Description (EN):

The project focuses on the solution of two key problems in the target area – water scarcity and floods. The project corresponds to the Programme priority providing a resilient and green border region by implementing a complex of measures aiming at reduction the negative effects of droughts and floods at transboundary UA-HU Batar-Palad-Tur river catchment (287 km2). Since 1930, the river has been channelized, strengthened with dykes and divided into Staryi and Novyi Batar to discharge water to the Tisza River during flooding. Nowadays, due to extreme weather conditions the Staryi Batar River (12km) downstream area is completely dry most of the year due to siltation and the water flow has been altered significantly resulting in vegetation growth. The lack of water in the Staryi Batar river basin has resulted in challenges both for biodiversity conservation and for farming. There is no migration of fish due to the limited free flow of water. Riverbed sedimentation and overgrown vegetation has resulted in the rise of water levels in the Staryi Batar to 2-3 meters which causing flooding damages in both countries. The project is aimed to improve hydrological regime and increase water capacity of Staryi Batar by providing cleaning of the riverbed using modern technologies, and sluice reconstruction to keep sustainable water flow in dry periods and safe excess water passing during floods, monitoring system modernisation. Thus, the project activities will support the adaptation to climate changes in the field of safety in conditions of more frequent and intensive dry periods and stormy floods. The project foresees the increase of professional skills and population awareness on nature-based solutions, strengthening institution capacities (maintenance service). Additional benefit of the project is cross-border cooperation and experience transfer from EU country in the field of the EU WF and Flood Directives.

Expected Achievements (EN):

Mitigation of negative climate change impact at transboundary Batar-Palad-Tur river catchment through joint actions for improvement water supply and flood risk prevention. The project directly corresponds to Program Priority 1 and SO 2.4 since it is directed on strengthening the prosperity and resilience of regions in the border area by joint implementation of infrastructure measures in order to increase the preparedness for natural threats and adverse impacts of climate change.
