a) co-design the services and tools to be tested in the pilot actoions, and b) set up and animate targeted community laboratories, engaging citizens to learn how to benefit from flexible and shared mobility options based on digital and operational innovations, c) deliver three action plans for sistainable and inclusive mobility, and d) foster the uptake and upscale of the project outputs across CE regions. Implementing a new approach to flexible and shared mobility for peripheral and lagging areas in Central Europe by testing, delivering and uptaking two enhanced and local-driven solutions in three territories: I) a peer-to-peer/shared mobility model complementing existing networks in low density areas; II) a flexible mobility service model to reduce transport poverty in peripheral areas.

DREAM_PACE - Demand REsponsive trAnsport integrating regional Mobility networks for PAssengers in Central Europe (Interreg Central Europe 2021-2027) (EN) | DREAM_PACE is a 36 months project awarded in the first call of Interreg CE 2021-2027, started in march 2023. The project will deliver demand-responsive transport (DRT) concepts for regional mobility networks. Synergies are both methodological (stakeholder engagement, co-design approach), and thematic concerning DRT applications. The projects have common partners (Redmint, Mobilissimus) and interested parties (Autoguidovie is DBUS main shareholder). (EN), DEGREE4ALPS - DigitalisEd and GREEn mobility for ALPine Space communities (Interreg Alpine Space 2021-2027) (EN) | DEGREE4ALPS is a project awarded in the second call of Interreg AS 2021-2027, started in september 2024 and will last until september 2026. The project will integrate traditional, flexible and shared, formal and informal mobility options through a set of digital tools and social innovation approaches in regional mobility networks.
Synergies are mainly methodological, based on the same stakeholder engagement and co-design approaches, and thematic, since both projects deal with flexible mobility solutions. This will give the chance to organise joint meetings and workshops especially in the territories of the Belluno Province (DBUS) and Heart of Slovenia (where the Municipality of Šmartno pri Litiji, DEGREE4ALPS partner, is located), to foster the creation of a larget community and to promote a common approach towards the digitalisation and integration of flexible mobility options in local mobility networks.
Besides the explained synergies, there are no substantial overlappings between the two projects: in the Belluno Province, while DEGREE4ALPS is implementing a DRT service in the ""Centro Cadore"" Area, CO-MOVE will focus on the integration of a Community Car Pooling system in the mobility network for the ultra low demand Alpago area; the activities in CO-MOVE will anyway build on the results of the tests on DRT in DEGREE4ALPS, to better understand how community based solutions can be integrated in existing networks, and become complementary also to more structured flexible services (e.g. DRT); in the Heart of Slovenia territory, while in DEGREE4ALPS a DRT service is being tested by the Municipality of Šmartno pri Litiji, CO-MOVE will co-design a planning approach for the upscaling the Šmartno pri Litiji experience in other municipalities, further enriched by integrating different mobility and peer-to-peer solutions such as social carpooling and rural DRT. (EN), National Strategy for Inner Areas (NSIA), Regione Veneto (IT) (EN) | European Structural and Investment Funds are combined with national finance to support strategies for local development and service innovation in 72 pilot areas in Italy. In Province of Belluno, interventions synergistics with CO-MOVE are related to strenghthening of local public transport, and development of flexible transport services. CO-MOVE will explore synergies with the planned interventions, and promote new ones within the future steps of implementation of the strategy. (EN), Maas4Veneto, National Recovery and Resilience Plan (PNRR), (IT) (EN) | The MaaS4Veneto project, promoted by the Region and funded by the National Recovery and Resilience Plan (PNRR) as part of the MaaS4Italy initiative, involves the testing of MaaS services on the regional territory according to a multi-territorial approach. The testing aims to evaluate the use of MaaS services by citizens and their readiness on the market in order to improve their quality and make them available at a national level. DBUS has been appointed as MaaS Operator within the framework of the project, and therefore will be able to integrate different services in their digital system. (EN), Sopotniki project (2019 – in progress) (SI) (EN) | The purpose of the project is to help the elderly to integrate into an active social life and above all to provide daily mobility services. Beneficiaries of transport are elderly residents of both municipalities who are retired and over 60 years old. Rides are carried out by volunteers. CO-MOVE activities in the Heart of Slovenia will rely on the already built network of stakeholders and the existing service will be upgraded to broader time-scale and further stakeholder groups. EuropeanGreenDeal The EU Green Deal policies aim at accelerating the shift to sustainable smart mobility by "putting users first and providing them with more affordable, accessible, healthier and cleaner alternatives". CO-MOVE focuses on centrality of citizens to encrease accessibility for everyone, and relies on digitalization as enabler for the development, testing and implementation of innovative and inclusive solutions.
TerritorialAgenda2030 The Territorial Agenda 2030 mentions, in its territoral priorities for Europe, the need for a sustainable digital and physical connectivity of places. The agenda invites mobility (and spatial) planners to "explore new socially and environmentally progressive models for local and regional mobility-as-a-service and to cooperate on multimodal and environmentally friendly accessibility". CO-MOVE develops socially inclusive and integrated mobility solutions, in line with this approach.
EUStrategyDanubeRegion CO-MOVE activities and outputs can contribute to the EUSDR Pillar 1 "connect the region", especially Priority Area 1b Rail-Road-Air Mobility, target VI - Support safe and sustainable transport and mobility in the Danube Region.
The project will demonstrate the important role of flexible and shared mobility options integrating the existing mobility networks, also through the pilot activities taking place in the Heart of Slovenia (SI) and in the Nyíregyháza area (HU).
EUStrategyAdriaticIonianRegion CO-MOVE approach is in line with the EUSAIR strategy Pillar 2 "Connecting the region", with particular focus on the specific objective "develop reliable transport networks and intermodal connections with the hinterland, both for freight and passengers", and the related topic "intermodal connections to the hinterland".The project will demonstrate the important role of flexible and shared mobility options integrating the existing mobility networks, also through the pilot activities taking place in the Alpago-Zoldo area (IT) and in the Heart of Slovenia (SI).
EUStrategyAlpineRegion CO-MOVE contributes to EUSALP AG4 Mobility Priority 4 "Smart and sustainable passenger transport (local, regional and cross-border mobility)", by improving public transport and smart mobility services in the Alpine Region with a special focus on on-demand, shared and pooling solutions, making use of digital innovation and adapting to changing lifestyles. The project will demonstrate the important role of flexible and shared mobility options integrating the existing mobility networks, also through the pilot activities taking place in the Alpago-Zoldo area (IT) and in the Heart of Slovenia (SI).
