Innovation policy is considered as a key driving force towards reinforcing the competitiveness. Throughout the European Union, hundreds of policy measures and support schemes have been implemented in the past few years or are being drafted. Their diversity reflects the diversity of the underlying conditions, cultural preferences and political priorities of the Member States, but only in exceptional cases they consider sector-specific features and characteristics. The project ACCESS involves 11 partners from all eight Member states of the Programme area who joint their forces in order to indentify tools and techniques of regional innovation management that will improve the innovation capacities across the area, using the sectoral approach and involving the important stakeholders in the process. The methodology used will cover the knowledge audit of regional innovation capabilities in terms of sectoral specifics. The partners will share innovation management tools and techniques and perform innovation management trainings.

Achievements (EN):

Innovation policy is a priority for all Member States. Throughout the EU, hundreds of support schemes have been drafted in the past years. Their diversity reflects the manifoldness of the underlying conditions and political priorities of the states, but only in exceptional cases they consider sector-specific features. ACCESS project aims at surveying the specific innovation needs of SMEs, authorities, research facilities and development bodies in 3 sectors: food industry, biotechnology and mechatronics. On these thematic fields, the 11 partners aid the improvement of the regions’ innovation management processes, financial and legal frameworks. As first step, partners elaborated a condition list to identify the strategic foci of the sectoral regional innovation reports, introducing the present innovation management methods. Besides, a criteria catalogue was set up to describe the concrete steps how the partners can collect and compare data to stimulate a common study of sector-basedinnovation and how to manage good practices. 30 reports were edited (1/sector/partner), and synthesized in the Common Study of sectoral innovation, presenting the conclusions. As these studies are useful for other regions as well, they were published on the project’s website (http://www.central-access.eu/interactive/). To illustrate the recommendations of the study, best practices in each sector were presented in the Good practice transferability guideline that serves as a benchmark for the stakeholders. As next step, so-called ‘peers’ (2 per partner) collected the suggestions of local SMEs on innovation supporting networks, institutions and financial tools. To ensure the sound implementation of the surveys, information needs of the interviewers were mapped beforehand. Conclusions were summed up in the Innovation Management Training Guideline that was used as a curriculum of the peers, who were trained in Steyr on 16-20 May 2011. The target groups of the reviews were also defined in a stakeholder list - each region selected 1 sector for analyzing. To prepare the reviews templates, checklists and guidelines were gathered in a Transnational Methodological Toolkit; besides all partners provided detailed information for the peers on the regional characteristics of the selected sectors. The peer reviews were organized in all 10 regions between Sept 2011 and Apr 2012. To sum up the conclusions of the interviews, the peers and the hosts jointly elaborated Strategic Implementation Plans (1/region) with policy recommendations for improvement of sector-based innovation. So now the project has its findings – therefore in 2012-13 it will focus on transferring them (and the peer review methodology) to other regions. ACCESS is committed to involve as many SMEs and experts as possible by our 20 Annual Stakeholder Briefings and newsletters, but all conclusions can be studied on our website as well, where you can also make your comments.
