Description (EN):

South-East Estonia region and Pskov oblast are due to their geographical position strategically important regions for development of exchange of trade between Russian Federation and Estonia/EU using motor transport. Two regions are also playing important role in development of tourism sector acting as a gate between Russian Federation and Estonia/EU and having many tourism attractions on their own territories. Main problems: 1)Poor condition of road infrastructure in South-East Estonia and Pskov oblast near Estonian-Russian border doesn’t enable to use full potential of both regions in exchange of trade, culture, tourism and co-operation between local communities; 2)The condition of road from Värska to Koidula frontier point (17 km) doesn’t satisfy the needs of increasing volume of goods haulage. The road is too narrow and there is a need for reconstruction of pavement; 3)The condition of 2,1 km long road from Kunichina Gora frontier point to Pechory monastery is in poor condition and needs extensive repairs. Now it’s very difficult to pass this part of the road even by car; 4)Traffic conditions for bicycles and foot passengers on the road are not safe; 5)There is no parking area for cars and trucks in Kunichina Gora frontier point. Cars and trucks are staying in waiting line along the road, which is a problem for traffic safety; 6)There is no appropriate parking area for tourist buses, which arrive at Pechory monastery and other tourism attractions (more than 120 000 visitors per year). Buses are staying at the side of the road, therefore the situation for tourists visiting the monastery is not safe; 7)The tourism information is not sufficient and it needs to be improved, especially near of Pechory monastery and Kunichina Gora-Koidula frontier point. Objectives: 1)Improvement of traffic safety in Värska-Pechory monastery road for trucks,cars,bicycles and foot passengers; 2)Improvement of border crossing possibilities for all target groups,which enables to foster exchange of trade between Russian Federation and European Union; 3)Creation of better and safer possibilities for tourists and local inhabitants for traffic from South-East Estonia to Pechory district (and to Pskov region) and vice versa, including for bicyclists and foot passengers; 4)Improvement of tourist information on Värska-Pechory monastery road; 5)Exchange of know-how and experiences in the fields of road safety, road maintenance and repair of main roads, basic and secondary roads and streets; 6)Creation of new cross-border networks between national, regional and local organizations for future co-operation in the fields of road safety, road maintenance and repair of roads.

Achievements (EN):

1) A 17 km long road section was reconstructed in Põlva county, Estonia. In accordance to international standards the reconstructed 14.6 km long road section Reha-Koidula and 2.4 km gravel road section Värska-Reha got tarmac pavement (Estonia); 2) Reconstructed ca 2.1 km long streets from Kunichina Gora frontier point to Pechory monastery (Russia); 3) A new electricity system is established and road signs are installed in the reconstructed street in Pechory (Russia); 4) Additionally the construction of the water and sewerage system under the street enabled to connect 25 houses in Jurjevskaya Street to the Pechory city water and sewerage system (Russia); 5) A 0.5 ha parking area is constructed in Pskovskaja Street for tourism buses and cars in Pechory (Russia); 6) A constructed 1.6 km long foot/cycle way in Värska village and a 0.3 km long foot/ cycle way in Koidula border area (Estonia), ca 2.1 km foot/cycle ways in Pechory town (Russia); 7) Faster and safer traffic possibilities are ensured for trucks and cars in the border areas of South-East Estonia and Pskov region (Russia); 8) Increased cross-border traffic flows from EU to Russian Federation and back through Koidula–Kunichina Gora crossborder points (Estonia-Russia); 9) Joint events for exchange of experience are held: a seminar about the latest trends in using traffic safety principles in road construction in Russia; 10) Safer infrastructure has been created for tourists visiting Pechory town, including the Holy Dormition Pskovo-Pechorsky Monastery (Russia); 11) Traffic accidents in the border area decreased; 12) Safer traffic opportunities are created for cyclists and foot passengers in the border areas of South-East Estonia and Pechory, Pskov region (Russia); 13) A cross-border network of specialists engaged in road construction and traffic safety/education is established; knowledge on new technologies of road construction and traffic safety is increased; 14) An increase of tourists visiting tourism, cultural attractions in the border regions of South-Estonia and Pechory (Russia)

Expected Results (EN):

Investments to road infrastructure in Estonia: - Reconstructed 14,6 km of road section Reha-Koidula and 2,4 km of road section Värska-Reha to provide faster and safer traffic possibilities for trucks, cars; - Constructed 1,6 km long foot/cycle way in Värska village and ca 0,3 km long foot/cycleway in Koidula border area between border point and parking area. Investments to road infrastructure in Russia: - Technical documentation prepared for reconstruction of the road in Russian border area; - Reconstructed ca 2,1 km long road from Kunichina Gora frontier point to Pechory monastery (Jurjevskaja str.-Svobody square 6300 m2 -Oktjabrskaja square 4400 m2-Fabritchnaja str - Rabotchaja str - Sobornaja square 1520 m2 - Pechory monastery), including facilities under and next to the road; - Constructed ca 2,1 km cycle ways and ca 2,1 km footways to provide safer traffic possibilities for bicyclists and foot passengers. Investments to parking areas in Russia: - Technical documentation for parking areas in Pskovskaja street in city of Pechory and near to Kunichina Gora frontier point; - Constructed ca 0,5 ha parking area for tourist buses in Pskovskaja street in city of Pechory, safer infrastructure created for tourists visiting city of Pechory, incl. the Holy Dormition Pskovo-Pechorsky Monastery; - Constructed ca 3 ha parking area for trucks and cars with all needed facilities (lightening and electricity systems, system of sewers, heating system, telephone and internet connection, toilets, showers) next to Kunichina Gora frontier point. Tourism information system improved in border areas of South-East Estonia and Pskov oblast - 4 banners with tourism map and information installed in Värska village, Koidula frontier point, Kunichina Gora frontier point and city of Pechory.
