L’amplification des phénomènes d’ensablement liée au changement climatique et la présence de pollutions d’origine anthropique piégées dans les sédiments conduisent à la nécessité d’en organiser une gestion qui intègre la maîtrise des risques associés. Les coûts du traitement et de la gestion des sédiments non immergeables, fragilisent ou mettent en péril l’activité économique et la compétitivité des ports. De plus, les données scientifiques utiles à l’écriture d’un encadrement réglementaire pour la gestion à terre des sédiments sont partielles, insuffisantes et souvent inaccessibles. Des réponses doivent être apportées, puisque les sédiments présents dans les ports, fleuves et canaux sont susceptibles d’impacter durablement les écosystèmes et à terme la santé des populations. D’où l’urgence de mettre en œuvre des solutions opérationnelles maîtrisées et économiquement acceptables, conjointement, au niveau de l’espace Italie France Maritime. S’inscrivant dans les objectifs définis dans la stratégie Europe 2020, le projet valorise la production d’éco-matériaux issus de la gestion des sédiments. Par un processus de main streaming SEDITERRA propose la structuration opérationnelle de la gestion d’un nouveau déchet public : le déchet sédiment.Inspiré du living lab, l’objectif est de mutualiser les expériences et de s’appuyer sur le rendu de solutions locales, qui ont su apporter des réponses partielles à la problématique globale. La mise en œuvre et le suivi d’opérations pilotes sur le territoire Marittimo, avec des sédiments de ports partenaires, produiront des données et informations largement diffusées lors de colloques ouverts à tous, puis synthétisées, vulgarisées et mises en ligne pour un accès libre et gratuit www.cap-sediments.fr. SEDITERRA vise à élargir un processus de capitalisation par un échange de bonnes pratiques et une appropriation à échelle transfrontalière participant à l’émergence d’une réglementation adaptée à la gestion à terre des sédiments.

L’amplificazione dei fenomeni d’insabbiamento legata al cambiamento climatico e la presenza di inquinamenti principalmente di origine antropica fissati sui sedimenti impongono di organizzarene la gestione integrando il controllo dei rischi. I costi del trattamento e della gestione dei sedimenti non immergibili indeboliscono o mettono in pericolo l’attività economica e la competitività dei porti. Inoltre, i dati scientifici utili alla scrittura di un cuadro normativo per la gestione a terra dei sedimenti sono parziali, scarse e spesso senza possibilità di accesso. Devono essere fornite delle risposte, poiché i sedimenti presenti nei porti, nei fiumi e nei canali possono avere un impatto duraturo sugli ecosistemi e in definitiva sulla salute delle popolazioni. Da qui la necessità di mettere in atto soluzioni operative che siano congiuntamente controllate ed economicamente accettabili nell’ambito dello spazio Italia Francia Marittimo. Inserendosi tra gli obiettivi della strategia Europa 2020, il progetto valorizza la produzione di eco-materiali derivanti dalla gestione dei sedimenti. Con un processo di main streaming, SEDITERRA propone la strutturazione operativa della gestione di un nuovo rifiuto pubblico : il rifiuto sedimento. Ispirato dal living lab, l’obiettivo è quello di condividere le esperienze e basarsi sui risultati delle soluzioni locali che hanno saputo fornire risposte parziali a una problematica globale. L’applicazione e il monitoraggio delle operazioni pilota sul territorio Marittimo, con sedimenti di porti partner, produrranno dati e informazioni ampiamente diffuse durante colloqui aperti a tutti, poi sintetizzati, divulgati e pubblicati online per un accesso libero e gratuito www.cap-sediments.fr SEDITERRA mira ad espandere un processo di capitalizzazione tramite uno scambio di buone prassi e un’adesione su scala trasfrontaliera partecipando al’emergenza di un cuadro regolamentare adattato alla gestione a terra dei sedimenti.

The amplification of the silting phenomena linked to climate change and the presence of pollutants mainly of anthropic origin fixed on the sediments make it necessary to organise their management and integrate risk control. The costs of treating and managing non-submersible sediments weaken or endanger the economic activity and competitiveness of ports. Moreover, the scientific data needed to come up with a normative framework for the management of sediments on the ground are partial, scarce and often inaccessible. Responses must be provided, as sediments present in ports, rivers and canals can have a lasting impact on ecosystems and ultimately on people's health. Hence, the need to implement jointly controlled and economically acceptable operational solutions within the Italy-France Maritime area. As part of the Europe 2020 strategy objectives, the project promotes the production of eco-materials deriving from the management of sediments. SEDITERRA proposes mainstreaming the structured management of a new public waste: sediment. The living lab inspired goal is to share experiences and rely on the results of local solutions that have been able to provide partial answers to a global problem. The application and monitoring of pilot operations on the Maritime region, with sediments from partner ports, will produce data and information widely disseminated during interviews open to all, which will be summarised and published online at www.cap-sediments. SEDITERRA aims to expand a capitalisation process through an exchange of good practices and cross-border emergency participation in a regulatory framework adapted to the land-based handling of sediments.
