Description (EN):

The challenges addressed by L-TeN project are: under-developed road infrastructure with a high risk of accidents and, as a consequence, to increased travelling times, vehicle operating costs, accidents and damage to the environment. Turnu Magurele is crossed by five NRs and the traffic is increasing. When the beltway (which is collecting traffic from 3 NRs) is overcrowded in order to optimize the time, the five roads targeted by L-TeN project are used to avoid it and to go to Pleven via Nikopole and Levski which is a crossing point for 7 NRs connected with TENT network and E83. The road targeted by L-TeN project is in a poor condition too. General objective is to improve the connection among core and comprehensive TEN-T networks using the tertiary nodes Turnu Magurele and Levski as „bridgeheads” for connection and joint transport system. The specific objectives are: to improve the transport infrastructure; to develop a joint traffic management system and to capitalize the local expertise on traffic safety measures. The main activities are: elaboration of technical documents, works execution, set-up traffic management system and safety traffic measures and awareness campaign. The total budget is 4,676,286.31 euro. The expected result is: 23,427 population will be served. 2 joint mechanisms will be created. L-TeN will improve the connection of Levski with E83, Danube as European corridor VII and future Hemus with E70 and secondary nodes Craiova and Giurgiu via Turnu Magurele.

Achievements (EN):

The project is under implementation, with the following results reported so far: Services for project management, translation and interpretation and information and publicity have been contracted. The conference for the beginning of the project was organized on 7th of June 2017 at Turnu Magurele headquarters, having 50 people participated (representatives of the two municipalities, stakeholders, along with local press journalists). Information and publicity materials have been prepared and disseminated to all participants. LB has signed the works contract (value of 1,268,150 euro) for modernization of 1.909 km of roads in Turnu Magurele and within the reporting period has registered important progress (90%). During the monitoring visit it was signaled that the beneficiary finalized the works execution. The contract for purchasing and installing the equipment for traffic management system was signed and the panels are installed, informative massages will be available until the end of august 2020. B2 finalized the works execution for the modernization of roads in Levski Municipality (7.068 km upgraded). Cross border population from Turnu Magurele and Levski is now served by the modernized infrastructure leading to TEN-T, which was modernized within the project.

Expected Outputs (EN):

As tertiary nodes Turnu Magurele and Levski and their individual citizens are relevant for the Programme. The citizens located in the area, private companies and public institutions will benefit from the improved quality of the roads and traffic management system as well as improved safety measures. Total 23,427 persons The total number was estimated based on the 2 km zoning area (see Annex D) Turnu Magurele: 80% from total population of the city = 21,233 persons Levski: 2,194 persons
