Le défi commun de GIREPAM est l'amélioration et l'innovation de la gouvernance et de la gestion des zones marines côtières de la part des régions et des gestionnaires d'aires protégées, grâce à une stratégie d’ensemble des territoires, pour contribuer à arrêter la perte de biodiversité et la dégradation des services écosystémiques et adhérer à un schéma européen de développement économique «vert et bleu». L'objectif est une stratégie transfrontalière de gestion intégrée des réseaux écologiques marins côtiers, mise en œuvre par les Régions en réseau avec les parcs et aires marines protégées, pour développer des solutions aux problèmes les plus pressants (exploitation des ressources, pollution, fréquentation, conflits sociaux). Le résultat sera l’amélioration de l’efficacité dans la gestion des aires protégées de l'espace côtier et la création de conditions favorables à la protection et valorisation des espaces naturels. Le projet vise à: mettre en œuvre des Plans d'Action pour des habitats/espèces d'intérêt commun et des Modèles de planification intégrée et réglementations des Aires protégées et des sites N2000 (Plans de gestion intégrés); caractériser et évaluer les services écosystémiques; mettre en œuvre des systèmes de comptabilité environnementale, identifier des emplois «verts et bleus », améliorer l'utilisation durable. Les bénéficiaires seront: organismes publics, parcs et aires marines protégées, touristes et population, opérateurs économiques. L'approche commune est nécessaire pour faire face à la fragmentation des actions mises en œuvre par les différents organismes responsables de gestion de l'espace marin côtier qui, seulement si rapportées dans un contexte logique de système, peuvent être réellement efficaces. Le projet s’avère innovant car il tend à démontrer la valeur ajoutée que les espaces naturels donnent aux territoires, en termes économiques également, tout en définissant de nouvelles possibilités de développement des emplois «bleus et verts».

Description (EN):

- This project takes on the shared challenge to improve and innovate the governance and management of coastal marine areas by regions and managers of bordering protected areas. These actions should help stop the loss of biodiversity and degradation of ecosystem services and adhere to a green and blue EU economic development perspective. Therefore, the objective is to develop a shared cross-border strategy for the integrated management of marine-coastal ecological networks. This strategy is to be conceived and implemented by the Regions networking with Parks and Marine Protected Areas developing joint solutions to the most pressing problems of the cooperation area (excessive use of resources, pollution and social conflicts). The result will be more effective management of the protected coastal marine areas, and the creation of favourable conditions for the protection and enhancement of the natural areas. The project aims to do the following: Implement Action Plans for habitats and species of common interest and Integrated Planning and Regulation models for protected areas and N2000 sites (Integrated Management Plans), map and evaluate ecosystem services, implement environmental accounting systems, identify green and blue jobs and improve sustainable use. The beneficiaries will be public bodies, parks, protected marine areas, tourists, the general population and economic operators. A standard approach is necessary to avoid sectoring the actions implemented by the various parties that manage and develop the coastal-sea space, which can only be useful as part of a system. The project is innovative because, starting from a scientific analysis, it wishes to demonstrate the added value provided by natural areas, including to the local economy, while also outlining further development opportunities in the field of blue and green jobs.

La sfida comune di GIREPAM è migliorare e innovare la governance e la gestione delle aree marino costiere da parte di Regioni e Gestori di aree protette in una visione d'insieme dei territori, per contribuire ad arrestare la perdita di biodiversità e il degrado dei servizi ecosistemici e aderire ad una prospettiva europea di sviluppo economico “green &amp;amp;amp; blue”. L’obiettivo è quindi elaborare una strategia transfrontaliera condivisa di gestione integrata delle reti ecologiche marino-costiere, ideata e attuata dalle Regioni in rete con Parchi e Aree Marine Protette per sviluppare soluzioni comuni ai problemi più pressanti dell’area di cooperazione (utilizzo eccessivo delle risorse, inquinamento frequentazione, conflitti sociali). Il risultato sarà il miglioramento dell’efficacia nella gestione delle aree protette dello spazio marino costiero, e la creazione di condizioni favorevoli alla tutela e valorizzazione degli ambiti naturali. Il progetto si propone di: Realizzare Piani di Azione per habitat e specie d’interesse comune e Modelli di pianificazione integrata e regolamentazione di aree protette e siti N2000 (Piani di gestione integrati); Mappare e valutare i servizi ecosistemici; attuare sistemi di contabilità ambientale, individuare green &amp;amp;amp; blue jobs, migliorare la fruizione sostenibile. Beneficiari saranno: Enti pubblici, parchi e aree marine protette, turisti e popolazione, operatori economici. L’approccio comune è necessario per superare la settorializzazione delle azioni attuate dai vari soggetti responsabili della gestione/sviluppo dello spazio marino-costiero che, solo se riportate all’interno di una logica di sistema possono realmente essere efficaci. Il progetto risulta innovativo poiché, partendo da analisi di tipo scientifico, vuole dimostrare il valore aggiunto che, anche in termini economici, le aree naturali danno ai territori in essi ricompresi, delineando allo stesso tempo ulteriori opportunità di sviluppo nel campo dei blue e green jobs.

Achievements (FR):

Le projet GIREPAM s'est concentré sur les zones marines-côtières du bassin méditerranéen occidental qui, bien que largement protégées par des réglementations spécifiques nationales et communautaires, comprennent des écosystèmes naturels considérés comme parmi les plus vulnérables. Il s'agit de zones géographiques caractérisées par une haute valeur naturaliste, dans lesquelles l'équilibre entre utilisation, protection, conservation et valorisation des ressources n'est pas toujours garanti. Compte tenu du haut niveau de complexité qui caractérise ces zones, le projet visait à dépasser l'approche sectorielle et locale des actions mises en œuvre, individuellement, par les différents sujets responsables de la protection et de la gestion de l'espace marin-côtier, contribuant à l'échange des bonnes pratiques de gestion et a partager les résultats obtenus. Sur la base des analyses scientifiques, le projet a considéré la valeur ajoutée que - également en termes économiques - les espaces naturels représentent pour les territoires qui les accueillent, en décrivant les opportunités de développement, aussi dans le domaine des emplois bleus et verts. Partant de ces prémisses, l'enjeu du projet GIREPAM était d'élaborer et de mettre en œuvre une stratégie commune de gestion intégrée transfrontalière du milieu marin- côtier, conçue et mise en œuvre en réseau entre régions, organismes de recherche et universités, aires protégées et sites du réseau Natura 2000.

Achievements (EN):

The GIREPAM project focused on the marine-coast areas of the Western Mediterranean basin which, although largely protected by specific national and Community regulations, include natural ecosystems considered to be among the most vulnerable. These are geographical areas characterised by a high naturalistic value, in which the balance between use, protection, conservation and exploitation of resources is not always guaranteed. Given the high level of complexity that characterises these areas, the project aimed to go beyond the sectoral and local approach to actions implemented individually by the different subjects responsible for the protection and management of the marine-coast area, contributing to the exchange of good management practices and sharing the results achieved. On the basis of scientific analysis, the project considered the added value that — also in economic terms — natural spaces represent for the territories hosting them, describing development opportunities, also in the field of blue and green jobs. Based on these premises, the challenge of the GIREPAM project was to develop and implement a common strategy for the integrated transboundary management of the marine-coastal environment, designed and implemented in a network between regions, research organisations and universities, protected areas and Natura 2000 sites.
