CIRCUSE partner regions are confronted to massive urban sprawl, the current economic crisis and the effects of the demographic change that cause land use patterns that are neither competitive (e. g. in attracting viable economies, efficiently providing infrastructures) nor sustainable. Dispersed land use patterns with their high demands of land, soil and energy accelerate the process of climate change. In the consequence CIRCUSE will develop and implement a climate friendly land use concepts in coherence with new instruments and pilot actions. The project targets will be reached by a strategic approach to urban and peri-urban development based on the principle of Circular Land Use Management. CIRCUSE also will be strongly influenced by the goal to create climate beneficial land use structures – either by passive contributions on energy consumption by traffic, natural soil protection or actively by energy production on land integrated in temporal or final land use options. Instruments will be provided by the concept of Circular Land Use Management as an integrative policy and governance approach. CIRCUSE will provide an integrated strategic and institutional framework for the urban and regional level and will support the effective use of ERDF funding by local and regional stakeholders in the period 2014 – 2020.

Achievements (EN):

The aim of the CircUse project is adaptation of circular land use management as the best way to mobilize un-used, derelict land in urban areas instead of locating new developments on greenfields. It is an approach which can contribute to and support sustainable land use in urban areas. Therefore the main task was to develop and implement action plans for cases of six pilot regions. After having ready the action plans the work in the project was concentrated on developing implementation concepts which were to define the most appropriate and adequate institutional solutions which would ensure sustainable and long-lasting realization of the action plans. These concepts had to include forms of structures possible to be established under individual legal and organizational framework of each pilot region. These concepts were also to be based on the two alternative model structures developed within the project. One of them was consisting in using the existing institution where new tasks and competencies were imposed. It was the case of EkoPark in Piekary, Poland. Another model assumed establishing new agency in Baernbach in Austria, where the main task was to reach the agreement of the number of municipalities on the co-operation in the field of circular land use management. The agency has been established after discussions and getting acceptance of the final agreement of the interested municipalities. In the framework of the project education materials on brownfields redevelopment and circular land use management have been worked out especially for teachers of secondary schools. These materials have been translated into five languages and printed. Also the manual for implementation of the land management tool has been finalized and translated into 5 languages. Within the project the investment has been accomplished of regreening the site located in Piekary (Poland) in the district bearing all negative consequences of previous industrial activity (mining and non-metallurgical ores processing). The revitalization of the site situated between industrial and residential area is combining two functions: isolating from the side of industrial area and recreation in the part neighbouring to the residential area. The investment has been already finalized including the works on technical preparation of the area before introducing trees and bushes according to the concept of regreening regarding the type of soil and conditions for plants growing in this place. The investment also included sowing grass, preparing sites under “energy garden” and sports field for volley-ball. The final work on planting trees and bushes has been completed in the new spring and summer season of 2013. The final reports including documents of pilot applications in selected project pilot regions have been provided and basing on them the methodological materials of how to implement management structures and action plans for circular land use management have been worked out
