Demographic change requires particular adaptations of the transport system, not only in areas suffering of depopulation, but even in those urban places which are preferred residential areas of elderly. The perception of the mobility needs of elderly and the demand for suitable transport solutions for the 65+ generations is widely not well developed in the mind-sets of city planners, transport professionals and operators of transport services. Accessibility to transport services is in a fact restricted due to physical barriers and distant service points. Solving the problem with activities under Public Service Obligation is often expected, but practically unaffordable in most municipalities and unmanageable within the existing transport system. New forms of flexible, demand responsive, door-to-door micro-transport can fill the gap at least in the urban environment. Emission free Electrical Power Assisted Cabin-Cycles (EPAC) is seen as a potential solution to support the mobility of elderly in towns, city districts or neighbourhoods. Social entrepreneurship is expected to fill the gap. However, developing and testing of new service models is required in a close cooperation of all actors in the field. The right positioning of new mobility services for both, passenger and freight, within the legal and regulatory framework is challenging. Preferably, the service shall be self-sustaining, but depending from economic environment, urban structure, availability of other services, culture and attitude also solutions of mixed private and public funding can be applicable. MITRA is addressing planning authorities, charity organisations and social entrepreneurs to develop policies and a service model which can be applied in all participating regions and beyond. MITRA will involve the 65+ generations actively as users and performers of an innovative micro-transport service in mutual neighbourly assistance.

Expected Results (EN): Although MITRA is scaled as a micro-transport solution based on mutual neighbourly assisstance, it will meet the needs of both, passenger as well as delivery of items.

Expected Outputs (EN):

The main output of the Seed Money will be project concept paper of the future project which will result in adjusted concepts to tackle the challenges arising from demographic change. Improved urban mobility is a key element for an inclusive and self-determined life of elderly people. Micro-transport services provided with EPACs can be a new complementary element to make change happen. The partners will jointly develop a service model applicable for a roll-out of the micro-transport service across the programme area and beyond. A specific challenge lies in the right positioning of the service in the legal and regulatory framework as it is not passenger nor freight transport, but mutual neighbourly assistance in collaboration with social entrepreneurship. New micro-mobility services will be implemented and tested in towns and city-districts with different urban and economic structure and mobility culture to prepare a roll-out following to the project lifetime. The MITRA service will involve the target group actively in day-by-day performance and feedback from direct user interaction will be used for further improvement. In cooperation with local authorities, a common “reference point” will be designed and constructed in the test areas. “Reference points” will be allocated in places where potential users are expected to appear most frequently and to which EPACs will return if not just performing a ride to be available for instant use. “Reference points” shall include battery charging equipment as well. Innovation will be initiated by preparing and publishing of a “challenge” at a community based co-creation platform. Technical innovation will cover aspects of theft protection, flexible load-ability of freight items, carriage of smart walkers or rollators, etc. Public authorities and charity organisations will improve their capacity due to their direct involvement in design of the operational and financial model of the micro-mobility service, of infrastructure elements and fit-for-purpose vehicles.
