The Project will contribute in development and improvement the consultancy services, which will be provided to investors. The Project will set up the preconditions for the development of the business support infrastructure (business incubators and industrial parks) in cooperating regions. The first problem concerns the fundamental differences in the labor market from different sides of the border. At the EU side there is very high unemployment rate, officially more than 13%. The unemployed in the region are former employees of industrial enterprises, so they are not very suitable for private entrepreneurs. The second problem relates to the logistics sector. Most of the goods are transported by sea to the port of St. Petersburg. Due to the congestion of the majority of cargo delivery times are unpredictable. This is a very great risk to many manufacturing companies in the region.

Achievements (EN):

1) Good infrastructural pre-conditions and conditions for investors for an effective start of business operations are created in Narva (Estonia) and Ivangorod (Russia) border regions; 2) Detailed planning for a total area of 132ha and industrial plots of 80ha is completed in Kulgu Industrial Park (Narva, Estonia). The preconditions are created for attracting new industrial and logistical companies in Kulgu industrial park in Narva; 3) The construction project for a manufacturing business incubator (1318m 2) in the territory of Kadastiku Industrial Park (Narva, Estonia) is elaborated; 4) Connection to the electric substation with electric power 8MW in Kadastiku Industrial Park is provided; 5) 10 new office workplaces are equipped for incubating entrepreneurs in Narva and Ivangorod Business Incubators. The business incubator is renovated in Ivangorod (Russia). The socially-oriented business incubator (one of a kind in Legingrad region) is operational in renovated premises in Ivangorod; 6) Heating costs are reduced in the Ivangorod business incubator by improving energy efficiency of the building on Kotovski Street 19; 7) 29 requests were received for detailed information about registration of enterprises, business support measures, and technical infrastructure in the border regions; 8) 19 new clients start business in Narva (12) and Ivangorod (7) incubators. 6 production companies, with a planned total number of employees – 615 people, have started to invest in the region; 9) 11 potential foreign investors demonstrate strong interest in the border regions; 10) 1 visit of Estonian entrepreneurs to Russia and 1 visit of Russian entrepreneurs to Estonia are organised. 2 marketing seminars for entrepreneurs are conducted in St. Petersburg and Tallinn; 11) 2 sets of modern IT solutions for distance incubator services are purchased, installed for Narva and Ivangorod incubators (interactive camera, microphone, LSD monitor, projector); 12) 4 articles are published in Estonia and 1 in Russia in local and regional newspapers about the project; 13) 1 promotional video about business and logistical parks is produced; 14) 7 start-up incubator companies have got new partners and clients as a result of marketing executed within the project; 15) The quality of incubation and consultancy services of business incubators in Ivangorod and Narva have improved; 16) Sustainability of start-ups is improved by increasing the quality of incubation and consulting services in Ivangorod and Narva incubators

Expected Results (EN):

1. Promotion: - Marketing seminars for representatives of industrial and logistical companies; - Exchange visits of interested entrepreneurs to target regions; - Dissemination of advertising and promotional materials; - Promotion video about Narva industrial and logistics park. 2. Equipment and infrastructure: - The building of the business incubator in Ivangorod is repaired; - Study is done for the building in Ivangorod and project documentation completed for creation an industrial business incubator; - Detailed planning is completed and installed for industrial area of 82 ha in Narva; - Project for construction of technical infrastructure for Kulgu industrial park has been elaborated; - Construction project for a manufacturing business incubator with the total area of 1 200 m2 on the territory of Kadastiku industrial park (Narva) is prepared; - In the existing border business incubators10 new office work places are equipped for incubating entrepreneurs: 5 in Ivangorod and 5 in Narva; - Two sets of modern IT-solutions for distant incubator services are bought for Ivangorod and Narva incubators.
