Description (EN):

The project aim is to increase the administrative capacity and e-readiness of local and regional authorities in providing socially significant public e-services through cooperation and implementation of e-government solutions in cross-border regions. Limited access to important public information and communication sources increases the urban-rural disparities in the Programme area, hampers people to people communication; execution of rights of the elderly, handicapped and similar groups of population in getting information and services doesn’t match the European human society standards. E-Government development on both sides of the border is different and both sides have their specific problems. It is important to prepare concept and implement cooperative pilot projects to improve service provision, taking into account the need to offer services in partner countries on the same ICT and quality level.

Achievements (EN):

1) Two most frequently requested services in municipal archives – queries about the working records and burials – are provided by cross-border archives in Narva (Estonia), Kingisepp and Slantsy (Russia); 2) All 15 archivists in 2 involved archives in Kingisepp and Slantsy (Russia) are supplied with personalised ID-cards and a special soft environment as a pilot in cooperation with the Estonian Certification Center; 3) Specific equipment sets to digitise archive material and exchange relevant documents are digitally provided in the 3 involved archives; 4) A step-by-step handbook both for archivists and general public is produced on how to provide and receive e-services; 5) Forms to fill in are available on archive web-pages for the public to make an archive query online – a person can sign the query digitally and send it to the archive for processing; 6) 2 conferences, 2 seminars and joint training for target municipalities are organised; 7) Strong partnership created during the project provides a good basis for sustainable development towards better E-government; 8) Mutual agreements in common procedures between the involved cross-border archives in Narva (Estonia), Kingisepp and Slantsy (Russia) are established; 9) More than 300 000 people from the programme area and beyond are informed on the project results and solutions; 10) Three involved municipalities are interested in implementing the new services into everyday routine and the need for additional e-services has increased; 11) Involved archives are equipped with relevant equipment and guiding documents to start using e-services

Expected Results (EN):

Cross recognition of digital documents in the field of archiving ensured by 2 agreements on eligibility of e-documents exchange and on digital signature acceptance agreement drafted and signed by partner municipalities; Increased awareness and skills on eGovernance of public servants in partner municipalities based on the analysis of citizen’s demand of public services; Consistent and unified organizational and technical system designed and introduced for provision of two selected on-line information e-services; One methodological handbook in 3 languages for target groups prepared; Data necessary for selected e-services provision continuously converted into the eformat (query-based) and stored in a form suitable for computerized processing; Officials and archive specialists from Partner municipalities are trained within 6 training courses to provide 2 e-archive services.
