Le Projet NECTEMUS vise à réaliser un Plan d'Action conjoint pour l'identification et la suppression des goulets d'étranglement des interconnexions du transport maritime de passagers de la zone coopération, en particulier entre les ports continentaux et les deux îles de Sardaigne et de Corse. Le Plan d'Action permettra d'identifier les interventions infrastructurelles et infostructurelles nécessaires à l'amélioration de la connectivité du transport de passagers, en tenant compte de la proximité de ce trafic avec celui des marchandises, en termes de nœuds portuaires secondaires et tertiaires. Le Plan d'Action permettra d'atteindre un changement dans l’organisation de la planification des interventions au plan transfrontalier, en identifiant, grâce aux études conjointes spécifiques, les priorités et la faisabilité des actions et des mesures en faveur de la mobilité pour les passagers. Les produits de NECTEMUS constitueront ainsi un outil utile d'aide à la décision pour les choix d'investissement et d'actions, au-delà des seules infrastructures, à mettre en œuvre dans la zone du programme, en tenant dûment compte des initiatives déjà en cours et des résultats obtenus dans le cadre de la programmation précédente. Le projet permettra de systématiser les connaissances déjà disponibles, et de les développer davantage et de manière innovante, en mettant en lumière les potentialités et les priorités identifiées dans le Plan d'Action commun dans un Tableau de bord d'interventions illustrant la faisabilité des propositions et leur impact sur la mobilité des passagers au plan transfrontalier. La transférabilité des actions inscrites au Tableau de bord aidera les institutions et les acteurs impliqués dans la chaîne du transport de passagers, avec référence particulière aux nœuds portuaires. NECTEMUS constitue le projet jumeau de CIRCUMVECTIO proposé par la Region Ligurie dédié au fret, dont il renforce l'analyse.Le projet s'integre avec GEECCTT-iles, proposé par l'OTC.

This project aims to create a Joint Action Plan to identify the bottlenecks of maritime passenger interconnections in the cooperation area, particularly between the continental ports and the two islands of Sardinia and Corsica. The Action Plan will identify the infrastructure needed to improve passenger transport connections, also considering the existing freight traffic of secondary and tertiary port nodes. It will also schedule cross-border actions and measures based on joint feasibility studies of passenger mobility priorities. NECTEMUS will thus produce a useful investment decision-making tool—not just for infrastructure—to be used in the programme area in conjunction with the actions already in progress and the results obtained with previous planning. The project systematises and innovates the knowledge already available; it provides a Dashboard of potential actions and priorities identified by the Joint Action Plan that exemplifies the feasibility of the proposals and their impact on cross-border passenger mobility. This Transferability Dashboard will assist institutions and operators involved in the passenger transport chain, particularly port nodes, and reclassify the project's data and analyses. NECTEMUS is the twin project of CIRCUMVECTIO, proposed by Regione Liguria and developed for the freight segment; it builds on its analyses and combines it with the passenger segment, as both share maritime transport between the Continent and the islands. It also connects with the GEECCTT-iles governance tools proposed by the OTC (Corsica Transport Office).

Il Progetto NECTEMUS mira a realizzare un Piano di Azione congiunto per l’identificazione delle strozzature delle interconnessioni marittime dei passeggeri nell’area di cooperazione, segnatamente fra i porti continentali e le due isole Sardegna e Corsica.Il Piano di Azione identificherà gli interventi infrastrutturali ed infostrutturali per migliorare la connettività del trasporto di passeggeri, tenendo conto della promiscuità dei traffici con il segmento merci, a livello di nodi portuali secondari e terziari.Il Piano di Azione conseguirà un cambiamento nell’impostazione della pianificazione degli interventi a livello transfrontaliero, individuando, per mezzo di studi congiunti specifici, le priorità e la fattibilità di azioni e misure di sostegno alla mobilità dei passeggeri.Gli output di NECTEMUS costituiranno così uno strumento decisionale utile per le scelte di investimento, non soltanto infrastrutturale, da realizzare nell’ambito dell’area di programma,tenendo conto degli interventi già in corso e dei risultati ottenuti nella precedente programmazione.Il progetto sistematizza le conoscenze già disponibili, e le sviluppa in modo innovativo,facendo visualizzare le potenzialità e le priorità di intervento individuate nel Piano di Azione congiunto in un Cruscotto degli interventi che esemplifica la fattibilità delle proposte e la loro incidenza sulla mobilità dei passeggeri a livello transfrontaliero.Il Cruscotto di trasferibilità coadiuva le istituzioni e gli operatori coinvolti nella catena del trasporto di passeggeri,con particolare riferimento ai nodi portuali,riclassificando le informazioni e le analisi sviluppate nel progetto.NECTEMUS costituisce il progetto gemello di CIRCUMVECTIO, proposto da Regione Liguria sviluppato sul segmento merci,rafforzandone le analisi svolte sul segmento passeggeri integrandole, data la promiscuità nel trasporto marittimo tra il Continente e le isole.Si collega con gli strumenti di governance di GEECCTT-iles, proposto dall'OTC.

Dans le cadre du projet NECTEMUS, trois études sur la révision et l'intégration des systèmes de transport locaux et transfrontaliers ont été réalisées par la Provincia di Livorno, chef de file, à la tête du groupe de travail et en étroite collaboration avec les autres partenaires. Un premier document intitulé "Etude et revue de l'intégration des systèmes de transport locaux et transfrontaliers dans le projet NECTEMUS financé par le programme INTERREG-MARITTIMO 2014/2020" a été rédigé sous la forme d'un rapport général, axé sur le projet NECTEMUS et ses interactions possibles avec les projets connexes GEECCTT-ILES, CIRCUMVECTIO et MODÌ, dont la Province de Livourne est un participant actif. La deuxième étude a porté sur l'accessibilité des ports par les transports publics locaux. Le résultat final de ces enquêtes a été obtenu grâce à des analyses réalisées à l'aide d'un modèle de trafic développé dans le cadre de l'étude. Ils ont notamment été analysés : - Accessibilité des ports au départ des liaisons transfrontalières (hiver et été) en prenant comme heure de référence l'heure précédant le départ du ferry ; - Accessibilité des ports par rapport aux arrivées de liaisons transfrontalières (hiver comme hiver). et été) en prenant comme heure de référence l'heure après l'arrivée du ferry. Enfin, la troisième étude a été réalisée sur le thème spécifique de la "Réorganisation du nœud d'échange de Piombino". La recherche a été menée en analysant les heures d'arrivée des services maritimes destinés au port de Piombino et les heures de départ des services de transport public par rail et par route ; en recoupant les données en été et en hiver, afin de réorganiser le nœud d'échange de Piombino et de trouver des contre-mesures utiles pour réduire les temps de transbordement nécessaires aux échanges intermodaux.

A first document entitled “Study and review of the integration of local and cross-border transport systems in the NECTEMUS project funded by the INTERREG-MARITTIMO programme 2014/2020” was drafted in the form of a general report, focusing on the NECTEMUS project and its possible interactions with the related projects GEECCTT-ILES, Circumvectio and Modì, of which the Province of Livorno is an active participant. The second study looked at the accessibility of ports by local public transport. The final result of these surveys was obtained through analyses carried out using a traffic model developed as part of the study. In particular, they were analysed: — Accessibility of ports from cross-border connections (winter and summer) taking as reference time the time preceding the departure of the ferry; — Accessibility of ports in relation to arrivals of cross-border connections (winter and winter). and summer) taking as reference time the hour after the arrival of the ferry. Finally, the third study was carried out on the specific theme of the “Reorganisation of the Piombino exchange node”. The research was conducted by analysing the arrival times of maritime services destined for the port of Piombino and the departure times of public transport services by rail and road; by cross-checking data in summer and winter, in order to reorganise the Piombino exchange node and find useful countermeasures to reduce the transhipment times required for intermodal exchanges.
