Description (EN):

The idea which is at the heart of the project concept is that energy is an horizontal policy, which involves all other ordinary policies, consequently it influences a complex socio-economic system.Given this assumption the role public authorities can play, especially Cities, is to act as a “facilitator” of the energy transformation process, playing a crucial role in coordinating approaches to formulate and plan low-carbon energy strategies.This shall be achieved through the setting up of energy units or the empowerment of those already established by Cities, mainly providing them with tools and strategies but also appointing them an effective role within PA,representing an important change in relation to the current situation of most central European regions.The key to success is the weaving together of individual low carbon energy strategies,creating an integrated framework of policies and programs that becomes more than the sum of its parts.The project aims to improve the capacity of public administrations to implement new energy planning strategies through a new comprehensive concept based on: the acknowledgement of a political mandate for energy, the definition of a working group with roles and activities, a real horizontal service made of experts about energy issues enabling the efficient realization of the foreseen actions and results.This unit should integrate local and regional low carbon energy strategies (including SEAP monitoring and devel.),improving the regional/local energy performance through the implementation of transnational pilot applications, ranging from the realization of supporting actions to implement a CitiEnGov Tool, to the development of coordinated solutions to improve the RES production.The tools implemented transnationally and their coordinated management within the public institutions, should contribute eventually to the outline of financing and fiscal policies aimed at the enhancement of the initiatives for climate change mitigation.

Achievements (EN):

The CitiEngov project has tackled issues linked with energy efficiency and RES use from the Public Authorities perspective, both aiming at establishing sustainable structures within the administrations with the aim to coordinate activities and initiatives related to energy issues, as well as providing operative tools enabling those activities. This includes the setting up of permanent organizational structures (Energy Units/ One Stop Shop Energy Service Centre). Moreover the concept and operative approach for the setting up of Energy Units and One Stop Shop Energy Service Centre represent a necessary step also to foster a model based on a collaborative approach with the territorial stakeholders. The training schemes implemented have contributed to the enhancement of the institutional know how and the creation of new positions, more skilled and technical, within the involved authorities. In relation to this, the adoption of overall 26 new energy tools (including SEAP, SECAP, Energy Plan) assures a long term approach and a formal commitment for the next years. The creation of the online CitiEnGov Toolkit is a source of information and practical solutions enabling the transfer of good and bad practices in the Programme area and beyond it. On the other side the technical solutions tested by the project, ranging from the Energy dashboard (meant to support the decision making process) and the public lighting system, are important tools whose durability is linked with data availability and optimization of economic resources of the interested Municipalities. It is also important to underline that CitiEnGov has also dealt with the citizens involvement to improve energy behaviour.

Expected Results (EN): R 2.2 Status of capacities of the public sector and related entities for territorially based low-carbon energy planning and policies achieved through transnational cooperation.

Expected Outputs (EN):

The results of the project’s implementation should be mainly linked with the improvement of public authorities capacities to define and implement low carbon energy planning and strategies so it directly answers to the programme result indicator. This will be possible as the CitiEnGov plans, by means of re-structuring or launching Energy Units within Public authorities, to foster the monitoring and implementation of local Energy Plans and SEAP if already approved, to easy their definition, if not available yet. In addition the project will promote an innovative local low-carbon energy planning, based on one side on a practical tool-the CitiEnGov Toolkit- and on the other side a strategic approach –the incentives and planning decision improvement.The project’s results will be directly linked with the activities the local authorities should undertake with the aim to target energy planning in Central EU, increasing human resources competences and enabling the integration of the tools already available at regional and local level. Therefore Energy Action Plans and energy Strategies will be improved in 7 Countries and in 10 regions,at least 10 Institutions will apply a new tool(CitiEnGov tool) and 3 persons per partner will be trained. New jobs will be created while setting up new Energy Unit or reinforcing the existing ones, thanks also to the possibility to attract and integrate new funds once the project has been put in place (e.g.integration for follow up activities within ROP
