Description (EN):

The cross-border project will be implemented in the Pădureni commune, Vaslui county, Romania, and the villages of Floreni, Negrești, and Drăgănești in the Republic of Moldova and offers the premises of a real joint initiative concentrated towards historical heritage and local culture. Through the involvement of 4 partners and different stakeholders, the project to improve the touristic potential of the cross border area. Even though both countries offer real opportuinities for tourism, it is well known that there is lack of strategy and initiavies, mainly in the smaller communities. The specific objective of the project is to adapt the role of culture and sustainable tourism to contemporary standards, through rehabilitation/ endowment of 4 historic and cultural sites, promotion of cultural dialogue through different events and establishing a strategic approach within 24 months of implementation. Main outputs of the project are: 2 rehabilitated cultural buildings: in Floreni and Drăgănești, Republic of Moldova. These buildings will include repairs and will be equipped with sound and video systems, intelligent lighting systems, advanced security systems, and online streaming platforms. 1 Endowed Cultural institution in Pădureni, Vaslui County, 1 Rehabilitated historic mansion in Negrești village, Republic of Moldova. The mansion will also be equipped with Smart Home systems, advanced security measures, renewable energy solutions, and entertainment systems. 1 Joint Steering Committee established for devolping the strategy and joint action plan for attracting EU funds in smaller communities 1 Local strategy for the protection of historical monuments developed with the premises to create anew touristic product in Negresti and stimulate the domestic tourism 4 Intercommunity festivals organized in the project partner communities. The project aims to create a framework for cooperation among partners to facilitate the exchange of technical knowledge, skills, and expertise in accordance with the national legislation of the participating regions. The use of information technologies within the project will increase society's participation in discovering local heritage. Considering that the Government of Romania has approved the National Strategy for the Protection of Historical Monuments 2022-2032, cross-border collaboration among partners will allow the development of a local-level strategic document supported by evidence from the immovable heritage sector. This evidence will be collected and centralized in a dynamic computer tool. By implementing this IT system, it will be possible to collect and centralize evidence related to the historic mansion in Negrești and the histories of the project partners' communities. The historic mansion in Negrești village is vulnerable due to its current state of preservation, natural and anthropogenic risks, and the impact of climate change. Restoring the mansion within the Cross-Border Program will contribute to showcasing this historical site in accordance with the Council of Europe Conventions related to this field, ratified by the Republic of Moldova. Organizing the intercommunity festival will promote and raise awareness about the European Union's contribution to regional and local development in the partner countries. The festivals will stimulate a sense of belonging and pride among the residents of the partner communities and neighboring areas. It will also create a platform for community collaborations and cultural initiatives. Furthermore, organizing the festivals will attract tourists and visitors to the region, positively impacting the local economy and tourism sector. The festival aligns harmoniously with the project's objectives, highlighting the synergy between cultural infrastructure renovation, cross-border collaboration, and the promotion of local traditions. With this addition, the project becomes not only a cultural preservation endeavor but also a catalyst for connecting communities, promoting cultural dialogue, and stimulating intercommunity and cross-border economic development. Project target group: 11653 people, residents of partner communities, tourists 4 experts in EU funding (2 from each country) 8 folk ensembles, 22 registered economic agents in the 4 communities 140 students from the schools in the addresses communities As final beneficiaries of the investment in rehabilitating cultural buildings and restoring the mansion we have tourists and residents of Pădureni Commune in Vaslui county, Romania (3436) and Floreni (3973), Negrești (1306), Drăgănești in the Republic of Moldova (2940). Overall, the entire population in the project area stands to benefit from the results of the Interreg NEXT Romania-Republic of Moldova Program. Partners in Republic of Moldova will beneficit the experience of Padureni Commune when introducing the new approach for the country by initiating a local strategy for the protection of historical monuments.
