Description (EN): The REEFS project is a pilot international initiative for focused and specific scientific research on environmental impact of the artificial reefs on particular Black Sea sites in front of Bulgaria, Georgia, Romania, Turkey and Ukraine.
Artificial reefs are often defined as any material or matter deliberately placed in an area of the marine environment where that structure does not exist under natural circumstances for the purpose of protecting,
regenerating, concentrating or increasing populations of living marine resources, or for enhanced recreational use of the area. The REEFS project is designed to contribute to a number of international strategic papers by adding a practical and active approach for restoration of the essential filters of the Black Sea.
Read more Achievements (EN): - 2 types of Artificial Reefs sets/modules (AR) were tendered/provided/installed and made operational as follows:
1. Deep water floating artificial reefs – 9 sets
2. Shallow water type of floating reef – 28 sets
AR modules were distributed/installed to Black Sea areas in project partner countries:
a) deep water type: Bulgaria – 9 sets (Lead partner - LP);
b) shallow water type: Bulgaria – 12 sets (LP), Romania - 8 sets (Partner 2), Turkey (Associate/ IPA partner) and Georgia (Partner 3) – 4 sets each;
AR were safety signalised wiht buoys in the research areas including from Bulgaria to Romania, Georgia and Turkey. In Ukraine Partner 1 – IMB (OBIBSS) used a type of artificial reef modules for testing on materials suitability for fouling communities. IMB produced and installed 4 sets/modules of such type. Taking over certificates provided at final report.
- 1 Research Analysis of the Legislative and Institutional Framework with a list of recommendations in English carried out;
- Organigrams, international, national and local institutions database established;
- Artificial Reefs (AR) legislative dossier of each riparian Black Sea country organized;
- 2 round-table for discussion and adoption of the REEFS Programme and Action Plan held in Odessa, Ukraine and Constanta, Romania with at least 20 participants each;
- AR Draft Action Plan adopted; proposal of Black Sea REEFS Programme prepared and adopted;
- 2 Public discussions in Constanta and Varna held with approx. 40 participants each (businesses, government servants, NGO and students;
• 2 joint seminars and 7 expeditions undertaken by the international technical team within the Black Sea;
- 2 technical seminars on reef-like equipment' settlement held for 14 participants each;
- 2 technical seminars on reef-like equipment' settlement held with 14 participants each;
- Preliminary mission held of the Lead partner’s staff members to the partner countries to clarify the ownership, maintenance and place of AR deployment issues in each partner countries.
- Two joint reports on different feasibilty factors completed:
- 1 Preliminary Research Report on Environmental conditions and criteria (Environmental Feasibility)
- 1 Feasibility Study Report in terms the technical, operational, resource and schedule elaborated;
- (initial) Environmental Impact Report about the cumulative operation of the reef-like equipment settled in the black Sea Basin;
- 1 Methodology on economic effectiveness in terms of biological criteria by three economic researchers
- Up to 36 (45) researchers from 5 riparian Black Sea countries involved in joint monitoring, analysis and assessment of study sites in the marine ecosystem supported by the project;
- A number of samples researched and analysed by the international research tea;
- Preliminary mission held of the Lead partner’s staff members to the partner countries to clarify the ownership, maintenance and place of AR deployment issues in each partner countries.
- Two joint report on different feasibilty factors completed:
- Up to 31,392.00 m³ cumulative size of the sea research area covered;
- Training packages developed;
- 20 trainers to be trained selected;
- 20 trainers form each riparian project partner country trained on AR deployment as a policy measure to sustain the marine ecosystem;
- Two-days testing trainings held in Bulgaria for up to 60 stakeholders: students and NGO activists with 60 feedback inquiries filled in;
- Two-days testing training held in Bulgaria for up to 30 stakeholders: small fisheries, scuba divers, tourism businesses, students and NGO activists with 30 feedback inquiries filled in.
- 1 overall Report on the trainings held completed.
- Training packages developed;
- 20 trainers form each riparian project partner country trained on AR deployment as a policy measure to sustain the marine ecosystem;
- 348 training packages distributed among the project partners according to lists of universities, schools and NGO organizations;
- 1 overall Report on the trainings completed.
- Logo and web site created; REEFS web-site was developed in all partners’ languages and is being regularly updated – www.reefsproject.net - Additionall a Facebook web page was created in order to make popular the publications of the project web site and to facilitate the platform of exchange of news and ideas among the friends of the Black Sea and the artificial reefs;
- 1 Documentary cut and disseminated;
- Training packages – 348, pens – 348 and 348 t-shirts;
- 12 publications issued at the project web site;
- Publication Symposiums in English – 168;
- Project brochures – 1,010 pcs incld. (Initial project leaflets 1,000 and Project report brochures – 550)
- 3 press conferences organized;
- 5 press-releases in five languages released;
- 1 REEFS project opening Forum held; 33 participants involved in the opening Forum
- 1 project Closing Forum held with 36 participants.

The expected projectOoutputs:
• Three Environmental NGOs involved as project partners and at least three more NGOs involved as final beneficiaries;
• Two Scientific Institutes involved as project partners and at least three more as external experts;
• One university involved as a IPA partners and at least 5 more universities and 6 high schools benefiting of the project;
• One training of trainees, three AR trainings, two technical seminars, seven international expeditions for AR settlement and at least 6 trilateral monitoring expeditions carried out;
• Four training initiatives begun in environmental protection;
• 170 inhabitants of natural areas participating in awareness events – public discussions, round tables and trainings.
Th expected project Results:
• Five partnerships contracts / agreements establishing permanent relations among institutions / agencies active in the environmental sector;
• 45 technicians / researchers completing activities and achieving new skills and competencies;
• At least 5 institutions active in environmental protection adopting innovations developed by project.
Expert knowledge on the legislative and institutional framework of fishery management, the reefs development in particular and project input in the international, national, regional and local strategic papers.
Public knowledge of the necessity to actively support the self-restoration of the Black Sea, and the share of environmentally-friendly fishing and aquaculture businesses significantly increased in participating regions, which over years may contribute to cleaner environment in the Black Sea Basin

A well-managed Action reaching its objectives, without serious conflict between the partners, without irregularities and with smooth reporting to the programme. Built capacity for joint Action implementation, research and advocacy activities; Four coordination meetings held; Four Interim Progress reports and one Final report jointly prepared;
