Description (EN):

The overall objective of the project is to establish new standards of cooperation between Polish, Lithuanian and Russian doctors which will contribute to the development of telemedicine as an effective tool in diagnostics of patients in the borderline area. Information added on 2020-05-13, regarding the mitigation of the effects of COVID-19 (the corona virus pandemic that started in 2019) (English language only): The hospitals taking part in the project improved their technical infrastructure in terms of modern technologies in medicine. The six project partners received a total of 4 equipped ambulances and 256 items of up-to-date medical equipment. The premises of six hospital departments were renovated. One of the partners involved in the implementation of this project – Autonomus Public Health Maintenance Organisation J. Sniadecki Voivodeship Polyclinical Hospital in Bialystok (Poland) uses purchased equipment to fight against the COVID-19 pandemic. Whether it is necessary to diagnose a patient with suspected coronavirus, tests are performed, among others on equipment purchased from the funds of the Lithuania-Poland-Russia Cross-Border Cooperation Programme 2007-2013. These are two ultrasound devices, a C-arm x-ray device with an operating table, two portable x-ray devices for radiographing at the patient's bed, and a remote-controlled x-ray machine. In addition, medical monitors and computers are also used, as well as an IT system that enables efficient transmission of test results digitally. Another institution involved in the project implementation – Dr Ludwik Rydygier Voivodeship Hospital in Suwalki (Poland) purchased a plethysmograph. This equipment will be used to examine people who had been infected with coronavirus and have recovered. Thanks to it, it is possible to check the patient's lungs and obtain information on whether any changes has occurred in lungs. The hospital also obtained medical devices, including endoscope, polysomonograph and part of the ultrasonography, which are used to treat patients.

Achievements (EN):

 project kick-off conference in Białystok on January 24-25, 2013, with 95 participants (12 from Lithuania, 7 from Russia, 76 from Poland);  purchase of cars and specialist medical apparatuses – an important element of the project: 260 (4 emergency/resuscitation cars included) pieces were purchased and installed;  modernization works were done in 3 hospitals  Co-operation Programme with Partners was prepared;  project visibility measures – information and commemorative boards were made, labels for purchased equipment were made and equipment was marked; newspaper advertisement showing project results was published;  project closing conference in Marijampole on June 25-26, 2015, with 97 participants;

Expected Results (EN): 1. Creation of conditions for the development and improvement of the digital diagnostic skills of doctors by purchasing specialized medical equipment. 2. Improvement of the safety of patients by reducing the negative effects of medical examinations.
