Het project pakt de grensoverschrijdende uitdaging aan van beperkte en inflexibele vrijwilligersnetwerken voor crisisrespons bij zowel natuurlijke (overstromingen, bosbranden, pandemieën) als niet-natuurlijke rampen (conflicten, rellen, energietekorten). Het versterkt maatschappelijke veerkracht in lijn met NAVO-artikel 3: het vermogen om zich voor te bereiden op, weerstand te bieden aan en te herstellen van crisissen, met behoud van essentiële diensten. In de Maas-Rijnregio hebben crisissen vaak grensoverschrijdende effecten, terwijl vrijwilligerssystemen en -normen hoofdzakelijk nationaal of lokaal georganiseerd blijven. Dit leidt tot inefficiëntie, overlap en lacunes in de respons. Huidige structuren steunen vooral op langdurige vrijwilligers en benutten onvoldoende burgers die zich episodisch en met specifieke vaardigheden willen inzetten. Deze onbenutte capaciteit vertraagt mobilisatie en verzwakt de gemeenschapsweerbaarheid. Solidarity Sparks hanteert daarom een gemeenschapsgerichte aanpak. Het project brengt het ecosysteem van crisisvrijwilligerswerk in kaart en ontwikkelt een gedeeld inzicht in motivaties, drempels (zoals onzekerheid, aansprakelijkheid en gebrek aan ondersteuning) en noodzakelijke waarborgen. Deze inzichten vormen de basis voor het co-ontwerpen van rollen, werkprocessen, opleidingen en ondersteuningsmechanismen. Waar bestaande initiatieven zich richten op langdurig of sectorspecifiek vrijwilligerswerk binnen één bestuurscontext, focust Solidarity Sparks op een onderbelichte leemte: episodisch, talentgericht vrijwilligerswerk over grenzen heen, ingebed in officiële crisisbeheersingsstructuren. Een kerninstrument is een digitaal talent-matchingplatform dat competentieprofielen en geolocatie gebruikt om realtime noden te koppelen aan beschikbare vrijwilligers nabij het incident, ongeacht administratieve grenzen. Dit gebeurt met rolgebaseerde toegang, traceerbaarheid en veiligheidswaarborgen. Tele-coaching op basis van TeleSAN-technologie verlaagt de drempel om op te treden in situaties die zich niet vaak voordoen maar een grote impact hebben, door realtime deskundige begeleiding en geruststelling te bieden. Dit verbetert de veiligheid en het vertrouwen in stresssituaties en versterkt, in lijn met de motivatietheorie van Deci en Ryan, de waargenomen competentie en verbondenheid, waardoor de participatie en het behoud toenemen. In plaats van een op zichzelf staand systeem te creëren, verbindt en versterkt het project bestaande structuren door middel van interoperabele workflows en governanceprincipes. De innovatie ligt in hybride vrijwilligersgemeenschappen waarin langdurige en episodische vrijwilligers samenwerken. Juridische, ethische en psychologische waarborgen zorgen voor vertrouwen en duurzaamheid. Verwachte resultaten zijn snellere en veiligere respons, minder druk op hulpdiensten en sterkere sociale cohesie. De primaire doelgroep omvat coördinatoren, beleidsadviseurs en operationele managers bij gemeenten, hulpdiensten en crisisorganisaties, die tools en procedures ontvangen om burgers, waaronder (semi)gepensioneerden, te mobiliseren. Activiteiten omvatten best-practicevergelijking, ontwikkeling van een governance- en gemeenschapsmodel en haalbaarheidstests in pilootprojecten. Deliverables zijn een handboek voor gemeenten, een digitale toolkit (platform), opleidingsmodules, casestudy’s en een gevalideerd operationeel model. Begunstigden zijn overheden, crisisdiensten, ngo’s en burgers.

Le projet répond au défi transfrontalier posé par des réseaux de bénévoles encore limités et peu flexibles pour la gestion des crises naturelles (inondations, incendies, glissements de terrain, pandémies) et non naturelles (conflits, émeutes, explosions, pénuries d’énergie). Il renforce la résilience au sens de l’article 3 de l’OTAN : la capacité à se préparer, résister et se remettre des chocs tout en maintenant les services essentiels. Dans la région Meuse-Rhin, les crises ont souvent des effets transfrontaliers, alors que les systèmes de volontariat restent majoritairement nationaux ou locaux. Cette fragmentation entraîne inefficacités, doublons et lacunes opérationnelles. Les dispositifs existants reposent principalement sur des bénévoles de long terme et mobilisent insuffisamment des citoyens capables d’intervenir ponctuellement avec des compétences spécifiques, ce qui freine la mobilisation et affaiblit la résilience communautaire. Solidarity Sparks adopte une approche communautaire en cartographiant l’écosystème du volontariat de crise et en développant une compréhension partagée des motivations citoyennes, des freins à l’engagement (incertitude, responsabilité, manque de soutien) et des garanties nécessaires pour instaurer la confiance. Ces enseignements orientent la co-conception des rôles, des flux de travail, des formations et des mécanismes de soutien. Le projet cible une lacune majeure : le volontariat ponctuel fondé sur les talents, au-delà des frontières, intégré à la gouvernance officielle de la réponse aux crises. Un levier central est une plateforme numérique de mise en relation combinant profils de compétences et géolocalisation afin d’associer en temps réel les besoins aux bénévoles les plus proches, indépendamment des frontières administratives. Les coordinateurs peuvent ainsi activer rapidement des citoyens qualifiés tout en garantissant accès par rôles, traçabilité et sécurité. Le télé-coaching basé sur TeleSAN abaisse le seuil d’intervention dans des situations rares mais à fort impact en offrant un accompagnement expert en temps réel. Il améliore la sécurité et la confiance et, conformément à la théorie de Deci et Ryan, renforce la compétence et l’engagement perçus. Le projet ne crée pas un système autonome, mais relie et renforce les structures existantes via des flux de travail interopérables et des principes de gouvernance partagés. L’innovation clé réside dans des communautés de bénévoles hybrides, où bénévoles expérimentés et citoyens apportant un soutien ponctuel coopèrent. Des garanties juridiques, éthiques et psychosociales assurent confiance et durabilité. Les résultats attendus incluent des réponses plus rapides et plus sûres, une pression réduite sur les services d’urgence et une cohésion sociale renforcée. Le groupe cible principal comprend les coordinateurs, conseillers politiques et responsables opérationnels des municipalités, services d’urgence et organisations de crise. Ils reçoivent des outils pratiques pour mobiliser des citoyens qualifiés, y compris des professionnels (semi)retraités. Les activités clés: la comparaison de bonnes pratiques, le développement d’un modèle de gouvernance et de communauté et des tests pilotes avec télé-guidage adaptatif. Les livrables: un manuel pour les municipalités, une plateforme numérique, des modules de formation, des études de cas et un modèle opérationnel validé. Les bénéficiaires: les autorités publiques, services de crise, ONG et citoyens.

The project addresses the cross-border challenge of limited and inflexible volunteer networks for crisis response during natural disasters (floods, wildfires, landslides, pandemics) and non-natural crises (conflicts, riots, explosions, energy shortages). It strengthens resilience in line with NATO Article 3: the capacity to prepare for, withstand and recover from shocks while maintaining essential services. In the Meuse–Rhine region, crises have cross-border impacts, yet volunteer systems and standards remain largely national or local. This fragmentation causes inefficiencies, duplication and response gaps. Current structures mainly depend on long-term volunteers and insufficiently mobilise citizens who can contribute episodically with specific skills, slowing mobilisation and weakening community resilience. Solidarity Sparks therefore adopts a community-driven approach. It maps the cross-border crisis-volunteering ecosystem and builds shared insight into citizen motivations, participation barriers (such as uncertainty, liability or lack of support) and trust-building safeguards. These insights guide the co-design of volunteer roles, workflows, training and support mechanisms. While many initiatives focus on long-term volunteering or sector-specific support within single administrative systems, Solidarity Sparks targets a key gap: episodic, talent-based volunteering across borders, embedded in official crisis governance. A core enabler is a digital talent-matching platform that combines competence profiles and geolocation to match real-time needs with suitable nearby volunteers, regardless of borders. Coordinators can identify and activate skilled citizens across the border while ensuring role-based access, traceability and safeguards. TeleSAN-based tele-coaching further lowers the threshold to act in low-frequency, high-impact situations by providing real-time expert guidance and reassurance. This improves safety and confidence under stress and, in line with Deci and Ryan’s motivation theory, strengthens perceived competence and relatedness, increasing participation and retention. Rather than creating a standalone system, the project connects and reinforces existing structures through interoperable workflows and governance principles. The core innovation is hybrid volunteer communities, where long-term volunteers collaborate with citizens offering short-term, skill-based support. Legal, ethical and psychosocial safeguards ensure trust and sustainability. Expected outcomes include faster and safer responses, reduced pressure on emergency services and stronger social cohesion. The primary target group comprises coordinators, policy advisers and operational managers within municipalities, emergency services and crisis organisations. They receive practical tools and procedures to mobilise skilled citizens, including (semi)retired professionals. Main activities include best-practice comparison, development of a governance and community model, feasibility testing in pilots (incl. adaptive tele-coaching). Deliverables include a handbook for municipalities, a digital toolkit (platform), training modules and case studies and a validated operational model (incl. televest). Beneficiaries include authorities, crisis agencies, NGOs and citizens.

Das Projekt adressiert die grenzüberschreitende Herausforderung begrenzter und wenig flexibler Freiwilligennetzwerke bei Naturkatastrophen (Überschwemmungen, Waldbrände, Erdrutsche, Pandemien) und nicht-natürlichen Krisen (Konflikte, Unruhen, Explosionen, Energieengpässe). Es stärkt die Resilienz im Sinne von NATO-Artikel 3: die Fähigkeit, sich vorzubereiten, Schocks zu bewältigen und sich davon zu erholen, während zentrale Dienstleistungen aufrechterhalten werden. In der Maas-Rhein-Region wirken Krisen häufig grenzüberschreitend, während Freiwilligensysteme überwiegend national oder lokal organisiert sind. Diese Fragmentierung verursacht Ineffizienzen, Doppelarbeit und Reaktionslücken. Bestehende Strukturen stützen sich vor allem auf Langzeitfreiwillige und mobilisieren zu wenig Bürger, die episodisch mit spezifischen Kompetenzen beitragen könnten. Dieses ungenutzte Potenzial verlangsamt die Mobilisierung und schwächt die Gemeinschaftsresilienz. Solidarity Sparks verfolgt daher einen gemeinschaftsorientierten Ansatz. Das Projekt kartiert das Ökosystem des Krisenfreiwilligendienstes und entwickelt ein gemeinsames Verständnis von Engagementmotiven, Hemmnissen (z. B. Unsicherheit, Haftungsfragen, fehlende Unterstützung) sowie vertrauensbildenden Schutzmaßnahmen. Diese Erkenntnisse fließen in die Co-Design-Entwicklung von Rollen, Arbeitsabläufen, Schulungen und Unterstützungsmechanismen ein. Im Gegensatz zu Initiativen mit Fokus auf langfristiges Ehrenamt innerhalb einzelner Verwaltungssysteme adressiert Solidarity Sparks eine zentrale Lücke: episodisches, talentbasiertes Engagement über Grenzen hinweg, eingebettet in die offizielle Krisen-Governance. Zentrales Instrument ist eine digitale Talent-Matching-Plattform, die Kompetenzprofile und Geolokalisierung kombiniert, um Bedarfe in Echtzeit mit geeigneten Freiwilligen abzugleichen – unabhängig von Verwaltungsgrenzen. Rollenbasierter Zugang, Rückverfolgbarkeit und Sicherheitsstandards bleiben gewährleistet. TeleSAN-basiertes Tele-Coaching senkt die Hemmschwelle für Einsätze in seltenen, aber folgenreichen Situationen. Echtzeit-Unterstützung durch Experten erhöht Sicherheit und Handlungssicherheit unter Stress und stärkt – gemäß der Motivationstheorie von Deci und Ryan – wahrgenommene Kompetenz und Verbundenheit. Statt ein paralleles System zu schaffen, stärkt das Projekt bestehende Strukturen durch interoperable Arbeitsabläufe und gemeinsame Governance-Prinzipien. Die Innovation liegt in hybriden Freiwilligengemeinschaften, in denen erfahrene Langzeitfreiwillige mit Bürgern zusammenarbeiten, die kurzfristig kompetenzbasiert unterstützen. Rechtliche, ethische und psychosoziale Schutzmaßnahmen sichern Vertrauen und Nachhaltigkeit. Erwartete Ergebnisse sind schnellere und sicherere Reaktionen, eine Entlastung der Rettungsdienste und ein stärkerer sozialer Zusammenhalt. Die Hauptzielgruppe: Koordinatoren, Politikberater und operative Verantwortliche in Kommunen, Rettungsdiensten und Krisenorganisationen. Sie erhalten praxisnahe Instrumente zur Mobilisierung qualifizierter Bürger, einschließlich (vor-)ruheständiger Fachkräfte. Zentrale Aktivitäten: den Vergleich bewährter Verfahren, die Entwicklung eines Governance- und Gemeinschaftsmodells sowie Pilotprojekte mit adaptivem Tele-Coaching. Ergebnisse: u. a. ein kommunales Handbuch, eine digitale Plattform, Schulungsmodule, Fallstudien und ein validiertes Betriebsmodell. Begünstigte: öffentliche Stellen, Krisenorganisationen, NGOs und Bürger.

Tegen M18 levert WP1 de grensoverschrijdende nulmeting (actorkaart, motivaties/belemmeringen) en co-designt het hybride vrijwilligersmodel. Output vormt platformvereisten voor WP2 en de basis voor train-de-trainer. Tegen maand 36 zal dit werkpakket een veilig, veerkrachtig en meertalig digitaal platform opleveren waarmee autoriteiten en hulpdiensten vrijwilligers kunnen werven, activeren en coördineren in grensoverschrijdende crisissituaties. WP3 test TeleSAN-vesten om telecoaching te bieden, waardoor vertrouwen, competentie en betrokkenheid van vrijwilligers worden versterkt. Het levert een gevalideerde workflow en geëvalueerde use cases in ten minste drie crisisgerelateerde situaties. WP4 zet een grensoverschrijdend hybride vrijwilligerssysteem op en test in ≥5 proefgemeenten. Vrijwilligers worden via het gedeelde platform geactiveerd in tabletop- en live-oefeningen, waaronder gezamenlijke grensoverschrijdende scenario's. Evalueer pilots en processen door kwalitatief actieonderzoek en vertaal de bevindingen naar gevalideerde beleidsrichtlijnen en best-practice-tools, waarbij ervoor wordt gezorgd dat ten minste 5 autoriteiten het hybride vrijwilligersmodel overnemen.

D’ici M18, le WP1 établit la base transfrontalière (carte des acteurs, motivations/obstacles) et co-conçoit le modèle de volontariat hybride. Les résultats alimentent les exigences de la plateforme (WP2) et la base « formation des formateurs ». Il permettra de mettre en place une plateforme numérique sécurisée, résiliente et multilingue qui permettra aux autorités et aux services d'urgence de recruter, d'activer et de coordonner des bénévoles dans des situations de crise transfrontalières. WP3 teste les gilets digi afin de fournir un accompagnement à distance en temps réel, renforçant ainsi la confiance, les compétences et l'engagement. WP fournit un flux de travail validé et des cas d'utilisation évalués dans au moins trois contextes. Le WP4 teste un système hybride de bénévoles dans ≥5 communes pilotes. Les membres sont mobilisés via la plateforme et validés par des exercices sur table et réels, incluant des scénarios transfrontaliers conjoints. Le WP5 évalue les pilotes via la recherche-action pour créer des guides et outils. L'objectif est qu'au moins cinq autorités adoptent ou s'engagent formellement envers ce modèle de volontariat hybride.

By M18, WP1 delivers the cross-border community readiness baseline (Actor Map + barriers/motivations),co-designs the hybrid volunteer model. Outputs are translated into platform requirements for WP2 and an initial train-the-trainer foundation. This work package will deliver a secure, resilient and multilingual digital platform that enables authorities and emergency services to recruit, activate and coordinate volunteers in cross-border crisis situations. WP3 tests TeleSAN vests to provide real-time telecoaching, strengthening volunteers’ confidence, competence and engagement. The WP delivers a validated workflow and evaluated use cases in at least 3 crisis-related settings. WP4 establishes and tests a cross-border hybrid volunteer system in ≥5 pilot municipalities. Volunteers are activated via the shared platform and validated in tabletop and live exercises, incl. joint cross-border scenarios. Evaluate all pilots and processes using qualitative action-research and translates findings into validated policy guidelines, recommendations and best-practice tools, ensuring at least five authorities adopt or commit to the hybrid volunteer model.

Bis M18 liefert WP1 Basisdaten zur grenzüberschreitenden Bereitschaft (Akteurskarte, Hindernisse/Motivationen) und co-designt das hybride Freiwilligenmodell. Ergebnisse fließen in WP2-Plattformanforderungen und eine erste Train-the-Trainer-Basis. Dieses Arbeitspaket wird eine sichere, widerstandsfähige und mehrsprachige digitale Plattform bereitstellen, die es Behörden und Rettungsdiensten ermöglicht, Freiwillige in grenzüberschreitenden Krisensituationen zu rekrutieren und zu aktivieren. WP3 testet TeleSAN-Westen für Echtzeit-Coaching, um Kompetenz und Engagement der Freiwilligen zu stärken. Das Paket liefert validierte Arbeitsabläufe sowie evaluierte Anwendungsfälle für mindestens drei verschiedene Krisensituationen. WP4 testet ein hybrides Freiwilligensystem in ≥5 Pilotgemeinden. Die Aktivierung erfolgt via Plattform und wird in Tabletop- sowie Live-Übungen, auch grenzüberschreitend, validiert. WP5 bewertet Pilotprojekte via Aktionsforschung und erstellt Leitlinien sowie Tools. Ziel ist, dass ≥5 Behörden das hybride Freiwilligenmodell verbindlich übernehmen.

Terwijl EMRIC al de samenwerking tussen hulpdiensten en autoriteiten mogelijk maakt, voegt het project daar een gestructureerd niveau van burgerondersteuning aan toe. Dit wordt parallel aan de EMRIC-responsstructuren geactiveerd. Concreet worden hybride vrijwilligersrollen, activeringsmechanismen en veiligheidsprocedures rechtstreeks afgestemd op de coördinatiepraktijken van EMRIC. Zo ondersteunen vrijwilligers de hulpdiensten op een effectieve manier, zonder dat er parallelle commandostructuren ontstaan.
De EMRIC-netwerken bieden bovendien een ideaal pad voor de implementatie: de werkprocessen, opleidingsmodules en activeringsprocedures van het project worden via EMRIC-partners geïntroduceerd en in gezamenlijke oefeningen gevalideerd. Dit zorgt ervoor dat de aanpak interoperabel, betrouwbaar en klaar is voor een brede implementatie in de hele regio. (FR), Solidarity Sparks connects to **EMRIC** as the operational cross-border backbone in the Meuse–Rhine area. EMRIC already enables cross-border cooperation between emergency services and authorities; Solidarity Sparks builds on that reality by adding a **structured citizen-support layer** that can be activated when EMRIC-linked response structures are mobilised. Concretely, the project aligns its hybrid-volunteer roles, activation triggers, communication steps and safety procedures with EMRIC’s established cross-border coordination practices, so that episodic and skilled volunteers can support responders without creating parallel command lines. EMRIC networks also provide a credible pathway for uptake: the project’s workflows, training modules and platform-supported activation procedures can be introduced through EMRIC-connected partners and validated in joint exercises, ensuring that the approach is interoperable, trusted and ready for wider implementation across the region.

Während EMRIC bereits die Kooperation von Rettungsdiensten und Behörden ermöglicht, fügt das Projekt eine strukturierte Ebene der Bürgerunterstützung hinzu. Diese wird parallel zu den EMRIC-Reaktionsstrukturen aktiviert. Konkret werden hybride Freiwilligenrollen, Aktivierungsauslöser und Sicherheitsverfahren direkt auf die EMRIC-Koordinierungspraktiken abgestimmt. Contribution to wider strategies and policies:

Other Solidarity Sparks contributes to international, European, and national strategies by strengthening civil resilience and improving cross-border cooperation in crisis contexts. The project translates high-level policy goals into practical tools, operational models, and governance recommendations.
At the international level, the project aligns strongly with NATO Article 3, which calls on member states to build robust national resilience and mutual assistance capacities. By integrating both permanent and episodic volunteers into crisis structures, Solidarity Sparks enhances the ability of communities to absorb shocks and maintain essential services during disruptions, directly supporting the resilience objectives of the Alliance. At the EU level, the project supports the goals of the EU Civil Protection Mechanism, the Union Civil Protection Knowledge Network, and the European Resilience Agenda. The hybrid volunteering model, governance templates, and talent-matching tools contribute to prevention, preparedness, and response capacities. Solidarity Sparks also strengthens interoperability between regions—an essential priority in cross-border crises.
Nationally, the project complements existing frameworks in all three participating countries:
- Belgium: it aligns with federal and regional crisis management strategies and the ongoing reinforcement of Civil Protection. Municipalities and emergency services gain concrete instruments to anchor citizen engagement in a structured, legally sound way.
- The Netherlands: the project supports the architecture of the Veiligheidsregio’s, national risk management strategies, and crisis communication guidelines, offering actionable insights for decision-making and operational alignment.
- Germany: Solidarity Sparks contributes to the goals of the Bundesamt für Bevölkerungsschutz und Katastrophenhilfe (BBK) and regional disaster management systems by providing models for flexible volunteer engagement and cross-border coordination.
