The Projects aim is to contribute to a stronger regional partnerships and cooperation schemes in BS area through the reinforcement of administrative capacities of local authorities and bodies. The specific objective of the project is to reinforce the administrative capacities of local authorities and bodies in a very crucial sector (energy efficiency in buildings) having major environmental and economic impacts locally and globally.

Achievements (EN):

Acc. to Final Narrative Report, BSBEEP project's OUTPUTS are: (a) current situation analysis studies for partners’ both internal and external environments; (b) preparatory studies (energy audits, carbon footprint estimation) for actions and interventions and management tools (e-tool); (c) awareness campaigns, training seminars, action plans and pilot demonstration mini-projects; (d) deliverables for the promotion and the visibility of the project including a communication plan, promotional materials, a project web site, articles and presentations to various events as also to local, regional and national media, networking agreements; (e) deliverables for the optimum management and monitoring of the project including reports, evaluation study, structured methods and channels for collaboration and communication among partners, as also with related authorities. BSBEEP project RESULTS are: - partners’ internal situation in-depth analysis identified hidden capacities and covered rigidities. A coherent set of studies helped partners to improve their administrative capacities to better manage buildings energy performance issues as also to reorganise their operations, setting higher targets, consequently. This has resulted to the formulation of a reliable base for short and mid-term planning on energy efficiency matters. BSBEEP targeted to three distinct target groups(TG) as municipal servants (both administrative and technical personnel), builders and specialised journalists; mainstreemed by the project TG improved their capacities to plan and implement energy efficiency interventions on buildings, either to present energy efficiency values and to communicate the benefits arising from those interventions. Visibility actions based on a well structured Common Communication Plan inssured to a wide participation and information of the project's audience including stakeholders’ mobilisation to improve their performance. Campaigns implemented by the project awared the audience about the purposes and the tangible and non tangible benefits arising from a better energy performance on buildings. BSBEEP created a reliable partnership platform for networking/exchange of experiences with relevant-related projects (CISWasteWater). BSBEEP project has been recognized as a territorial cooperation best practice (Greece event). Stakeholders’ awareness resulted to new cooperation projects on local/regional level.

Expected Results (EN):

R1-To exchange organised knowledge and information about buildings energy efficiency and to disseminate it systematically around Black Sea area R2-To collect valid data and produce sound analysis on two fields of intervention (1) municipal buildings and (2) energy consumption on municipal level R3-To have reliable base studies for short and midterm planning on energy efficiency matters R4-To train practically target groups on energy efficiency matters and to sensibilise wider audience R5-To communicate with wider local audience, to disseminate and capitalise joint action's knowledge base, process and results. To concretise partnership and strengthen project's sustainability R6-To achieve sound project management with quality financial monitoring. To transfer knowledge for EU projects management to non-EU partners
