Efficient road network is a key to economic activity and mobility of people and goods. While basic road infrastructure (pavement) has been modernized on E67 transport corridor in Latvia and Estonia, traffic information systems to ensure efficient, environment friendly, safe passenger and cargo transport need considerable improvements. SMART E67 project aims to increase efficiency and safety of passenger and cargo mobility in the Central Baltic region by introducing Intelligent Transport Systems (ITS) on E67 transport corridor – a key transport corridor in Estonia and Latvia (North-South direction). Implementation of the project in partnership between Latvian State Roads and Estonian Road Administration ensures that ITS elements are introduced in critical nodes of transport (8 in Latvia; 6 in Estonia) on the entire E67 transport corridor crossing Estonia (192 km) and Latvia (202 km). It facilitates joint technological approach to ITS and ensures seamless quality of transport information pattern in the entire transport corridor. Introduction of ITS elements on E67 via pilot investments into development of adaptive traffic management-roadside variable message signs (VMS), road weather information systems (RWIS) and other equipment providing to traffic participants timely, efficient and accurate traffic information will result in a decrease of travel time of passengers and cargos by 0,57% if compared to the current travel time in this section. The project will foster safety of passenger and cargo transport and diminish CO2 emissions due to timesavings of transport on road. Introduction of ITS on E67 is the most feasible option to improve the efficiency of passenger and cargo transport in this corridor besides investment intensive infrastructure improvements. Project will approbate ITS-innovative approach widely exploited in EU, but insufficiently used in this region with a high multiplication potential.

Achievements (EN):

Smart E67 improved the transport corridor Via Baltica (road E67): Project improved the transport corridor Via Baltica (road E67), a key North-South direction transport corridor in Estonia and Latvia by taking into use Intelligent Transport System. Project activities included installation of new road weather stations, different variable message and warning signs as well as improvement of the existing traffic lights by making them to work in adaptive regime considering impulses given by traffic sensors. In order to operate Intelligent Transport System equipment installed on the road, both Estonian and Latvian Traffic Information Centres IT infrastructure was upgraded introducing the cloud services. Necessary software was developed to ensure the synergy among the new and existing systems of both partners. In addition, project partners developed a common platform and procedures on what data how should be collected and processed to be usable for both countries to manage the traffic flow in the full length from Tallinn to border of Lithuania. All new technologies and methods are synchronized with already existing traffic management systems and systems between countries; therefore, they are in use on a daily base and will be exploited in compliance with requirements issued by the producers. An extensive information campaign was carried out to introduce the innovations on road E67 to the target group - drivers using the road. Information was provided to general public using leaflets, radio, TV broadcasts etc. In addition, videos with Estonian, Latvian, Russian and English subtitles were produced and disseminated via different channels https://www.youtube.com/playlist?list=PLQMKDpzUPO6DaQBj7UzjMH7lPShpaqj52 To assess the traffic situation and its improvements on the chosen road, a Study on the effectiveness and on the improvements of the Central Baltic transport Project „Smart E67“ was carried out as ex-ante and ex-post evaluation. Based on the ex-post evaluation: Average driving time on the E67 route sections has been reduced by 2,05 minutes per vehicle; Average total travel time on the route sections has been decreased by 0,747%; The annual total travel time savings on E67 route sections is 192 000 hours/year. Road Intelligent Transport System design and implementation won the 1st prize in the contest of new engineering structures of 2018 by Building design and Construction Council in Latvia.

SMART E67 project aims to increase efficiency and safety of passenger and cargo mobility in the Central Baltic region. Project will introduce elements of Intelligent Transport System (ITS) adding information and communication technology to E67 transport corridor–a key transport corridor in Estonia and Latvia (North-South direction) covering 202 km in Latvia and 192 km in Estonia. E67 road has a significant development potential to make it more efficient for passenger and cargo transportation. In both countries among other routes, it has the highest Annual average daily traffic (AADT) rates (16155 cars/per day in Estonia; up to 21122 cars/per day in Latvia with average 9500 cars/per day). E67 links with ports of Stockholm, Helsinki, Tallinn and Riga and CB with the rest of EU. Introduction of ITS on E67 is the most feasible and at the moment single option to improve the efficiency of transport in this corridor, besides infrastructure improvements (bypasses around metropolitan areas). Results contribute to the achievement of several programme objectives: (1) TRAFFIC EFFICIENCY via pilot investments into development of adaptive traffic management-roadside variable message signs (VMS) (screens, alarming traffic lights, signs) providing to traffic participants timely, efficient and accurate traffic information about road conditions ahead due to weather changes, road works, congestions, accidents to decide upon dynamic retouring, variable speed limit signs to reduce travel time, fluent traffic with dynamic traffic signaling equipment; (2) TRAFFIC SAFETY via pilot investments into road weather information systems (RWIS), weather cameras to reduce traffic accidents by timely collection and delivery of information about changing road weather conditions: snow, black ice, etc. and on line video surveillance for incident and black spot management; (3) REDUCED CO2 EMISSIONS all above measures contribute to reduced CO2 emissions due to time savings of transport on road.
