Contribution to wider strategies and policies:

  • Other Solidarity Sparks contributes to international, European, and national strategies by strengthening civil resilience and improving cross-border cooperation in crisis contexts. The project translates high-level policy goals into practical tools, operational models, and governance recommendations.
  • At the international level, the project aligns strongly with NATO Article 3, which calls on member states to build robust national resilience and mutual assistance capacities. By integrating both permanent and episodic volunteers into crisis structures, Solidarity Sparks enhances the ability of communities to absorb shocks and maintain essential services during disruptions, directly supporting the resilience objectives of the Alliance. At the EU level, the project supports the goals of the EU Civil Protection Mechanism, the Union Civil Protection Knowledge Network, and the European Resilience Agenda. The hybrid volunteering model, governance templates, and talent-matching tools contribute to prevention, preparedness, and response capacities. Solidarity Sparks also strengthens interoperability between regions—an essential priority in cross-border crises.
  • Nationally, the project complements existing frameworks in all three participating countries:
  • - Belgium: it aligns with federal and regional crisis management strategies and the ongoing reinforcement of Civil Protection. Municipalities and emergency services gain concrete instruments to anchor citizen engagement in a structured, legally sound way.
  • - The Netherlands: the project supports the architecture of the Veiligheidsregio’s, national risk management strategies, and crisis communication guidelines, offering actionable insights for decision-making and operational alignment.
  • - Germany: Solidarity Sparks contributes to the goals of the Bundesamt für Bevölkerungsschutz und Katastrophenhilfe (BBK) and regional disaster management systems by providing models for flexible volunteer engagement and cross-border coordination.
