Description (EN):

The common challenge is the efficient and sustainable management of water resources, which is a prerequisite for future water security. In the area of interest, as an area with potential water scarcity and adverse hydrogeological conditions (crystalline bedrock), the effects of climate change will lead to a significant decrease in water supplies in the future. As a result, increasing competitive pressure on water use can be expected at the expense of secure water supply and sustainable ecology. The main objective is to create adaptation measures contributing to the long-term maintenance of a safe and environmentally sustainable water supply in the project area. Specifically, the first step is to create a common and reliable database. On this basis, the expected water balance deficits will be identified using harmonised methods. In the next step, possible measures will be derived and evaluated. Attention is focused on the interstate and intelligent management of water from important water sources from valley dams in the region. Their interconnection can significantly increase the resilience of the drinking water supply, especially during periods of water scarcity, drought and possible accidents. Cross-border access is essential in this regard. In addition to benefiting all municipalities and citizens, this cooperation also improves cohesion between the two countries.

Die gemeinsame Herausforderung ist die effiziente und nachhaltige Bewirtschaftung der Ressource Wasser als Voraussetzung für eine zukunftssichere Wasserversorgung. Im Projektgebiet als potenzielles Wassermangelgebiet mit ungünstigen hydrogeologischen Verhältnissen (kristallines Grundgebirge) führen klimawandelbedingte Einflüsse in Zukunft zu einer deutlichen Verschärfung der Wasserdargebote. In der Folge ist ein steigender konkurrierender Nutzungsdruck zu Lasten einer sicheren Wasserversorgung und einer resilienten Ökologie zu erwarten. Das Gesamtziel ist die Entwicklung von Anpassungsmaßnahmen, die zu einer langfristigen Erhaltung einer sicheren und umweltverträglichen Wasserversorgung im Projektgebiet beitragen. Konkret wird zunächst eine gemeinsame und belastbare Datengrundlage geschaffen. Darauf aufbauend werden mittels abgestimmter Methoden zu erwartende Defizite im Wasserhaushalt ermittelt. Im nächsten Schritt werden Handlungsoptionen abgeleitet und bewertet. Der Focus liegt auf einer staatenübergreifenden und intelligenten Bewirtschaftung der in dieser Region bedeutenden Wasserdargebote aus Talsperren. Deren Vernetzung kann die Resilienz in der Trinkwasserversorgung deutlich verbessern, insbesondere während Hitze- und Trockenperioden und bei Havarien. Insofern ist ein grenzüberschreitender Ansatz unabdingbar. Neben dem Nutzen für alle Kommunen und Bürger verbessert diese Kooperation auch den Zusammenhalt zwischen beiden Ländern.

Společnou výzvou je účinné a udržitelné hospodaření s vodními zdroji, které je předpokladem budoucího bezpečného zásobování vodou. V zájmové oblasti jakožto v oblasti s potenciálním nedostatkem vody a nepříznivými hydrogeologickými podmínkami (krystalinické podloží) povedou v budoucnu vlivy související se změnou klimatu k výraznému poklesu zásob vody. V důsledku toho lze očekávat zvyšující se konkurenční tlak na využívání vody na úkor bezpečného zásobování vodou a udržitelné ekologie. Hlavním cílem je vytvoření adaptačních opatření přispívajících k dlouhodobému zachování bezpečného a pro životní prostředí udržitelného zásobování vodou v projektové oblasti. Konkrétně se nejprve jedná o vytvoření společné a spolehlivé databáze. Na základě toho budou pomocí harmonizovaných metod zjištěny očekávané deficity v bilanci vody. V dalším kroku budou odvozena a vyhodnocena možná opatření. Pozornost se zaměřuje na mezistátní a inteligentní hospodaření s vodou z významných vodních zdrojů z údolních přehrad v tomto regionu. Jejich propojení může významně zvýšit odolnost zásobování pitnou vodou, zejména během období nedostatku vody, sucha a v případně havárií. V tomto ohledu je nezbytný přeshraniční přístup. Kromě přínosu pro všechny obce a občany tato spolupráce zlepšuje také soudržnost mezi oběma zeměmi.

Expected Achievements (EN):

The main objective is to find out how to sustainably and cross-border manage water resources and how the Nýrsko and Lučina water reservoirs on the Czech side and the Frauenau water reservoir on the Bavarian side can jointly supply municipalities with sufficient drinking water - for mutual benefit in the future. Climate, demographic and other changes on the part of achievable stocks and needs are taken into account. The most important activities and outputs are: determination of data and models using a uniform methodology/procedure, carrying out analyses of current and future status, determination of water balance including identification of stocks and needs, based on this derivation of possible scenarios and subsequently outlining and outlining strategies, solutions, improvements and measures.

Expected Achievements (DE):

Das Gesamtziel ist zu ermitteln, wie die Trinkwassertalsperren Nýrsko und Lučina auf tschechischer Seite und die Trinkwassertalsperre Frauenau auf bayersicher Seite gemeinsam und im gegenseitigen Nutzen auch in Zukunft ausreichend Trinkwasser an die Kommunen liefern können. Berücksichtigt werden dabei klimatische sowie demographische und weitere Veränderungen. Die wichtigsten Aktivitäten und Outputs sind: mit einheitlicher Methodik/einheitlichem Vorgehen Daten und Modelle ermitteln, Ist- und Zukunftsanalysen durchführen, Wasserbilanzen mit Dargebot und Bedarf ermitteln und daraus Szenarien ableiten und schließlich Strategien, Lösungen, Verbesserungen und Maßnahmen benennen und skizzieren.

Hlavním cílem je zjistit, jak lze udržitelně a přeshraničně hospodařit s vodními zdroji a jak mohou vodárenské nádrže Nýrsko a Lučina na české straně a vodárenská nádrž Frauenau na bavorské straně společně zásobovat obce dostatečným množstvím pitné vody - pro vzájemný užitek v budoucnosti. Zohledněny jsou klimatické, demografické a další změny na straně dosažitelných zásob a potřeb. Nejdůležitějšími aktivitami a výstupy jsou: stanovení dat a modelů pomocí jednotné metodiky / jednotného postupu, provedení analýz současného a budoucího stavu, stanovení vodní bilance včetně zjištění zásob a potřeb, na základě toho odvození možných scénářů a následně uvedení a nastínění strategií, řešení, zlepšení a opatření.
