Description (EN):

Public procurement of Innovative Solutions (PPI) is a powerful tool to boost innovation. The public sector demands innovative solutions that are not yet available or not at large scale on the market and thus forces providers to innovate. PPI is well supported on EC level (i.e. H2020), there exist also various guidance and training tools already for few years. So far they didn't boost the PPI usage in majority of CE regions, because available tools are not customized to national frameworks and regional knowledge hubs are missing. Our project targets directly public procurers on all administrative levels in CE with aim to build regional capacities in PPI, change attitude towards PPI, strengthen linkages among relevant stakeholders in regional innovation systems and thus boost usage of PPI in CE. We will achieve this CHANGE by delivery of these innovative outputs: 3 Thematic PPI2Innovate Tools for SMART Health, Energy and ICT fully customized to 6 national institutional frameworks and translated; 6 Regional Competence Centers for PPI and their CE network; 6 Action plans to implement 8 PPI projects in each region; 4 PPI pilots to strengthen linkages, to apply trans-regional “learning by doing approach” and to show success stories in 4 CE regions. PPI pilots will start with definition of demanded innovative solutions, continue with public procurement and finish by signature of the contracts with private suppliers, winners of the procurement. 10 partners from 6 countries will implement project. 6 Network partners – 3 sectoral agencies + 3 research and innovation actors working closely with public procurers, will secure creation of sustainable linkages in regional innovation systems. 4 procurers representing all levels of public adm.- local, county, regional and national will form unique pilot environment for 4 PPI pilots.3 partners (knowledge PPs) will capitalize their experience from previous projects (UNI of Turin, City of Lublin, DEXIC)

Achievements (EN):

PPI2Innovate targets directly public procurers on all administrative levels in central Europe with the aim to build regional capacities in PPI, to change attitude towards PPI, to strengthen linkages among relevant stakeholders in regional innovation systems and to finally boost usage of PPI. The project achieved this change by delivering innovative outputs such as 3 thematic PPI2Innovate tools for SMART Health, SMART Energy and SMART ICT fully customized to 6 national institutional frameworks and translated.

Expected Results (EN): R 1.1 Status of linkages among actors of the innovation systems achieved through transnational cooperation in central European regions.

Expected Outputs (EN):

1xTransnational Tool 1x PPI2Innovate Tool will be developed & customized into 6 national frameworks (Tool consists from Interactive process management & decision supporting tool, e-learning course for procurers, Awareness creating package, Knowledge compendium). Tool will cover Design phase of PPI projects. Tool will specifically focus on PPI projects in SMART Energy, Health & ICT. 1x Innovation Network facilitation. 6x Competence Centres will be established inside Network partners’ organizations. Sustainable network will be facilitated & will keep open for the future members after project closure. 6x Action plans at regional level. Each Competence Centre will identify 8 possible PPI projects in region/country, prioritise them, map them & formulate their implementation plan in 6xPPI2Innovate Maps. Based on those Maps, each Comp. Centre will formulate 6x Operational plans which will have a form of Action plans including Financial sustainability of Centres for upcoming 3 years. 4x Pilot actions. 4 PPI Pilots at each governance level – local, county, regional & national will be realized to prove concept of PPI2Innovate Tool, Comp. Centres capacities & to boost knowledge of Comp. Centres through “learning by doing approach”. Taking in consideration failure rate – 3 contracts between public procurer & private winner of PPI procurement will be signed as result of 4Pilots. 18xTrainings. 18 regional trainings targeting Public procurers (3 per region, 180 procurers participate in total).
