Several territorial challenges common to CE countries ask for adapted and target-oriented land-use activities concerning protection of water resources, balancing conflicts of land-use pressure on water and adaptation to climate change issues despite uncertain prognoses. A function-oriented and land use based spatial management for drinking water protection is strongly required. But best practices already elaborated haven’t yet been successfully applied. The main objective of PROLINE-CE is improved protection of drinking water resources as well as protection against floods/droughts in an integrated land use management approach, in order to facilitate implementation of existing strategies and management plans, as well as to capitalize and transform them into reality, towards improved organisational structures and effectiveness of land-use management. PROLINE-CE will encompass efficient implementation of innovative best practices of land use and water protection in pilot actions, aiming at --transnational levelling of fundamental visions, --elaboration of policy support and --implementation support at operational level. This will be demonstrated in “GOWARE” tool (Guide towards Optimal WAter REgime). This will be supported by different capacity building efforts tailored to the defined target groups. Besides intensive stakeholder engagement and feedback loops on national and transnational level, visibility of actions will be enhanced by a Declaration Charta, in order to bundle efforts towards efficiently and effectively implemented management practices targeting drinking water protection. The partnership is composed by both policy support and policy implementation representatives and thus management options for the challenging project topics will be applicable. Hence, PROLINE-CE provides cost efficient management methods and ensures dissemination regarding land use and drinking water protection management on a macroregional scale all over CE programme area.

Achievements (EN):

Arrived at the finish line, the consortium can proudly state that the project was a success, aspect which was demonstrated during the final project conference, held in June 2019. First of all, a set of 38 measures had been selected and classified based on their significance and overall impact in the Central Europe region, regarding its most pronounced issues in various land-use categories. The testing of selected best management practices in the nine pilot areas showed that their implementation is currently still limited by economic, administrative or governance issues or even by social acceptance. Therefore, it is crucial to continue the stakeholder dialogues to foster the implementation of best management practices into daily practice and/or policy guidelines. The related action plan was submitted to the attention of relevant authorities and was received with great interest. The Transnational Guide towards an Optimal WAter REgime (GOWARE) was designed as a Decision Support Tool, enabling the selection of best management practices to improve the drinking water protection and flood risk mitigation. After national testing, it can be stated that the tool has already reached an adequate level of maturity to be used reliably by different types of users. The DriFLU Charta (Drinking water/Floods/Land use) - as a document which indicates the necessary steps in the future in each participating country - also contains “Courses of action” on both transnational and national levels. The presentation and signing of the Charta, done by notable representatives of each partner country during the Final Conference gives hope for carrying on the project outputs and give input to further EU guidelines and strategies, such as the EU Water Framework Directive, the Drinking Water Directive, the Groundwater Directive and the Floods Directive.

Expected Results (EN): R 3.1 Status of integrated environmental management capacities of the public sector and related entities for the protection and sustainable use of natural heritage and resources achieved through transnational cooperation.

Expected Outputs (EN):

In PROLINE-CE, institutions from various administrative levels foster sustainable implementation of integrated land-use and water management, efficiently and effectively approaching the protection of drinking water resources as well as higher security against floods/droughts. Results on thematic level: -identified existing practices in the field of land-use and drinking water management. -developed and applied appropriate measures taken on pilot case scale. -developed joint long-term vision to secure water resources and protect against flooding and droughts under changing conditions. -prepared legislative basis for integrated land-use and water management practices. -developed integrated efficient land-use management practices regarding optimisation of the use of capacities and resources. -sustainable management of recharge areas, aiming at establishing integrated protection of drinking water resources on transnationally comparable level and mitigating basin-wide flood/drought risks. -safeguarded water supply (safe operation of water supply systems) by minimizing quantitative and qualitative water-related risks. Communication level: -national capacity building and transnational stakeholder dialogue (local authorities, interested communities, end users etc.) in order to reach a common approach towards sustainable transnational land-use and water management. -promoted achievements and measures proposed, and to the beneficiaries of intact environment and safe water resources.
