MAREGOT est finalisé à la prévention et gestion conjointe des risques liés à l’érosion côtière dans l’espace transfrontalier du Programme Maritime. Le projet stratégique veut entreprendre une action partagée que, à travers une meilleure connaissance des phénomènes érosives et de la dynamique du littoral, identifie les solutions d’intervention pour une correcte gestion du territoire par rapport aux caractéristiques morpho-idrodynamique de la côte. Les acteurs principaux et les destinataires des interventions sont les administrations publiques avec compétences dans la programmation, les instituts de recherche, les sujets privés impliqués dans la gestion intégrée de la côte et la population. A travers une analyse critique des systèmes de monitorage et des données existantes on définira une méthodologie transfrontalière pour le monitorage. Les méthodologies les plus efficaces pour la construction d’un modèle de monitorage transfrontalier seront identifiés sur la base des expériences réalisées aussi dans le cadre de projets européennes. Dans la ligne de la stratégie IZCM seront considérés les aspects géomorphologiques, anthropiques, socio-economiques et culturelles avec l’attention à la défense du sol et des habitats naturelles. Une méthodologie innovant transfrontalière sera définie pour préparer les stratégies et les plans d’intervention en répondant à les exigences des territoires. L’approche transfrontalier est nécessaire parce que les dynamiques naturelles liées aux phénomènes érosives transcendent les limites administratives nationaux, sont communes à les régions du Programme et ont besoin de un approche conjoint. Afin de compléter la stratégie transfrontalière des initiatives de sensibilisation seront entreprises pour augmenter la conscience des principaux acteurs impliqués dans la gestion côtière intégrée.

MAREGOT is a project aimed at the prevention and joint management of risks deriving from coastal erosion in the cooperation area. This strategic project intends to initiate a shared planning action which, thanks to improved knowledge of erosion phenomena and coastal dynamics, will identify optimal solutions to manage the morphological and hydrodynamic characteristics of the coast. The main actors and recipients of the actions are Public Administrations with planning experience, research centres, private citizens involved in the integrated coast management and the population at large. This project will define a cross-border monitoring method by first carrying out a critical analysis of monitoring systems and existing data. It will identify the most effective methods to build a cross-border model with the help of experiences from other projects. In line with ICZM principles, it will consider geomorphological, anthropic, socio-economic and cultural factors and pay attention to the defence of soil and natural habitats. It will outline an innovative cross-border methodology to define strategies and action plans in response to the needs of the areas. The public administrations involved will acquire useful skills to manage the erosion phenomenon in an integrated manner and, using governance processes, will seek solutions to prevent risks and adapt to climate change. A cross-border approach is necessary because the natural dynamics of erosion phenomena transcend national administrative boundaries; they are common to the regions in the Programme and require a joint plan. To complete the cross-border strategy, this project will implement awareness-raising initiatives for the targets involved in the integrated coastal management.

MAREGOT è un progetto finalizzato alla prevenzione e gestione congiunta dei rischi derivanti dall’erosione costiera nell’area di cooperazione. Il progetto strategico intende avviare un’azione di pianificazione condivisa che, grazie a una migliore conoscenza dei fenomeni erosivi e della dinamica dei litorali, individui soluzioni di intervento ottimali per la gestione del territorio in relazione alle caratteristiche morfologiche e idrodinamiche dalla costa. Principali attori e destinatari delle azioni sono le Pubbliche Amministrazioni con competenze in campo di programmazione, i centri di ricerca, i soggetti privati coinvolti nella gestione integrata della costa e la popolazione. A partire dall’analisi critica dei sistemi di monitoraggio e dei dati esistenti si definirà una metodologia transfrontaliera per il monitoraggio. Saranno identificate le metodologie più efficaci per la costruzione di un modello transfrontaliero valorizzando le esperienze, maturate anche durante progetti. In linea con i principi della GIZC, saranno considerati fattori geomorfologici, antropici, socioeconomici e culturali, con attenzione alla difesa del suolo e degli habitat naturali. Verrà delineata una metodologia innovativa transfrontaliera per definire le strategie e i piani di intervento in risposta alle esigenze dei territori. Le pubbliche amministrazioni coinvolte acquisiranno competenze utili a gestire in maniera integrata il fenomeno dell’erosione e, avvalendosi di processi di governance, cercheranno soluzioni per la prevenzione dei rischi e di adattamento ai cambiamenti climatici. L’approccio transfrontaliero è necessario poiché le dinamiche naturali legate ai fenomeni erosivi trascendono i confini amministrativi nazionali, sono comuni alle regioni del Programma e richiedono un approccio congiunto. Per completare la strategia transfrontaliera saranno attivate iniziative di sensibilizzazione per aumentare la consapevolezza dei target coinvolti nella gestione costiera integrata.

MAREGOT est un projet visant à la prévention et la gestion conjointe des risques liés à l'érosion côtière qui concerne la zone maritime de la Corse, de la Ligurie, de la Sardaigne, de la Toscane et de la région PACA. En améliorant la connaissance de l'érosion et la dynamique côtière, MAREGOT vise à identifier les meilleures pratiques pour la gestion des territoires côtiers transfrontaliers et de réduire les risques liés aux changements climatiques. Travail préparatoire: Pendant le premier an du Projet, les partenaires – cordonnés par Università di Firenze – ont travaillé à l’analyse des systèmes de suivi et à l’analyse des données monitorés au sein de chaque territoire. Dans ce but des questionnaires thématiques ont étés élaborés par rapport à côtes basses, côtes hautes, vagues marines, transporte solide des rivières et habitats. Pour compléter le cadre des connaissances on a mis à système les indicateurs et les méthodologies de mesure et de suivi qui seront utilisées pour les études de MAREGOT. Les rapports définitifs de la Composant T1 sont disponibles ci-dessous : OUTPUT T1 – Révision intégrée des plans de suivi et des données collectées dans la zone de coopération de l’espace maritime. Le livre " Mesurer la plage " est également disponible et explique en langage simple la philosophie de la surveillance et de la gestion du littoral. Méthodologie: Regione Autonoma Sardegna a cordonné la rédaction des méthodologies d’analyse des phénomènes côtiers réalisées par les partenaires techniques: Università di Genova (bilan sedimentaire), ARPA Sardegna (transporte solide des rivières), Consorzio LAMMA (vagues marines) Università di Cagliari (côtes rocheuses) Conservatoire du Littoral (habitat). A partir des 5 methodologies tecniches, une méthodologie transfrontalière pour la gestion du risque (output T2) a été élaboré. Plans d'intervention: Les méthodologies communes identifiées au cours du projet ont été appliquées, à différentes échelles spatiales et temporelles, pour l'élaboration des plans d'intervention des zones pilotes. L'Université de Gênes a coordonné le partenariat pour l'élaboration des plans uniques. Les résultats tangibles de l'expérimentation de la méthodologie MAREGOT sont les investissements réalisés sur le territoire français : - la plate-forme de modélisation et de simulation des risques d'inondation côtière financée par le Service d'Incendie de la Haute Corse, - La re-naturalisation du site des Vieux Salins d'Hyères par le Conservatoire du Littoral, - La mise en place d'une infrastructure verte sur le site de Grimaud par le Département du Var, avec la collaboration de la Mairie de Grimaud. Le Département du Var a également financé la définition des interventions à réaliser sur la commune de Saint-Raphaël Communication: Par rapport aux activitées de communication un Plan de Communication - avec toutes les indicatione sur les objectives, les outils et les actions à realiser - a été rédigé. Une brochure générale du projet et un livret informatif sur les risques côtiers ont étés réalisées. Pour améliorer les connaissances des décideurs publiques, MAREGOT a réalisé un tutoriel video en quatre modules

Achievements (EN):

MAREGOT is a project aimed at the prevention and joint management of risks related to coastal erosion in the maritime area of Corsica, Liguria, Sardinia, Tuscany and the PACA region. By improving knowledge of erosion and coastal dynamics, MAREGOT aims to identify best practices for the management of transboundary coastal territories and reduce climate change risks. Preparatory work: During the first year of the project, the partners — co-ordinated by Università di Firenze — worked on the analysis of the monitoring systems and the analysis of the data monitored within each territory. For this purpose thematic questionnaires have been developed in relation to low coasts, high coasts, sea waves, solid transport of rivers and habitats. To complement the knowledge framework, the indicators and measurement and monitoring methodologies that will be used for MAREGOT studies have been implemented. The final reports of Component T1 are available below: Output T1 — Integrated revision of monitoring plans and data collected in the Maritime Space Cooperation Area. The book “Measuring the Beach” is also available and explains in simple language the philosophy of coastal monitoring and management. Methodology: Regione Autonoma Sardegna has co-authored the methodologies for analysing coastal phenomena carried out by the technical partners: Università di Genova (didimentary balance), ARPA Sardegna (solid transport of rivers), Consorzio LAMMA (marine waves) Università di Cagliari (rocky coasts) Conservatory of the Littoral (habitat). Based on the 5 tecniches methodologies, a cross-border methodology for risk management (output T2) has been developed. Contingency plans: The common methodologies identified during the project were applied, at different spatial and temporal scales, for the development of pilot area intervention plans. The University of Genoa coordinated the partnership for the development of unique plans. The tangible results of the experimentation of the MAREGOT methodology are the investments made on the French territory: — the platform for modelling and simulation of coastal flood risks financed by the Service d’Incendie de la Haute Corsica, — The re-naturalisation of the site of the Old Salins of Hyères by the Conservatory of the Littoral, — The implementation of a green infrastructure on the Grimaud site by the Var Department, in collaboration with the Grimaud Town Hall. The Var Department also financed the definition of the interventions to be carried out in the municipality of Saint-Raphaël Communication: In relation to communication activities, a Communication Plan — with all indications on the objectives, tools and actions to be carried out — has been drafted. A general brochure of the project and an informative booklet on coastal risks were produced. To improve the knowledge of public decision-makers, MAREGOT produced a video tutorial in four modules.
